EXECUTIVE SUMMARY
Recommendation to approve a Victims Advocacy Organization related Grant Agreement with the
Florida Department of Children and Families (DCF) to implement a three-year Criminal Justice
Mental Health and Substance Abuse (CJMHSA) Reinvestment Grant Program in the amount of
$1,042,506.
OBJECTIVE: To increase public safety, avert increased spending on the criminal justice system, and
improve the accessibility and effectiveness of treatment services for adults with mental illness and/or
substance use disorders.
CONSIDERATIONS: The 2007 Florida Legislature created the CJMHSA Reinvestment Grant Program
and housed it within DCF. The purpose of the program is to provide funding with which counties can
plan, implement, or expand initiatives that increase public safety, avert increased spending on the criminal
justice system, decrease admission to the state forensic hospital, and improve the accessibility and
effectiveness of treatment services for adults who have a mental illness, a substance use disorder or a
combination thereof, and who are in, or at risk of entering, the criminal justice system.
The County Manager provided after-the-fact approval to apply for funding for this grant. The Board
subsequently ratified the decision at the October 25, 2016 meeting (Agenda item 16D11). Staff was
notified on October 26, 2016 that Collier County received full funding of its $1,042,505.66 request. DCF
recently forwarded the grant agreement to the County for approval.
Collier County has been the recipient of this grant award for the last six years and has demonstrated
outstanding success. This new award will allow for the continuation of the existing program. The funding
will provide diversion strategies and treatment efforts related to mental illness, substance abuse disorders,
or co-occurring mental health and substance abuse disorders to reduce the demand on the resources of the
judicial, corrections, health, and social services systems. A variety of services will be offered to the
participants in the program that may include but are not limited to peer support, case management, and
incidental expenditures for food, medicine, clothing, housing, counseling services.
This grant is in collaboration with the David Lawrence Center (DLC), National Alliance of Mental Illness
of Collier County (NAMI), the Collier County Sheriff’s Office (CCSO), and Collier County Community
and Human Services Division (CHS), and the Grants Compliance Office of the Management and Budget
(OMB). These organizations have been designated by the BCC as part of the Victims Advocacy
Organization to receive high priority for grant support and funding. When the collaborative sub-recipient
agreements are finalized, staff will present them to the Board for consideration.
CHS will act as the fiscal agent of the grant and is responsible for ensuring compliance with its
programmatic and financial reporting requirements. Implementation of the grant activities will be
achieved through sub-recipient agreements with DLC, CCSO, and NAMI.
FISCAL IMPACT: The total cost of the grant is $2,094,806. The grant award is $1,042,506, and it
requires a one-to-one match. The match is being provided by each sub-recipient and CHS in the amount
of $1,034,548 in cash and $17,752 as in-kind for a total match of $1,052,300. A budget amendment is
required in the amount of $1,042,506 in Human Services Grant Fund 707, Project 33513. The CJMHSA
grant requires a $47,995 match from CHS. This amount will be provided from the CHS Client Assistance
Cost Center in the General Fund (001-155930). A budget amendment will be processed that reduces
Client Assistance operating budget in the General Fund (001) and transfer matching funds to Housing
Grants Fund (708).

Collier County, in the role of fiscal agent and grant manager, will provide financial and grant
management support at the cost of approximately $95,991, where $47,996 is grant reimbursed over the
36-month period, and $47,995 is proposed to be funded through the General Fund supported portion of
the CHS budget.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for Board action. - JAB
RECOMMENDATION: To approve and authorize the Chairman to sign a Grant Agreement with DCF
to implement a three-year CJMHSA Grant.
