EXECUTIVE SUMMARY
Recommendation to approve the FY17 Program of Projects and submittal of a grant application
for the Federal Transit Administration (FTA), 49 USC § 5339 FY17 grant funds of $287,635
through the Transit Award Management System (TrAMS).
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of CAT System under the Bu s and Bus Facilities
Urbanized Area Formula Program (49 U S C § 5339) to provide capital assistance for new and
replacement buses, as well as related equipment and facilities. For urbanized areas with populations of
200,000 and over, funds are apportioned and flow directly to a designated recipient. Collier County is the
designated recipient for the urbanized area. The anticipated amount allocated to the Bonita
Springs/Naples Urbanized Area is $287,635 based on the prior year allocations.
FTA published a partial apportionment for the formula funds on January 19, 2017. Once FTA issues a
notice apportioning the remaining amount, staff will bring back a subsequent action for the Board should
the amount be significantly different that the anticipated amount. Staff prepared the proposed Program of
Projects based on a total of $287,635 of urbanized area funds for the Bonita Springs/Naples Census
Urbanized Area. The Program of Projects has gone through the Public Involvement Process, including
receiving an endorsement from the Public Transit Advisory Committee (PTAC).
The project proposed for the funding includes, as funding permits, the purchase, design, and construction
of a bus shelter, and upgrading existing fareboxes to extend their useful life. Some of the farebox
improvements may include adding a feature to read QR codes from cellphones as a form of mobile
ticketing, all with an effort to enhance the effectiveness of the transit operations.
A grant application must be entered into the FTA TrAMS to utilize these funds. The application has been
prepared and attached for the Board’s approval. The grant requires a 20% match. Collier County will
request approval from the Florida Department of Transportation for the use of toll revenue credits in the
amount of $71,909 as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Public
Services Department Head, who serves as the Board-appointed designee. Should the final award amount
be different than the amount specified in this executive summary, subsequent Board action will be sought
to receive approval of the variance. The Office of Management and Budget grant compliance staff will
also use this electronic system to manage the project and submit all required reports.
FISCAL IMPACT: No fiscal impact is associated with this action at this time. A budget amendment will
be required to recognize the funds when FTA awards the grant to Collier Area Transit.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of
the Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve the Program of Projects identified herein and authorize PTNE staff
to apply and submit the attached grant application for the Federal Transit Administration, 49 U.S.C. §
07/11/2017
5339 available grant funds for Fiscal Year 2017.
