1. CAI To ORDER
Chairman Hruby called the meeting to order at 8:38 a.m. Mr. Hruby read the procedures to be observed
during the meeting.

A quorum was not established until the arrival of Ms. Berger at 8:46 a.m.
3. APPRoVALoF AGEIDA AIID MNUTES
Mr. Hruby asked to add item 4 b. to the agenda regardin8 his meeting with Commissioner Taylor. ln
addition, item 6 c. was added on the City of Naples PAB workshop. The motion was made to accept
the aBenda as amended by Mary waller was seconded bY John cowan. The group voted 64 to
approve the agenda.
b. Mary Waller made the motion to approve the minutes from the meetinB of February 16, 2017 and
Litha Berger seconded. The group unanimously approved with a vote of 6{.

ALICE report - Cormac reviewed the data that was specific to Collier County. The ALICE report focuses on
those individuals who are on the edge of disaster, people that by having one crisis situation could push
them into homelessness. This report is published by Steve Sanderson at the United Way. Kristi Bartlett
suggested that the amount given for child care is low. She said she pays more than that for 1 child.
b. Steve Hruby said that he will be attending a housing forum being held by Commissioner Taylor on Friday,
March 9'h. He expects the attendance at the meeting to represent about 9-10 thousand households in
Collier County. There will be discussion on the Trust Fund and he expects pushback on how we should 8et
funding. Cormac said the county has the most aggressive impact fee deferral pro8ram in the state and is
being utilized mostly by Habitat and there is little interest elsewhere.

b. Discussion of Community Housing Plan - The BCC had a workshop on Febtuary 74,2017 and reviewed the
35 recommendations that were given bytheULl. T items were taken off the listsotherewill be no
further review. Cormac said increased densities, consistency and a smart code were major topics of
discussion. Each item was reviewed and discussed.
d. City of Naples Workshop - Steve Hruby told the group that the meeting brought up ideas that were out of
the box- A "floating zone" was crafted to incentivize 80% rentals housing. The proposal is going to the
City Council soon. He asked that the AHAC send a letter of support. Mary Waller motioned to send the
letter, Litha Berger seconded and the group voted 6{ in approval. Steve H ruby will craft the letterand
send it to the City and the CRA.

a. AHAC application review - The group reviewed the applications of George Smith, Robert Raines and
Richard Grannis. After discussion it was decided that none of the current applicants exhibited "labor
actively engaged in home building:' therefore the group declined recommending any ofthem for
membership onto the committee. Steve H ruby suggested that each member call someone that they
know has this kind of experience and ask them to apply.
c. The members of the Stakeholder Committee will be broken up into Broups to work on different aspects of
the recommendations such as density, fundin& etc. A member of the AHAC should sit on each group.
This will be discussed and planned at the next stakeholders meetin8 being held on March 20th where all of
the AHAC members will attend. All of the work that is done by the Stakeholders will beoverseen bythe
AHAC. All AHAC members should plan on attending the meeting on March 20, 2017 at 3:0o p.m.

There being no further business for the good of the County, the meeting was adjourned at 9:53 a.m. after
being motioned by Litha Berger, seconded by Kristi Bartlett and havinS a final vote of 6-0.
