EXECUTIVE SUMMARY
Recommendation to direct the County Manager or his agent to perform an evaluation for a
proposed advisory committee for Senior Citizen Affairs and bring back a report following the
direction provided in County Ordinance 01-55 Section 3(b) as amended, that provides information
regarding the need, benefit, cost, and purpose of creating a new advisory committee; or if an
already existing public or private board serves the same intended purpose.
OBJECTIVE: Direct staff direction to evaluate the establishment of a new Senior Citizen Affairs
Advisory Committee to represent interests and concerns of the County’s senior population before the
Board, and bring back an informative report that considers the need and benefit of creating this advisor y
board.
CONSIDERATIONS: The Greater Naples Leadership (GNL) and Leadership Coalition on Aging (LCA)
jointly sent a proposal to create a new County Advisory Committee on Senior Citizen Affairs to
Commissioner Fiala. Their proposal suggests that there is not currently a County advisory board
established specifically to represent the population of individuals over 65 years of age. They cite that this
demographic group represents a third of the population in Collier County. According to the 2010 Census,
there were 84,951 individuals recorded in this age group equivalent to 33% of Collier County individuals
recorded. The proposal suggests that this new advisory board can assist the Board by providing
recommendations by focusing on the following concerns:
• Access to affordable housing,
• Number and location of senior and community centers,
• Access to effective medical services,
• Access to public transportation,
• Integration of senior citizen concerns into Collier County growth and development plans, and
• Any other subjects directed by the BCC or having direct and significant impact on the senior
citizens of Collier County.
The Board currently has 40 advisory boards and committees to that provide recommendations and unique
insight on a number of topics and interests. County Ordinance 01-55 as amended established the rules
related to creating any new advisory board. Prior to Board adoption, the County Manager is required to
provide the Board with a report setting forth information concerning the proposed new bo ard or
committee. There are six (6) requirements for this report in section 3(b). They are:
(1) Whether the establishment of the board will create sufficient betterment to the community to
justify the commission's delegation of a portion of its authority.
(2) Whether another board, either public or private, already in existence, could serve, or is serving
the same purpose.
(3) The costs, both direct and indirect, of establishing and maintaining the new board.
(4) Whether creation of the new board is necessary to enable the county to obtain state or federal
grants or other financing.
(5) Whether the board should have bonding authority.
(6) Whether creation of a new board is the best method to achieve the benefit desired.
If membership of the proposed advisory board includes the members of the agencies that interact with the
GNL and LCA, members communication would be curtailed due to the sunshine laws and prohibit the
effectiveness of their coordination and efforts in the community. These restrictions could have an adverse
impact on the County’s senior population. An alternative solution could be a standing invitation to the
GNL and LCA or its member agencies to provide input or recommendations as needed.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue at this time, and requires majority vote for action. -JAK
RECOMMENDATION: To direct the County Manager or his agent to perform an evaluation for the
proposed advisory committee for Senior Citizen Affairs and bring back a report following the direction
provided in County Ordinance 01-55 Section 3(b), as amended, regarding the creation of a new advisory
committee. Subsequent to review of the information provided draft an ordinance, considering the proposal
provided by GNL and LCA, and bring forward the draft for the Boards review.

Joint Proposal to the Collier County Board of
Commissioners to Form an Advisory Committee on Senior Affairs
Overview: Following unanimous votes of the Board of Directors of Greater Naples Leadership
(GNL) and the members of the Leadership Coalition on Aging (LCA), the two major organizations
propose that the Board of Collier County Commissioners (BCC) form an Advisory Committee on
Senior Affairs.
Background: BCC has created several Advisory Committees representing a range of interest
groups and constituencies but does not have one that represents the largest block of voters in
the County – citizens over 65 years of age. Recent data indicate that they represent one third of
the registered population in the County. The 400+ retired senior members of GNL and the 42
organizations in CLA think the Commission would benefit from hearing a single broad based
voice representing the interests of this population segment as they consider the numerous
problems involved in managing the county’s business, particularly as they contemplate
expansive population growth over the next 20 years.
The Proposal: BCC should create an “Advisory Committee on Senior Citizen Affairs”. The
Committee would assist the Commissioners and the County Staff in identifying and evaluating
problems and their impacts on seniors imbedded in larger issues addressed by the Commission.
The focus of the Committee’s concerns would be on the following:
• Access to affordable housing,
• Number and location of senior and community centers,
• Access to effective medical services,
• Access to public transportation,
• Integration of senior citizen concerns into Collier County growth and development
plans, and
• Any other subjects having direct and significant impact on the senior citizens of Collier
County.
The Board should be composed of 11-13 members each serving staggered three-year terms.
The members would be selected in accordance with existing regulations and policy of the BCC,
but should be drawn from as wide a selection of businesses, non-profit organizations and
government agencies as possible with no one sector or sub-sector gaining a dominant role.
A sample pool from which members could be drawn would look something like the following
with representatives of:
• One at-large citizen from Immokalee and Marco Island
• Home nursing industry
• Existing senior and community centers
• Alzheimer’s & Parkinson’s support groups
• County hospital medical staff,
• Sherriff’s office
• Community Foundation of Collier County
• Food distribution non-profits
• Retirement/Assisted Living communities
• Church charities
• Homeless and abused citizen shelters
• EMS/ Fire & Rescue
• Government agencies involved in providing social services to senior citizens
