EXECUTIVE SUMMARY
Recommendation to approve the submittal of an Airport Improvement Program (AIP) grant
application to the Federal Aviation Administration requesting an estimated amount of $5,337,000
for construction of an aircraft apron and airfield safety improvements, including the demolition of
the existing general aviation terminal, at the Marco Island Executive Airport, with a total estimated
project cost of $13,780,000.
OBJECTIVE: To submit a grant application to the Federal Aviation Administrati on (FAA) for the
construction of an aircraft apron, airfield safety improvements, and the demolition of the existing general
aviation terminal at the Marco Island Executive Airport (MKY).
CONSIDERATIONS: This grant application is for the construction phase of the expanded aircraft
parking apron and demolition of the current general aviation terminal building at MKY. It is associated
with the construction of a new terminal building and vehicle parking lot to be constructed as a separate
but concurrent program.
The existing general aviation terminal building at MKY is located within an unsafe distance from the
active runway, which deviates from current FAA design and safety standards. The building is located
approximately 50 feet from the Runway Object Free Area. It is completely within the 14 CFR Part 77
Transitional Surface and future Parallel Taxiway Object Free Area. The new terminal, apron and
associated safety improvements have been designed in accordance with all applicable codes and
standards.
Based on a pre-grant application submitted in November 2016, the FAA determined that demolition of the
current general aviation building and expansion of the aircraft parking apron at MKY is eligible for Fiscal
Year 2017 AIP funding.
FAA grant applications for Fiscal Year 2017 are due on June 2, 2017. Grant applications for construction
projects must be based on the lowest, qualified responsive bid. The Invitation to Bid (ITB) for this project
was advertised on May 12, 2017 and responses are due on June 15, 2017. The FAA has reviewed and
concurred with the proposed bid schedule, and has indicated that the application for this project will be
accepted on June 30, 2017.
Once the bids are received and reviewed by the project engineer, there will not be suffic ient time for the
grant application to be completed and approved by the Board of County Commissioners (Board) before
the FAA due date of June 30. After the bids are received and reviewed, construction costs based on the
lowest, responsive bidder will be included in the application package.
The total estimated cost for this project, including the new general aviation terminal and parking lot is
$13,780,000. This includes an estimated $7,850,000 for construction of the new terminal building and
vehicle parking lot, which is not eligible for FAA funding. This amount may change once bids are
received.
If the grant is awarded, staff will seek additional FDOT funding to cover five percent (5%) of the apron
expansion and demolition, and eighty percent (80%) of the costs associated with the new terminal and
vehicle parking lot.
An item to accept the grant and an item to award the project to the lowest, responsive bidder will only be
brought back to the Board if the FAA awards the grant to the Authority.

FISCAL IMPACT: Should the grant be awarded, the County would receive FAA funding in an
estimated amount of $5,337,000 with a required local match of ten percent (10%) in the amount of
$593,000. The required local match may be further offset by fifty percent (50 %) in the amount of
$296,500 with FDOT participation at five percent (5%) of the FAA award.
It is anticipated that FDOT will participate at eighty percent (80%), or approximately $6,280,000, in
funding items that are not eligible for reimbursement by the FAA, with a twenty percent (20%) match in
the amount of $1,866,500 from local funds. A summary of projected costs and related funding sources is

Should Airport Authority Reserves be insufficient to fund any local match or ineligible cost, a General
Fund loan may be requested to complete this project.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with the
Board’s approval to submit this grant application.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires majority vote
for Board approval. - JAB
RECOMMENDATION: To approve submittal of a FAA grant application in an estimated amount of
$5,337,000, subject to change based on bid submittals, for the construction of an aircr aft apron and
demolition of the existing general aviation terminal at the Marco Island Executive Airport, and authorize
the County Manager or his designee, to execute all documents necessary to submit the grant application.
