EXECUTIVE SUMMARY
Recommendation to approve two State Housing Initiative Partnership (SHIP) Subrecipient
Agreements, one with Rural Neighborhoods, Inc in the amount of $600,000 and one with Habitat
for Humanity of Collier County, Inc. in the amount of $900,000, each for the administration of an
Owner-Occupied Rehabilitation Program; and accept a nine month funder-granted spending
extension for FY 14-15 allocation.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the SHIP Program.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions. Under the SHIP program, Collier County and the City of Naples receive funds from the
State of Florida through the Florida Housing Finance Corporation to undertake eligible activities.
SHIP Subrecipient Agreement:
The BCC-approved SHIP Local Housing Assistance Plans (LHAP) identify eligible strategies and serve
as a guideline for the use of all SHIP funds, and include a strategy for owner-occupied rehabilitation.
Rehabilitation of owner-occupied properties has been shown to preserve neighborhoods and assist in
reducing declines in property values that result from deterioration. Further, maintaining the existing stock
of housing that is affordable is a recommendation from the ULI Hou sing report the BCC received earlier
this year. This executive summary represents a continuation of this successful Owner -Occupied
Rehabilitation program that is designed to assist income -eligible homeowners that own and occupy their
home by providing necessary repairs to correct code violations or make emergency repairs that will
impact their health, safety and welfare. The agreement with the existing subrecipient is nearing
completion.
Staff advertised a request for application cycle March 16, 2017 through April 6, 2017 to secure a non-
profit organization to implement the Owner-Occupied Rehabilitation program. No applications were
received in response to this solicitation, despite wide notification and several inquiries. Since there were
no responses, staff did maintain an open application cycle and subsequently was contacted by two not-
profits interested in participating, Habitat for Humanity of Collier County, Inc. and Rural Neighborhoods,
Inc. On May 26, 2017, a conditional award letter was issued to each subrecipient.
The Subrecipient Agreements provide for an Owner-Occupied Rehabilitation program to be administered
by Habitat for Humanity of Collier County, Inc. and Rural Neighborhoods, Inc. The subrecipients will
carry out the housing rehabilitation contract management and inspection of the Owner-Occupied
Rehabilitation Program and shall perform technical and administrative work involving the repair and
renovation of residential properties in the program. The subrecipients will establish a contractual
relationship with the homeowner and the selected contractor to ensure all parties are aware of the program
and deliverable requirements. The program will continue to have an independent professional review of
all work write-ups, inspections, quotations, etc. to ensure best value and only necessary repairs are made.
There will be an agreement between Collier County and the homeowner through a promissory note and
mortgage loan at the maximum allowed that will define the terms of the mortgage and promissor y note,
and will be recorded in the public records before any work commences on the homeowner’s unit. A
modification will be done at the completion of the rehabilitation of the unit to reflect the actual
rehabilitation cost expended.

SHIP Expenditure Extension Acceptance:
Collier County was allocated a total of $1,641,330 from State Fiscal Year 2014-2015 funding and has
generated $455,461.89 of program income. The funds are used to implement SHIP program strategies
outlined in the 2013-2016 LHAP. Terms of the grant include a requirement to expend seventy-five
percent of the funds on construction projects, to include new construction or rehabilitation of existing
properties, and a requirement to expend all funds within a three-year timeframe. On May 31, 2017 Collier
County submitted a request for an extension to the grantor agency, Florida Housing Financing
Corporation, and received approval for a nine month extension to expend the FY 2014-2015 funds.
Commitment of the funds outlined in this summary supports the approval of the extension.
FISCAL IMPACT: The proposed action described in this executive summary has no new fiscal impact.
The funding source for the grant is the Florida Housing Finance Corporation. Funds are budgeted within
SHIP Grant Fund 791, Project 33331, 33429, 33467.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these agreements will allow the County to
expand affordable housing opportunities for its citizens and further the goals of the Housing Element of
the Collier County Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign a SHIP Subrecipient
Agreement with Rural Neighborhoods, Inc. and Habitat for Humanity, Inc., and accept an extension for
the FY 14-15 allocation granted by the Florida Housing Financing Corporation.
