Pathway Funds and Projects Planned for District 4 e. Beach Renourishment May 15, 2003 TOWNHALL MEETING DISTRICT # 4 1. Commissioner Coyle opened the meeting at 7:00 PM. Pledge of Allegiance was recited. - Commissioner Coyle introduced the other Commissioners and Councilmen from the City Council of Naples. - Jim Mudd introduced the staff members. 2. Agenda A. Road Improvements - Norm Feder, Transportation Adm. - A slide presentation was given. (Attached) - US 41 Repair/Resurfacing in Naples Bypass for Traffic - Florida Department of Transportation on US 41 will be replacing a pipe in the line in the pipe for the storm drain in the southern part from lOth to Old Trail. They will replace it completely. Start April 2003 and complete End of calendar year - the rest to continue into June of 2004. - US41 and CR951 Intersection - 951 south to Marco - US 41 - State project - building from Barefoot Williams west to 951 and complete 6 laning to 951 end of year. - CR 951 Widening - 951 - improvements to corridor from Immokalee down to Golden Gate Blvd. next section to Davis Blvd. - Golden Gate to Green - 2008-09. - Davis Blvd & 951 intersection - explained the different turns. - Rattlesnake Hammock - improve it from Polly Ave. - Santa Barbara Extension - Polly Extension - from Davis south - 4 lanes - Davis & Commercial Intersection - US 41 & Granada Blvd. - right turn lane - Light sequencing - Phase 11 in-house construction, Airport/Pine Ridge/Goodlette/US 41 - Phase II Interconnects - Second Gordon River Crossing - not in work program, no funding came up when BCC was looking at Livingston - discussion only. In the past discussion of a North bridge. Some same problems occur. Not a project in any phasing in next work program. - Golden Gate overpass at Airport - south - State is establishing a new Interchange at I75 - 2004. - Traffic volume - 6 lanes a portion of Golden Gate from Airport to Santa Barbara. - Intersections - discussed and showed on the map the different areas and problems. - Livingston and Golden Gate need more turn lanes. SPEAKERS 2 May 15, 2003 Laurie Rawley - City of Naples working on the Heart of Naples Plan - the more reviewing of the re-routing oftraffic the more critical is on 41 to Goodlette. Wondered how some of these challenges are recognized with the traffic flows. Mr. Feder is aware of the concepts and is working with the City to see what options they have. Mr. Russell mentioned the plan for 41 that is being discussed has been built into the population expansion and planned for approx. 15 years. The infrastructure in place and discussing rerouting 41 as a business alternate reducing traffic and can be done with current resources. Just looking for more ways to get rid of more traffic. B. Storm water - Robert Wiley- Storm Water Management section- He covered issues they face in storm water during a slide presentation (Attached) - Gateway Triangle Area - Proposed pathway - drainage improvements - Shadowlawn - more drainage improvements - Linwood - proposed pathway & drainage modifications - problems w/easements. - Need to acquire more land for increased storage areas. - Haldeman Creek - dredging channel- working with City Staff & consultants - DEP plans addressed. C. Status of District 4 Parks - David Lykins - Community Services Dir. City of Naples - gave slide presentation. Lowdermilk Park - TDC funded - pavilion renovation replacement - started in 2003 & complete in mid-June 2003. - Redesigned with new and more restrooms - larger shower deck - Outdoor covered seating and open deck seating. - New lighting, landscaping and handicapped accessibility. - Replace 8 Chickee umbrellas on beach - Renovated picnic gazebo. - 75-80% completed. Seagate Park - north end - resident driven project - many community meetings near school property and worked closely with school officials. Joint project and shared use facility. Pictures were shown. - Programs run during non-school time periods. - Fencing, Racquetball Court, - Finishing landscaping - storm water turning into a water habitat area with water plants being installed. 3 May 15,2003 Fleishman Park - under design and review. Floods 5 months out of the year -lots of issues to deal with. - Redo the Baseball fields. Expand the Skate Park, the flag football field, tennis court, community center, parking, walkway system, lighting and pavilions. Skate park close to Coastland Center Mall very popular. Drainage problems Fencing and football and ball park overused and will be redone. Tennis Court to be included D. Pathway Funds & Projects Planned for District 4 - Diane Flagg - Alternative Transportation Modes - Pathway and Landscape Projects were presented - a slide presentation was given. - Pathways include sidewalks, bike lanes and greenways. - Advisory Committee members comprised of community members - Sub-Committee of Metropolitan Planning Organization which is a Board of City of Naples Representatives, City of Marco and 5 County Commissioners. - Long and short term projects were discussed in the District 4 area. - Updating the Plans - Funding options were discussed Landscaping Plan - Collier County Landscape Beautification Master Plan - was adopted by BCC for Arterial and Collector Roadways. - The different types were discussed and shown on the presentation. - Medians will be prepared in advance. - Plan addresses the retention ponds - Showed schedule for fiscal year '04 and '06. E. Beach Renourishment - Ron Hovell- Public Utilities Engineering _ Slide presentation was shown - - Past & Current Conditions - Planning underway - Trucking sand in was discussed and restoration for more natural actions - Erosion in Clam Pass - Sand search underway - Phase 1 complete - finish Phase 11 in next couple months. - Beach fill design- permit this fall - Looking for sand 30-40 miles out, - 2 ways to do Beach Renourishment - Cutterheads & Hopper Dredge. - Where does sand go? Cape Romano in Marco Island. - Covered the sand volume and cost. - Trucking not ideal for general community. - Need to finish the sand search - taking jet probes and core samples. - Hard bottom survey is being done. 4 May 15, 2003 - Conduct Renourishment Planning Meeting - Conduct pre-application meeting. Question was asked about the grain size and if they are dealing with the conservancy and the environmentalist being concerned about the turtle nests. Mr. Hovell responded they are definitely working with them and the turtle monitor staff has indicated that this is the most favorite sand size for the turtles. SPEAKERS Dottie Briskev - 4236 Crayton Road - she questioned traffic west of 41 and what is going to be done to protect the residents when traffic is diverted. Mr. Feder responded they are going to work with the City and DOT and coordinate the preferences to different corridors. Teresa Holzin2er - River Reach Single Family Home Association - 2248 River Reach Drive - they are concerned about the high speed traffic through their neighborhood and would like to see speed bumps. Concerned about safety for the children and would like to have the BCC approve speed bumps in their neighborhood. Diane Flagg responded they are working with River Reach at this time and require petitions. They will then write an Executive Summary and take it to the BCC for approval. There will be some funding recommendations. If a local area, it will be funded by the Community and if a Collector with cut-through traffic, then the Board will decide on the funding. Signatures are being completed now. Sandi Leddv - Park Shore area - she would like to have the Board of Commissioner meetings held in the evenings so she and others can attend. She asked why they are not held in the evening, or at least one a month. She had addressed the issue with Commissioner Henning and he took it to the BCC in which it was not received to do so. Commissioner Halas responded that they spend between 50 and 60 hours a week and have many other commitments they have with other meetings for homeowners and civic groups. Their time is quite occupied. Commissioner Coyle stated they have held evening meetings and have no idea when they are going to end. They have gone into the evening many times and' if they wait until the evening to start a meeting, they will be there all night. When they have had a night meeting everyone is gone by 8-9:00 PM. A single item could take up to 3-4 hours and is not possible to do in the evening. 5 May 15,2003 Commissioner Coletta agreed the evening meetings they have held, the people are gone by 8-8:30 PM. Last year they held 68 meetings. If they met once a week, the schedule and demands on staff would not work. Commissioner Fiala agreed on the length of the meetings, and when someone is there on a particular subj ect and it is over they are gone. She has heard many want to be in their homes listening to the meeting, and also many retired persons cannot drive at night so cannot attend evening meetings. They are trying to please the vast majority. Commissioner Henning didn't agree with his fellow Commissioners and will not bring it up again. Don Leddv - 635 Parkview Lane - he asked the meeting Agendas be published in the Naples Daily News as it had been in the past. Mayor MacKenzie mentioned the City of Naples Agenda is published. They are required by their Charter to publish the Agenda. It is now published one week in advance. Discussion followed on the web site and TV for all the information that can be gotten. His other topic was about the County Staff getting bad publicity. He talked about a planner being fired and now working for a developer and in front of the BCC for variances etc. He feels the person should not be allowed to work with anyone that has business with the County or City for a number of years. He discussed impact fees and writing code. Didn't feel Consultants should be hired. He covered different resolutions and codes that were rewritten and feels staff should do this. Mr. Mudd responds that the Clerk has the ability in the Contract to audit the records of Sub-Contractors; staff does not have that authority. Mr. Mudd went into detail for Mr. Leddy. Leonard Johnson - 104 Marseille Dr. - he is very happy what is happening with County Barn Road. He congratulated everyone on the job they do. - He asked when the job on County Barn will be completed - Mr. Feder responded 18 to 20 months. Improvements are needed due to drainage problems. He asked if they are going to get a light at Charlemagne. Studies will be conducted according to Mr. Feder. Bob Tipton said they do a study every year at that location and it does not warrant one yet. He asked if there will be landscaping. Diane Flagg mentioned she had displays that will show the areas that landscaping will occur. She discussed what their plan is for that area. William Reid - Gulf Shore Blvd. - Surfsedge in Park Shore - he asked the Commissioners to reimburse Surfsedge for expenses incurred due to sand on their property. Their invoices to date amount to $3,745.00. A letter was sent with their concerns for a major problem. He discussed several letters written back and forth concerning the seawall and the sand. The sand blows onto their property and covers 6 May 15,2003 the landscaping in which has to be replaced. The Coastal Advisory Committee agreed action should be taken, however the Tourism Development Council refused to allocate any funds to correct the problem. He is now contacting the Commissioners. Commissioner Coyle responded he has seen the damage for the Condominium and feels there is a valid concern. They could not make a decision that evening and asked him to come before the Commissioners during the public process comments. Councilmen Gary Galleberg commented he is Chairman of the Coastal Advisory Committee, Tourism Council and Councilmen on the City of Naples City Council. He told Mr. Reid they were not willing to engage in using public funds for private property. Where would it end if they did take that approach? Mr. Reid feels the Commissioners have an obligation to correct the problem. Jim Kramer - he complimented everyone for having the town meetings and hope they continue in the future. He had his vehicle towed 16 months ago at a city location into the County and overcharged. He has tried to get the laws enforced and told it is unenforceable. The City Council asked the City Manager to hold a workshop on the problem. He is against businesses ripping off residents and tourist for particular services charged. Sharon Kenny - she feels the County is lacking public art. Any program to encourage public or private construction projects to include public art would add to the beauty of the area. She would like the Commissioners to institute a program to encourage public art like many other counties throughout Florida and the US. Commissioner Fiala responded that they are trying to encourage a program on Bayshore and would like to meet with Ms. Kenny. Closin2 Comments by Commissioners and City Councilmen Mayor MacKenzie - Thanked everyone and enjoys the Townhall meetings and workshops held. Vice Mayor Galleberg - Thanked everyone. They are all trying to create a better dialogue and feels it is very important. They don't agree on the proposed overpass at Airport and Golden Gate, but agree to disagree and will keep working on it. Councilman Russell- Thanked everyone and is important to express thoughts. Commissioner Halas - Thanked everyone and stated Commissioner Coyle is one of his mentors. He has inherited problems in District #2 but working to rectify problems from 10 years ago. Commissioner Fiala thanked everyone and likes working with the Naples City Council. She thanked staff for giving great presentations. Commissioner Henning had been attending an Appreciation for Law Enforcement earlier. He answered a couple of questions from Mr. Leddy and told him the County Manager had recognized the problem and it is being changed. The Commissioners 7 May 15, 2003 have used their staff for a tremendous amount of work and created a problem with them not having time to do their own work. They are hiring more staff because of it. Everything has to be balanced. The Commissioners are trying to correct the infrastructure and Commissioner Coyle recognizes this and does not want to get into this situation again. With his guidance, they are doing many things with the Growth Management Plan and Land Development Code. Commissioner Coyle brings balance to the Board. Commissioner Coletta realizes there are many problems in government and a lot are inherited. If they were all solved there would be no politicians. The only time people show up for a meeting is for a crisis or they feel threatened. The people here don't feel threatened and are fortunate to have Commissioner Coyle as their Commissioner. Commissioner Coyle summarized that it takes three votes and is a team effort on the Commission. He is happy to work with the whole group of people and reminds everyone it takes all of them to work together. He summarized changes - Solid Waste - Landfill- Garbage Collection Rates - been solved by Jim Mudd. Sewage spills - new plants - Shortage of water -protecting Acquafirs - searching for brackish water and treating with reverse osmosis - 17 miles of new roads - Intersection improvements - traffic light concerns - traffic light sequencing - backlog of development approvals, in 2002; 2,200 dwelling units were approved, the lowest number approved in decades. 1,750 was low income housing. Staff working on LDC.
