07/11/2017 EXECUTIVE SUMMARY Recommendation to award Solicitation “17-7113-Laboratory Analyzers” to Seal Analytical Inc., to purchase a discrete analyzer for $50,412 and Skalar Inc., to purchase a biochemical oxygen demand analyzer for $59,175 for use in the County's Pollution Control Laboratory. OBJECTIVE: To purchase two modern and efficient instruments for the Pollution Control Laboratory in order to maintain accurate and cost effective testing protocols. CONSIDERATION: The Pollution Control Laboratory analyzes surface and groundwater samples for Collier County’s water quality monitoring programs and for external customers. This solicitation is to purchase two laboratory instruments, a discrete analyzer and a biochemical oxygen demand (BOD) analyzer. The discrete analyzer will replace a 12-year-old instrument that has reached the end of its useful life and is now expensive and time consuming to maintain in operable condition. The BOD analyzer will partially automate BOD analysis, reducing the chance for human error and reducing labor hours approximately 5 hours per sample batch. Notices were sent to 100 vendors, 18 bid packages were downloaded, and a total of one (1) qualified vendor per instrument submitted a response on or before the due date of April 14, 2017. Staff reviewed the prices within the bid tab and is recommending the award go to Seal Analytical Inc. for the discrete analyzer and Skalar Inc. for the BOD analyzer, the sole respective responsive bidders. Technical Support Services Technical Support: We provide a telephone/email/fax service desk at our Milwaukee facility from 8:00 AM to 5:30 PM as part of our standard service to our customers. All service calls are logged and an in-house Engineer or Chemist will trouble-shoot the problem by telephone. Our statistics show that over 90% of user questions are diagnosed and corrected by telephone and/or email intervention, without a site visit being necessary. AQ400 Automated Multi-Chemistry Discrete Analyzer The AQ400 Analyzer is a bench top Analyzer that has been developed to meet the specific need for a modern, automated discrete analyzer in the environmental laboratory. This analyzer has been developed to address the needs of laboratories that require high levels of automation, a wide range of chemistries, limits of detection that ensure compliance with regulatory requirements and the advantages of integration with LIMS systems. The AQ400 is a flexible system that meets these requirements and can be configured via the industry specific software to meet the operational needs of laboratories with a wide range of analytical and throughput levels. Design & Functional Specifications The design concept of the SEAL Analyzers is to enhance productivity of analytical services in busy laboratories by streamlining the workflow of samples and information through the total analytical process. Extensive experience in environmental laboratories has shown that the key to increasing productivity is the avoidance of multiple types of equipment and analytical procedures. In a laboratory where the routine range of colorimetric determinants requires the use of a range of instruments with restricted test menu, low throughput and multiple calibration/maintenance needs, the workflow involves several processes which are labor intensive, subject to potential error, and costly to operate. This makes the COD value an important parameter for evaluating water quality. ST-COD – ISO 15705 The ST-COD method is based on exactly the same reaction as described in the classical method, but instead of titration, a photometric detection is used, which saves a lot of time. Another advantage of the ST-COD method is the use of tubes containing ready- to-use reagents, which minimizes the handling of toxic and hazardous reagents. COD – ISO 6060 The SP2000 analyzer automates the labor-intensive COD analysis. After digestion, the operator can place the interchangeable racks with the digested samples directly onto the SP2000. This saves the operator time and avoids sample handling with dangerous reagents. The samples are cooled and are automatically titrated with iron ammonium-sulfate to determine the excess of oxidizing agent. The software calculates and stores the COD data of each sample. The SP2000 analyzers can be confi gured to automate COD using the sealed tube COD method (ST-COD) according to ISO 15705/ EPA 410.4 or with the classical titration method according to ISO 6060. Our SP2000 platform is perfectly suited for processing large quantities of soil samples every day. The system adds the required extractant to the sample, stirs, waits for a predefined time and determines the pH automatically. Any variables within these stages, such as the pre-stirring time and the stabilization criteria can be adapted at any time to accommodate all sample types and norms in one run. Skalar has automated the particle size distribution analysis in soil according to ISO 11277. The clay fraction is essential in assessing soil quality. The procedure involves very precise timing stages, tasks which are much more easily performed by an analyzer than a human operator. The SP2000 automatically adds sodiumpyrophosphate and brings the suspension to volume. The sample is homogenized for a user-defined time and after a settling period of several hours a fraction of the suspension is taken at a predefined depth and dispensed in an evaporation dish. After drying, the clay fraction is calculated. The analyzer has a capacity from 35 up to 105 positions available for 1000 ml sedimentation cylinders and the same amount for evaporation dishes or vials. The analyzer can also provide automation of other soil fractions. The analyzer has a capacity of up to 792 containers (50 ml). For extremely large batches the analyzer can be configured with two robotic arms each with multiple electrode configurations, up to a total of 12 electrodes, for increased throughput. An application fi le contains the instructions for the analyzer to perform the analysis. The BOD application for example includes procedures for the automated BOD sequence such as bottle decapping, addition of ATU and/or seed, addition of dilution water, sample homogenization and Oxygen measurement. These pre-defi ned application fi les meet (inter) national regulations or user defi ned requirements. When the sample table is completed and the analysis sequence is defi ned, the run can be started or scheduled for another start time. The status of the running analysis can be followed on the screen and the results are displayed in real-time.
