III. IV. V. VI. Call to Order - Commissioner Tom Henning called the meeting to order at 9:04 AM. Pledge of Allegiance was recited. Roll Call - A quorum was established. Changes & Approval of Agenda - none Introduction of Guests Approval of Minutes - Mrs. Becker moved to approve the minutes of March 24, 2003. Seconded Mr. Dictor. Carried 5-1. Mr. Loving abstained. Mr. Manalich noted that under the Sunshine Law no one can abstain unless there is a conflict of interest. Mr. Loving is in favor of the minutes. The vote is carried 6-1. Staffs Report: 1. Director's report: Mr. Weft mentioned he took a tour of all the Counties Beaches and encouraged the members to do so also. - They have a Mission and Vision Statement to incorporate into their marketing plan for the year. (In handout) - The March Hotel Tax Revenues were collected in March by Tax Collector with 4% down from 2002 and overall first quarter down 4%. - Tennis Event received good television coverage for Collier County. Proposed Changes to the Land Development Code Section 3.14, "Collier County Vehicle on the Beach Regulations" - Maura Kraus, Environmental Services Dept. - Maura gave a report on the Visualizer - - She reviewed the history- 1990 used a chain length fence behind an ATV to smooth the beaches. 1995 - used a forked rake - 2 inch penetration & smoothed behind with piece of wood. 1996 County purchase the Beach Tech to provide routine maintenance and clean -up after storm events. DEP issued permits on an "as needed as is". Have now found out the large machines have some environmental effect that are not good for the beaches, such as removing sand & shells, seedlings for dunes, reduced integrity of dunes and root system, removed nutrients for dune vegetation, and eliminates redevelopment of the dunes. Has an environmental effect on the sea turtles during nesting season, birds, food sources for fish that feed off the beach, crabs and seaweed in the rock line. - County has gone to hand pickup of garbage - Smoother - raking of the beach - Consolidated sections - be used only on an "as needed" basis - Allow large equipment on beach renourishment and maintenance - Added "vehicles on beach permits" in LDC Commissioner Henning asked what the need for changes were if Parks & Recreation are picking up by hand and on an "as needed basis"? It was brought up that the sand and shells are going into a dumpster - according to a slide shown, it was large quantities in a typical load onto a truck. The downside is a policy issue - what is being proposed is environmentally friendly, with the downside being the impact on tourism. The end result is different for tourist. This applies only to the unincorporated county. The two cities set their own policies. The City of Naples has decided to use the smoother and hand removal of debris and beach raking "as needed". Mr. Hovell stated in the past few years they have removed this type of stuff, and gets a number of comments. It is not what the brochures look like. There is some concern that it could impact visitation to the beaches. 3 April28,2003 Commissioner Henning explained the process of the Land Development Code to the Committee. This will be presented to the Board of Commissioners as the rest of the Advisory Boards. The other Boards recommended approval of the changes. Ms. Saunders moved to accept staff's recommendation to make the changes to the LDC as presented concerning the beach maintenance. Seconded Mrs. Becker. Carried unanimously 6-0. VII. Requests for Funding Category "B & C" - Jack Wert Category "B" - Events - (Funded from Reserves) First Annual Blue Grass Festival - Collier County Ag. Fair & Exposition, Inc. - Requesting $10,000 These have all been reviewed by a Committee to make sure they meet the criteria. This is not similar to the Parks & Recreation event for their Country Jam. This is a different type of music. They would use approx. 30 rooms. Bonita Springs has held 7 events and brings in 3,000 people. Commissioner Henning moved to approve recommendation to the BCC for the $10,000 Bluegrass event in Category "B" for its main attraction of tourism. Seconded Mrs. Saunders. Carried 5-1. C-2 Non County Owned Museums Grants: 1. Collier County Historical Society - Palm Cottage Restoration- Requesting $92,900. Mr. Wert mentioned they have commitments for the $42,900 from donors. The balance of $54,000 is in the form of interest due the Historical Society from a court settlement. Mrs. Saunders is concerned with the precedent since it has been self- supporting and should be used for marketing. Don Windguard - President of Historical Society - stated they have not requested money for operations - these funds are for restoration and preservation of Palm Cottage. This is an exceptional request as the outside needs upgrading. Jill Erickson - Executive Director - spoke of the number of events, tours, weddings and the summer hours. 4 April28,2003 Mr. Manalich - Assistant County Attorney - he pointed out the distinction of the $2,000 needed for furnishings. He felt they weren't necessarily restoration of the structure but under the Ordinance the funds can be allowed for improvement or maintenance, and is probably legal. Mrs. Becker moved to accept the staff's recommendation. Commissioner Henning Seconded. Carried unanimously 5-1. Mr. Dictor voting "no". 2. Naples Botanical Garden - Promoting the Guest Experience- Requesting $493,874. SPEAKERS Sondra Quinn - Botanical Gardens - she gave an update this past year. finalized marketing plans 180,000 targeted attendance 5 year project cost estimate Construction Promo plan highlights Commissioner Henning understands part of the Botanical Gardens is to have exhibits and give demonstrations on Florida plantings. Sondra said it is connecting people and plants - stewardship, comparison and contract of the environment and impact of plants on people. Commissioner Henning was concerned that there might be duplications of the services the Florida Extension Office or Museum offers. Sondra stated two members of the Florida Extension are on their Education Committee and have made sure they do not have duplication of services. They may do similar things that relate to plants, but they are more about gardening and the Botanical Gardens focus is about connecting people and plants in more of a cultural way. They are trying to create their own niche. Their financial statement of Expenses and Revenues were discussed. The category of expenses for Management and General Services in managing the project includes consultants, engineers and salaries. Commissioner Henning mentioned they want a partnership with the Botanical Gardens, but not funding something that is not self- sustaining in the future. Commissioner Henning moved to accept staffs recommendation, with the stipulation that the Botanical Garden will not duplicate any programs that County Government is funding. Motion dies for lack of second. Mrs. Saunders moved for approval for $392,910 for the Botanical Gardens. Seconded Mrs. Becker. Carried 5-1. Commissioner Henning voting "no". April28,2003 e City of Naples - Naples Preserve -Eco-Educational Center- requesting $111,900. Application does not meet the criteria for TDC review per Review Committee. Mr. Durkin moved to not accept the Grant as stated by staff. Seconded Commission Henning. Carried unanimously 6-0. Break 10:25 AM Reconvened 10:40 AM VIII. Requests for Funding - Category "A" Grant Requests- Ron Hovell - Public Utilities Engineering Dept. Murdo Smith, Parks and Recreation Dept. Grants Reviewed and Recommended for Funding by CAC on April 10, 2003 Draft 10-year funding plan. Mr. Hovell covered the plan on the visualizer. A policy sub-committee was formed and has met twice. The committee consists of Mr. Roellig, Mr. Pennington and Mr. Snediker. A proposed Funding Policy for category "A" was handed out. (attached) Commissioner Henning asked '~vhat is public access". It needs to be clarified such as a mile away or a quarter mile away. Mr. Hovell stated the State government views public access as Commissioner Henning stated and there are no requirements under the State Statutes. The Federal government in Florida has partnered with the State. Ifa major beach park and at least 100 parking spaces, they take the width of the publicly owned property and add ½ mile to either side or consider it publicly accessible. CAC has not set a policy as to "what is beach access" at this time. Commissioner Henning asked that the information be provided the Board of County Commissioners as to the policy of "beach access". The members decided to move ahead and approve the grants before them and not wait for a policy. o:. Gordon Pass Dredging Turtle Monitoring - $7,558 Dr. Jon Staiger - Resources Manager - City of Naples - have obligation to monitor the Beach that the sand has been put on from the dredging. Key Island will pay half. No commitment yet but they have indicated they will. This is the whole amount but an arrangement will be worked out. Mrs. Becker moved to accept staffs recommendation. Marco Island Beaches, Breakwaters and Caxambas Pass Annual Monitoring Work Order, proposal from Taylor Engineering. Deferred. Hideaway Beach Renourishment Additional Design Work Mr. Hovell explained the CAC and staffhas recommended against it. Thc general guidelines for the engineers were to design something that would have project life of 8 yrs. When they did the work, the budget estimate was approx $4.5M. After pros and cons the CAC felt it was not appropriate at this time to do any design work. Withdrawn. 6. Mid-year Projects/Grants Update - no action. 7. FDEP Long Range Plan - Discussed. Xe Old Business: Enhanced Research Program - Mr. Weft is asking TDC to reconsider contract with Evans Klagas. Important data and information is needed from the firm. He is asking staff be authorized to further negotiate with them up to $20,000 which would be spent between now and Sept. 30th. Will not do focus groups until they are convinced the public sentiment is correct and waiting for the right time. Mrs. Saunders felt the money should be put in for "three" focus groups. She would like to increase the budget to $30,000 instead of the $20,000. Mr. Wert wants to stay with the current provider and will bid it out this summer for future contracts. Mr. Manalich stated this is an extension of what they are currently doing, not a new scope of services. 8 April28,2003 XI. Mrs. Saunders moved to accept the recommendations from staff to increase research with the stipulation they do a minimum of three focus groups and amend the amount to $30,000. Seconded Mrs. Becker. Carried unanimously 6-0. New Business: A draft of a proclamation will be brought before the next BCC meeting accepted by the Hotel & Lodging Assn. of Collier County. A special luncheon for National Tourism Week will be held at the Naples Hilton. Announcements: There will be a Workshop "State of the Coast" on May 8th, at the Marco Island Marriott from 8:30-12:00. He encouraged all the TDC members to attend. XIII. Audience Input & Discussion -None IX. Council Discussion - Commissioner Henning welcomed Mr. Loving to the TDC.
