(Staff's request) Withdrawn Item 16F4: Recommendation to review the delivery schedule for the implementation of the Immokalee Impact Fee Installment Payment Pilot Program, which was approved by the Board of County Commissioners to be advertised for adoption at a future public hearing and direct the County Manager to move forward to execute the plan. (Staff's request) Add On Item 16H1: Recommendation to grant short-term consent to engage in additional ground-level spraying to address the increased mosquito population in the Fiddler's Creek Community Development Districts 1 and 2 (CDD 1 & 2),to supplement the existing aerial spraying protocol of the Mosquito Control District; and to advertise and bring back amendments to the CDD ordinances to include the special powers granted in F.S. 190.012(2)(e),to acquire services to address the increased mosquito population in the community. (Clerk's request) 06/27/2017 EXECUTIVE SUMMARY Recommendation to review the delivery schedule for the implementation of the Immokalee Impact Fee Installment Payment Pilot Program, which was approved by the Board of County Commissioners to be advertised for adoption at a future public hearing and direct the County Manager to move forward to execute the plan. OBJECTIVE: To begin the necessary steps to implement the new Immokalee Impact Fee Installment Payment Pilot Program (Pilot Program) that was approved by the Board of County Commis sioners (Board) on June 13, 2017 (Item 10A) for future advertising and adoption. CONSIDERATIONS: Immokalee is Collier County’s largest inland community and is one of the two Redevelopment Areas established by the Collier County Community Redevelopment Agency (CRA) in March 2000 to eliminate slum and blight. Immokalee also participates in several government -funded programs intended to improve housing and stimulate job growth for its citizens. The purpose of the Pilot Program is to establish an impact fee i nstallment payment program which is intended to provide the Board with the opportunity to study whether paying impact fees through installments result in lower initial costs and value in housing and greater economic development, as well as to provide an additional incentive for Immokalee’s economic growth and development. Installments would be paid once a year as an assessment. The following is the proposed implementation plan that will provide the necessary information and framework for the Pilot Program in advance of the final adoption of the ordinance. 1. Identify interim staffing needs and begin process to hire temporary employee(s) Estimated completion: prior or concurrent with final Board action. 2. Meet with governmental stakeholders, including the Immokalee Fire District, District School Board of Collier County, Collier County Tax Collector and Collier County Property Appraiser and Collier County Clerk of the Circuit Courts (Finance group) to determine interest in participation and program parameters. Estimated completion: July 14, 2017 3. Contact a test group of banks, lending institutions and/or financial groups to identify any programmatic limitations or challenges. Estimated completion: July 24, 2017 4. Initialize Standard Form Agreement preparation and interlocal agreement updates (as needed), including program applications, lien instruments, affidavits for Certificate of Adequate Public Facilities Program and Agreements with Property Appraiser and Tax Collector. Estimated completion: August 7, 2017 5. Fast Track any needed approvals from governmental stakeholders. Estimated completion: September 7, 2017 16.F.4 Packet Pg. 1289 06/27/2017 6. Final approval and ordinance adoption by the Board Estimated completion: September 26, 2017 In addition to the schedule above, further decision points, with staff recommendations, will be provided to the Board at the ordinance adoption hearing regarding: Program Interest Rate Term (specified length) Administrative Fees, including Property Appraiser and Tax Collector Recording Fees FISCAL IMPACT: There is no fiscal impact related to this item. However, there are administrative costs and other fiscal impacts related to the Pilot Program that are currently being identified and will be included as part of the final adoption package. GROWTH MANAGEMENT IMPACT: This is no Growth Management Impact related to this item. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners accept the delivery schedule for the implementation of the Immokalee Impact Fee Installment Payment Pilot Program and directs the County Manager, or his designee, to move forward with implementation.
