EXECUTIVE SUMMARY
Recommendation to appoint a member to the Water and Wastewater Authority.
OBJECTIVE: To appoint one member to the Water and Wastewater Authority, to fill the remainder of a
vacant term expiring on May 21, 2019.
CONSIDERATIONS: This five member authority was established on February 27, 1996, by Ordinance
No. 96-6 to regulate utility rates and related matters regarding non-exempt water and wastewater utilities
in unincorporated Collier County. Three members shall be technical in nature, with expertise in
engineering, finance and/or business administration. The remaining two members shall be appointed on
the basis of individual civic pride, integrity, and experience in any area of regulation. Members are
required to file a Form 1 Statement of Financial Interests each year with the Supervisor of Elections.
Terms are four years. A list of the current membership is included in the backup.
There is one current vacancy on this authority. The vacancy was advertised and an application was

RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and directs the County Attorney to prepare a resolution confirming the appointment.

Exnerience / Background
I have had a thirty-five year career in public service while previously living in NJ. I have servedl
as the Director of Finance and Administration for the City of Asbury Park, NJ. The City owne
and operated their own wastewater treatment plant. My responsibilities involved capital
Tanning, capital budgeting, debt issuance/management and sewer fee billings/collections
through the City Tax Department which was a direct report. The position also included othe
duties of finance administration, budgeting, insurance and labor negotiations. I have served as
he Director of Finance/CFO for the Township of Lawrence, NJ from 1994 through 2005.
Responsibilities included financial and treasury management, budget preparation/management,
labor negotiations, debt issuance/management, insurance management, capital planning an
budgeting. The Township set sewer user fees and collected said fees on behalf of an independen
Sewerage Authority. Direct reports were the Divisions of Accounts and Control, Tax Assesso
and Tax Collections. From 2005 through April 2017 I served as the Township Manager/CFO fo
he Township of Lawrence, NJ. In addition to the above responsibilities as the CFO I served
a
he CEO of the municipality. Managing 200 employees, conducting all labor ne otiations,
ana ed matters of community development, police and fire protection. Six o eratin
