Notice is hereby given that the Collier County Government Community Development and Environmental
— Services Division, Engineering and Environmental Services Department will hold a public meeting to
discuss environmental Land Development Code amendments on Thursday,November 5 at 9 a.m. at the
Community Development and Environmental Services Division building, conference room 610, located at
2800 N. Horseshoe Drive,Naples.
All interested parties are invited to attend.
Attention: two or more members of the Collier County Planning Commission may be present and may
participate at the meeting. The subject matter of this meeting may be a future item for discussion and
action at a Collier County Planning Commission meeting.
Attention: two or more members of the Environmental Advisory Council may be present and may
participate at the meeting. The subject matter of this meeting may be a future item for discussion and
action at an Environmental Advisory Council meeting.
Attention: two or more members of the Development Services Advisory Committee may be present
and may participate at the meeting. The subject matter of this meeting may be a future item for
discussion and action at a Development Services Advisory Committee meeting.

Roundtable discussion of draft LDC amendments
Recreational Uses in Preserves:
Ground prep for pervious pathways is the same as for impervious pathways
Limit percent of impervious pathways, perhaps 1% of area of preserve
Incentivize pervious pathways by letting them count toward the preserve requirement
Unit costs are similar, 10—20% more to install pervious concrete
Include pathways in conservation easement
It has not demonstrated that run-off from sidewalks is detrimental to preserves
Encourage pervious materials - not a water quality issue
3-4% cap on structures in preserves if pervious pathways count towards preserve
requirement
Deviations a possibly
Variance for percent—check with Zoning
Language to avoid trees and other vegetation in preserves when constructing pathways—
generally thought not to be needed. Already done by industry when constructing
pathways
Stormwater in Preserves:
Discuss Powerpoint presentation from Davidson Engineering
Proposed language is offered as a compromise
Preserves are often under hydrated
State standards
Need preserves hydrated, not over inundated
Scale and modeling
Hydroperiods
Reference season, typical rainy season

Many preserves do not get enough water

County does not recognize credits from SFWMD
SFWMD letter required by County when a project is under threshold for SFWMD permit
requirements. Letter needed to show project is meeting minimum SFWMD criteria
(10/2),
New stormwater rule on current agenda for SFWMD meeting next week in Key Largo
SFWMD required to apply more restrictive local govt. rules (Ordinances) according to
Robert Wiley. SFWMD not obligated to apply policies or suggestions from local govt.
Staff from Davidson Engineering and the Conservancy of SW Florida will work together
to provide a draft stormwater amendment.
