NOTICE OF PUBLIC MEETING

Notice is hereby given that the Collier County Government Community Development and Environmental
Services Division, Engineering and Environmental Services Department will hold a public meeting to
discuss environmental Land Development Code Amendments on Wednesday,September 30 at 9 a.m. at the
Community Development and Environmental Services Division building, conference room 610, located at
2800 N. Horseshoe Drive,Naples.
All interested parties are invited to attend.
Attention: two or more members of the Collier County Planning Commission may be present and may
participate at the meeting. The subject matter of this meeting may be a future item for discussion and
action at a Collier County Planning Commission meeting.
Attention: two or more members of the Environmental Advisory Council may be present and may
participate at the meeting. The subject matter of this meeting may be a future item for discussion and
action at an Environmental Advisory Council meeting.
Attention: two or more members of the Development Services Advisory Committee may be present
and may participate at the meeting. The subject matter of this meeting may be a future item for
discussion and action at a Development Services Advisory Committee meeting.
Attention: two or more members of the Conservation Collier Land Acquisition Advisory Committee
may be present and may participate at the meeting. The subject matter of this meeting may be a future

Roundtable discussion of draft LDC amendments
Stormwater in Preserves:
Concern from Conservancy of not receiving information from stakeholders prior to
meeting as promised during last stakeholders meeting
Both Tim Hancock and Nicole Ryan had spoken to Deuver
Deuver's study intended to be an average over time
Depth of water is also a factor according to Deuver
Overflow valve to discharge water from preserve
Should invite Deuver to stakeholder's meeting
Reference made to e-mail from Tim Hancock to Nicole Ryan (September 2, 2009),
responding to initial e-mail from Nicole
150%treatment outdated compared to what SFWMD requires now
Collier County waters considered impaired (N & P: Use Harper Analysis & Mounding
Analysis)
First flush not treated by dry detention
Dry retention: improve residence time
Treatment train: better water quality than pre equal to post
Dry retention then discharge to lake: Already exceed current treatment standards prior to
discharge to preserve
Stormwater in preserves needed to meet new requirements
Site constraints also require use of preserves for storage
For uplands, hydroperiod and depth of water are a concern
County required upland preserves
SFWMD is more concerned about quality now
New Hope project set a standard which was accepted by agencies
Discharge to uplands only during extreme events
Outflows become inflows: prevents bathtub effect in preserve
Need to have PE's attend stakeholders meeting to explain permitting criteria
Residence time in uplands needs to be addressed

Recreational Uses in Preserves:
Autumn Woods: .44 acres of pathways equal about 2.1% of the preserve
Pervious pavement: cost more per unit
8 inch rock base required to install pervious pavement
Plastic pavers do not require compacted sub-grade
Water flow damages pavers unless siding is installed
Higher maintenance for mulch, shell and similar type pathways
Incentive: Credit pervious pavement towards native vegetation requirement
Deviation process for impervious pathways
Percent limitation of impervious pathways
Possibly make percent limitation of pervious pathways less than that for impervious
pathways
Pathways encourage use and appreciation of preserves
Pervious asphalt clogs
Bulkheads can wash out pathways which are adjacent to them
Golf cart paths
Percentage limitation
Allow pervious pathways or boardwalks only
Deviation process
Information to be provided by stakeholders by October 14th
Draft amendment language to be provided by stakeholders
Next meeting to be established sometime after the 14th
