Listed Plants (Policy 7.1.6 CCME GMP) Narrow list of plants Tom Hecker from Naples Botanical Garden may be able to provide assistance with regards to listed plants found in Collier County. Exempt some common listed plants Identification of some listed plants can be a problem for staff an applicant F.S. limits local govt. from referencing plant list Endemic to SW Florida more important Eleven plants used for Lee County, appendix H in Lee County LDC Collier County has more listed plant species than Lee County, mostly orchids Contact former EAC member regarding plants in which to list Many plants are seasonal and not able to be found at certain times of the year Protect listed plants within preserves Relocate to off-site preserves Incentivize relocation Priority for habitat preservation already identifies listed species as a priority Use FLUCFCS Codes Use more extensive list of listed species of plants for ACSC and other more environmetal sensitive areas. Conservation Mechanisms (Policy 6.1.1 (3) CCME GMP) Minimum size of parcel. One acre? Small parcel serve as green space area as well. Evaluate the preserve management plan requirement for different size parcels Time and expense of preparing and reviewing CEs, including site visits Connection to adjacent high quality preserves Time and expense of vacating a preserve CE. ^ Protection language on a site plan provides as much protection as a CE Lake Trafford Wetland Requirement (Policy 6.2.4 (4) CCME GMP) 1 Should all of Policy 6.2.5 apply to this area? HCP recommend mitigation for this area to be within Immokalee Urban Area Need to protect this area Important corridor for panthers Need to preserve corridor Need greater mitigation, greater then 1:1 Incentives Transfer development rights should be looked into Require Policy 6.2.5 criteria for all this area. 2
