EXECUTIVE SUMMARY
Recommendation to approve the FY17 Program of Projects and submittal of a grant
application for the Federal Transit Administration (FTA), 49 USC § 5307 FY17 grant funds in
the amount of $2,391,838 through the Transit Award Management System (TrAMS), accept
award and authorize any necessary budget amendments.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of CAT System under the Urbanized Area Formula
Program (49 U.S.C. § 5307) to be used predominantly for transit capital projects as defined by FTA.
FTA published a partial apportionment for the formula funds on January 19, 2017. Once FTA issues
notice appropriating the remaining amount, staff will bring back an item for Board action should the
amount awarded be more or the funding table be significantly different than noted in this Executive
Summary. Collier County is located within the Bonita Springs/Naples Census Urbanized Area;
therefore a portion of the 5307 funding received is shared with Lee County. The anticipated amount
allocated to the Bonita Springs/Naples Urbanized Area is $3,009,927 based on the fe deral register
announcement on January 19, 2017. The current apportionment designated is $2,391,838 for Collier
Area Transit (CAT) and $618,089 for Lee County Transit.
Staff prepared the proposed Program of Projects based on a $2,391,838 total. The Program of
Projects has gone through the Public Involvement Process, including receiving an endorsement from
the Public Transit Advisory Committee (PTAC).
Proposed projects, subject to appropriation, include:
1. Transit improvement projects that are amenitie s such as bus stop accessibility enhancements
2. Security enhancement for the CAT facility
3. Provision of Americans with Disabilities Act (ADA) paratransit services
4. Bus route operations
5. Replacement of rolling stock that have exceeded their life expectancy
6. Preventive maintenance
7. Design, environmental assessment, and construction services for a transit facility in the
Immokalee area.

* A 50% ($408,000) local funds match is required.
A grant application must be entered into TrAMS to utilize these funds. The application has been
prepared and attached for the Board’s approval. The capital portion of the grant requires a 20%
match. Collier County will request approval from the Florida Department of Transportation for the
use of toll revenue credits in the amount of $495,959 as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the
Public Services Department Head, who serves as the Board-appointed designee. Should the award
amount be higher than the amount and use specified in this executive summary, a subsequent Board
action will be sought to acknowledge the variance. PTNE and the Office of Management and Budget
grant compliance staff will also use this electronic system to manage the project and submit all
required reports.
As noted in the attachment, these funds are used for both capital projects and operational costs.
Hence, it is essential that funds be budgeted in time for the beginning of FY 18. In light of these
considerations, staff is requesting pre-award authority from the board to create the required budget
appropriations for the new fiscal year to ensure continued and immediate operational fun ding in the
new fiscal year.
FISCAL IMPACT: A budget amendment is required in FY17 in the amount of $2,391,838 to
recognize the grant revenue funds to CAT Grant Fund (424), Project 33526. In addition, proceeds
from the sale of surplus items in the amount of $10,292 will be reinvested into the transit system and
appropriated within the project. Collier County has requested approval from the FDOT for the use of
toll revenue credits in the amount of $495,959 as soft match in FY 17; with a total of $506,251 in
soft match and local proceeds. A cash match of 50% is required for the operating assistant portion of
the award and is available within the CAT Match Grant Fund (425) Reserves in FY18 supported by a
an annual transfer of General Fund (001) Revenue. Budget amendments in FY18 are required within
CAT Match Grant Fund (425), Project 33526 in the amount of $408,000.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and
objectives of the Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve the Program of Projects identified herein and authorize PTNE
staff to apply and submit the attached gra nt application for the Federal Transit Administration, 49
U.S.C. § 5307 available grant funds for Fiscal Year 2017, and to exercise pre-award authority, accept
award and appropriate budget as needed to cover operations.

overall start/end dates are 1011/2017-12/30/2020. This is not a research and development application. Collier

Application Executive Summary: Collier County Board of County Commissioners is the designated

area. Toll Revenue Credits from FDOT in the amount of $495,959 will be utilized as the soft match for the
capital portion of this grant. The overall start/end dales are 10/1/2017-12/30/2020. This is not a research
and development application. Collier County is not applying an indirect cost rate to the activities within
this application.
