Pledge of Allegiance was recited. Opening remarks were made by Commissioner Halas. He introduced staff in attendance. Agenda A. Code Enforcement - Michelle Arnold - Parking in Naples Park & Sign Regulations. She addressed recently approved regulations on parking in residential areas. If parking a vehicle overnight it must be parked on an improved surface. They are trying to remove excess parking of persons parking on their lawns and detracting from the community. They have been enforcing it for a year. They first notify the public and place a red sticker on the vehicle. Then proceed with a more official notice and/or citation if the problem persists. She gave statistics of violations and notices in the Naples Park areas. It is exempt for special occasions for a few hours. They generated approx. $25,000 last year for citations. Questions were taken from the crowd. B. Planning Services - Don Schneider - Vanderbilt Beach Overlay Study & MSTU Mr. Schneider talked about thc moratorium adopted January 9, 2002. It halted any construction along Gulf Shore Drive in the RT Zoning District. The residents voted on several issues which were to maintain and preserve public vistas along the gulf, lagoon and sky. Limit development to current footprint height, density and traffic generation and limit new development to overall height to 42 fcct from natural grade. Establish setbacks of 50 feet fi'ont and back with 60 foot side setbacks and extend thc moratorium for an additional one year. He covered the different dates for the different studies and tasks that were established. They will try to meet all the criteria expected. Mr. Schmitt mentioned the Bilagio was not part of thc overlay study or moratorium. The study was done from Vanderbilt Beach Drive to Blucbill. C. Public Utilities - Jim DeLony & Ray Smith - USCOE Vanderbilt Lagoon Study There is a large area of drainage into thc lagoon causing serious problems in the watershed area. Study has bccn initiated. Ray Smith gave a slide presentation as follows: Covered Concerns Oct. 7, 2002 Meeting with Army Corp of Engineers Terry Artrip continued with Slide Presentation. Why partner with Corps April30,2003 - What authority do they have? - Aquatic Ecosystem Restoration - more natural condition. - Project "Life Cycle" (2 phases) - Funding - Timeline Jim DeLony talked about the County entering into a partnership agreement and getting significant amount of Federal participation up front to finance the different phases of the study. Jim Mudd stated Garrett Engineering gave a proposal of $8-10M for the lagoon to bring the flushing part back and restore the ecosystem. Price was high so wanted to find a cost share partner. Commissioner Halas mentioned this issue will affect not only Vanderbilt Lagoon but the whole watershed as there is an increase in population. Looking at water quality is important and a possibility it will help with red tide. Questions were taken from the Audience. De Transportation - Norman Feder Mr. Feder reported: - 8 segments of roadway have opened up in the last 21/2 years. - 4 segments under construction at this time - Goodlette Frank Road - between Pine Ridge and Vanderbilt, 2 sections of Livingston Road. - Sections of Livingston being completed in different phases - 22-23,000 vehicles a day from Pine Ridge to Radio on Livingston - Immokalee from 951 to 43rd (permit issues resolved with EPA) - Finished 1-75 to 43rd & 1-75 ramp improvements - Significant Projects in areas are: - Vanderbilt Road project needed - Airport to 951 Golden Gate Parkway - 6 laning Lakeland Bridge construction Computerized signal system - Transit system Doubled impact fees - addressed growth paying for growth -Future Enhancement on Vanderbilt Drive - Overlay Study, Naples Park Study, Transportation Corridor Study for Vanderbilt Drive. (Bonita Beach Road down to Bluebil1-111th) Hold until after season. -111th Avenue/Bluebill/Vanderbilt Drive- signal & left turn lane study. -East/West Livingston Road connection to US 41 - is 1 mile south of county linc - right-of-way between North/South Livingston Road to business 41 - trying to buy right-of-way now. No monies in program for construction at this time. 3 April30,2003 Questions were taken from audience. Bike paths, sidewalks, and crosswalks were discussed. Cars coming south from Bonita Beach Road trying to make it through the green light are going faster than 25 MPH. Additional stop signs are needed on Vanderbilt Drive. One at 94th or 93rd would be helpful and slow traffic down. E. Parks & Recreation - Maria Ramsey Beach Access - plans for future - beach and boat - presented to Board of County Commissioners at workshop on March 12th. Gave staff direction to formulate a plan and take back to the Board as follows: - Barefoot Beach Preserve Pier - backwater area. (Health & safety issues being addressed.) - Looking for funding source (TDC) - Connor Park - completed with 88 overflow parking spaces for beach access - Easement at Wiggins Pass - Shuttle drop off and turn around - Meeting scheduled with State Park Director - June 5 & 6 - Vanderbilt beach walkways - funding to refurbish at Gulf Shore Drive - Parking location for shuttle service for busing - land along US 41 - Parking garage - 400 spaces Tigertail Beach - study to provide boardwalk for beach access area from lagoon to beach. Questions were taken from audience. Boat access, marina property and boat shuttles were discussed. A suggestion of purchasing the Marina was discussed. If shuttle service is provided, restroom facilities were a concern on Bluebill/111th. F. Emergency Management - Ken Pineau Healy-Palm River Piper/Eulid Avenue Bridges Evacuation Routes Mr. Pineau reported: - 1 OM people live south of 1-75 Corridor and vulnerable from hurricanes. 3,200,000 live in southwest Florida including Tampa Bay Encouraging people to protect their homes and not leave unless they leave early. Not encouraged to leave when winds are at 40 MPH. Marco Island is extremely vulnerable with Gulf Shore Drive and those living along the beach areas. - Discussed several areas of evacuation. - Evacuation decisions are based on everything being a separate entity. Questions were taken from the audience. 4 April30,2003 If persons are asked to leave and asked to leave their gates open, who will protect their property. Starting a "Cert Team" would help or a Safety and Security team. People are encouraged to purchase a "reentry" sticker. Commissioner Halas asked each Commissioner to give a brief synopsis of the problems in their particular areas. Commissioner Fiala - District 1 - part of US 41 & Davis Blvd to 951 - begins where the triangle begins and the City of Naples ends. Marco Island, Isles of Capri and Goodland. Her challenges consist of: redeveloping East Naples, lighting areas, blighted areas and upgrading. Upgrading shopping centers, and getting a Library in the area. Bayshore - has developed and upgraded area with commercial developments. Botanical Gardens and Rookery Bay research lab. Edison Community College expansion, super Bealls, super Wal Mart. There is a lot of development but need to guard against over developing. Commissioner Henning yielded his time to Honorable Judge Monaco. Judge Monaco spoke for the residents in Quail Creek, Quail Creek Estates, Quail Village and Long Shore Lakes. Main problem is traffic out of Quail Creek. Traffic control is needed. Over 3,600 people in the sub-divisions long with the persons coming and going. Traffic on Immokalee Road during peak hours is unbearable. It is a dangerous and hazard condition. They need some type of relief. Commissioner Henning commented they are working on Immokalee and challenges the staff to give the community some relief. His District is from Bonita Springs to Rattlesnake Rd. Collier Blvd to 1- 75 North and South. Commissioner Coyle - District 4 - runs from Pine Ridge Road South to the Bay and from the Beach east to Livingston Road. Also shares a portion of East Naples. Some of the problems are some people wanting development and others not wanting development, along with the traffic problems. The Commissioners have done improvements to intersections, median cuts are closed, new water & sewer treatment facilities developed, instituted year around water restrictions to preserve aquifers, and finished a difficult LDC revision process in Collier County to control growth. They make decisions on basis of the law and are not always liked, so they have made changes. Commissioner Coletta - District 5 - 85% of the total County land mass. Consists of a large are including Immokalee and Everglade City with 5 counties that border his district. He is in the field quite often. He mentioned April30,2003 Commissioner Halas is taking a course from FEMA for response to any emergencies. SPEAKERS Hal & Mary Lou Eaton - waived Alan Yarusevich - waived Don Neal - 425 Dockside Dr. 0405 - Fulltime resident. He spoke about the Wiggins Pass Rezoning issue. He lives close to the Wiggins Pass Marina property. The owners terminated their lease. He is in favor ofrezoning and developing the property as residential. He discussed the taxes and revenues and impact fees. Edwin Shepherd, Jr. - 531 - 91st Avenue North - asked what the County is going to do with 91 st street. Joe Schmitt - on the Naples Park Community Redevelopment Plan everything will be decided by the Homeowners that live there. The County has no plans to take any action until the Homeowners know what they would like to do and the County will then help them implement the plan. No improvements will be done until it is decided by the residents and then it would be done by a Multiple Service Taxing Unit (MSTU) at which time the residents would establish an MSTU Board to help implement the plan. Lynn Sawls - Not available Donald Stone - Not available Loren Laine - Not available Barbara Berry - Not available Dennis Holland - Not available Frank Kelly - he asked if Dover Kohl has been paid the $250,000 and why. The response was "yes" they were paid. Claire Goff- 7079 Mill Pond Circle - she addressed development and densities. She is President of Emerald Lakes Neighborhood Assoc. There is a plan to change the Comp Plan to allow the Buckley Nursery to increase density from 4 units to an acre to 15 units to an acre. She discussed the access and mentioned the area is extremely congested and will put an over load on the use of water and sewer. It is in the appeal stage and wants the Commissioners to look at the situation when it comes before them. It will have a negative impact on the entire area. Commissioner Henning responded they asked for a Growth Management Plan Amendment and when it comes through, the Commissioners will want to make sure it fits into the character of the community and Emerald Lakes neighborhood. It will come in as a PUD and not necessarily approved. It is a April 30, 2003 negotiated item and when the developer comes forward they will certainly look at it and remember she had concerns. Phil Diamond - 7119 Mill Pond Circle- off Orange Blossom Road. The grass is very high in the median with no street lights and would like the County to take a look at it. It is very shabby and messy. Susan Steifel - 335 Oak Ave. - her concerns were with bike lanes in the Vanderbilt area to the Bluebill area. She talked about the two bridges. Without the Wiggins Pass Marina there would be no one to pull out the boats in an emergency situation. She also suggested the County sell the land that is landlocked in Pelican Bay and use the money to buy Wiggins Pass Marina. Norm Feder mentioned there is the Vanderbilt Drive study from 111 th north to Bonita Beach Road. They are looking at the Bridges and the structure. They are conducting a study to look at modifications with pedestrian bike facilities included. Diane Flagg responded that the Pathways Advisory Committee which is a sub-committee of the Metropolitan Planning Organization ranks the projects and evaluates them. The areas in question have been submitted for projects. Three committees rank them and will be doing so in the very near future. Karen McCoy - not available. Commissioner Halas thanked those that came to the meeting, the speakers, the staff and the Commissioners. There being no further business for the good of the County, the Town Hall meeting was adjourned at 9:10 PM.
