I respectfully rcquc~ your altention to a lcncr sent in April - and included herein- from
CoUie~ County (Florida) M~ager Jsmei Mud~ in which Collier County requests a 19-
momh delay in gae implcmcnutgon of nmv FEMA flood maps while county officials
continue ~ present your agency with new and dcvclopin~ dat~ they believe will Move
some siguificanl portions office county having been erroneously incltute, d in high flood
ercu. Inclusion in so.called "A" flood zones will unnecessarily force upon homeowners
new end significam national flood insurance pro.am premiums,
This matter is of g~cat urgency. If implementation ii allowed a~ scheduled for October 1,
2003, your agency will mandat~ the collection of approxima~oly S7.$ million in federal
flood imurnnec premiums from approxim~ly 7~00 homeowners in Oold~n Cre~e

resolve the differences in dam and thc county has spent significant public dollars hiring
consultants, formulating precise topographic data and employing new tcclmology in au
effort to resolve differences. Specifically, I encourage tim FEMA staff to accept LIDAR
topographic data into its map formulation me,hods and. thereby, achieve even ~

TOWING AND STORAGE IN NAPLES/COLLIER
Madame Mayor, Mr. Chairman, my name is Jim Kramer and I
reside in District 3 of Collier County, with a postal address of
Naples, Florida. Councilors and Commissioners, you know why I
am here. 500 days ago, I was overcharged on the towing of my
wrecked vehicle from the streets of the city and the storage in a
county impound lot. I complained to the wrecker, and as a result,
we are here today, with no justice and no peace.
The governments that you lead cannot find any way to enforce the
violations that have occurred. They keep pointing fingers at each
other, saying "As I have explained to you in the past, the Naples
Police and Emergency Services Department is unable to enforce a
county ordinance (e.g. 99-38), especially when the alleged offense
occurs outside the city limits." [City position], and "...this towing
and storage resulted from a call out from the Police Department of
the City of Naples...", "The City of Naples Police Department is
the appropriate enforcement authority;" [County position].
I don't care about the money, I really don't. The insurance
company and auto club both wrote checks to cover the bill. It's all
about what happens next time, when say, your mother or my sister
has an accident. These are emotionally distressing events. When I
found out that my fiance (the driver) was OK, that's all I cared
about. I didn't care who towed the car. I thought that if the City
had given it's OK to Joe Nagy, he could be trusted to follow the
rules and regulations. Not jack up the price to line his own pockets.
In most cities and other jurisdictions, the police cars carry the
motto ... to protect and serve..., and I don't see that here. Why?
And at the county, the motto is ... exceeding expectations... What
happens if they are exceeded negatively? As in surly code
enforcement people who don't bother to investigate both sides of
the issue before closing the matter.
I hope you all will reopen the case. The City Council has
suggested a workshop (time and place to be announced) be held to
discuss the issues. Please ask your staff to participate and resolve,
once and for all, this poorly handled situation.
