MINUTES OF THE MEETING OF THE COLLIER COUNTY
FLOODPLAIN MANAGEMENT PLANNING COMMITTEE
Naples, Florida, February 8, 2017
LET IT BE REMEMBERED, the Collier County Floodplain Management Planning
Committee in and for the County of Collier, having conducted business herein, met on
this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management
Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida,
with the following members present:

Chairman Kurtz called the meeting to order at 9:00am
1. Approval of previous meeting minutes from November 2, 2016
Mr. Vasey moved to approve the minutes of the November 2, 2016 meeting as presented. Second by
Mr. Bills. Carried unanimously 7—0. Mr. Brougham abstained as he was not present for the
meeting.
2. CRS Updates
a. CRS 2016 Recertification feedback from ISO.
Mr. Critchfield has received positive feedback from the ISO (Insurance Services Office) on the
2016 recertification.
b. 2017 CRS User's Manual released information.
Mr. Critchfield reported the new manual was expected to be released in January, however it is on
hold by FEMA awaiting approval by the Office of Management and Budget.
c. Coastal States Organization/ASFPM Green guide.
Mr. Critchfield reported the organization has contacted Staff requesting a case study of the
guidelines the County used for obtaining opens space requirements given the high scores they
received in the category.
3. Mitigation Action Updates
a. Mitigation Actions narrative
Mr. Critchfield provided the "FMP Progress Report for 2017 Action Items 1"Quarterly Meeting
2017—February 8, 2017" for information purposes. A flow chart has been developed for the
narrative with the categories combined for ease of presentation.
b. Progress Report and 2017 Plan
Staff provided an overview of the report highlighting:
Section 1.0 - Floodplain Regulation and Codes
• The annual progress report will be submitted to the BCC in April.
• No Land Development Code updates are necessary at this time.
• The meeting dates for the Committee have been established.
Section 2.0 - Stormwater Planning
• Staff coordinates with road maintenance division on a weekly basis for any actions
necessary.
• No update for the "bubble" map is required at this time.
• The budget process has initiated and a draft should be provided at the next meeting. It is
anticipated the funding levels for the capital projects will remain the same. The County is
considering implementing a storm water utility fee with a Request for Proposal to be
disseminated to consultants in the near future. It will not impact the 2018 Fiscal Year
Budget.
• The top 3 projects remain the same -Naples Park Stormwater Management Improvements,
Griffin Road Stormwater Management Improvement and Ridge Street Stormwater
Management Improvement(to be renamed the West Goodlette Stormwater Management
Improvement). A fourth item, the Immokalee Area Master Plan Stormwater Improvements
may be added to the list.

Section 3.0 - Stormwater Management Quality Programs
• Staff continues to implement policies requiring BMPs for erosion and sediment controls to
comply with NPDES permit requirements.
• Development of the Low Impact Development (LID)Manual has initiated.
• Seventy two percent of the screening baskets in the catch basins installed on Marco Island.
Section 4.0 - Floodplain and Management Section Services
• Website ongoing updates as necessary and a complete overhaul was recently completed.
Section 5.0 - Emergency Management
• The County will be updating their Storm Ready certification in 2017.
4. Floodplain Management Planning Committee Membership
Ms. Cilek reported Staff is working with upper management on the item and a Member should notify
them by email if they have an alternate to put forth.
5. Sea Level Rise Subcommittee update
Mr. Kurtz reported the Subcommittee convened on December 21, 2016 (minutes were attached as part
of the meeting packet)to discuss the topic.
Mr. Vasey presented the PowerPoint "Sea Level Rise Overview"highlighting:
• The solutions need to be based on scientific data, however there is much disagreement in the
"community" on when the impacts will occur and at what rate.
• Climatecentral.org is a resource available which allows visualization of community level impacts
from coastal flooding or sea level rise and also allows one to:
• Graph simulations of how future flooding might impact local landmarks as well as data
related to water depth, connectivity, flood frequency, socio-economic vulnerability,
wetland loss/migration, and mapping.
• Visualize potential impacts from sea level rise through maps and photos.
• Learn about data and methods through documentation.
• Share maps and links via email and social media.
• Download inundation layers and digital elevation models, and access web map services
for custom GIS applications.
• Concerns on the impacts include infrastructure loss due to flooded lands, revenue loss (tourism
losses as predictions include a 300 foot loss of beach by the year 2050) and expenditures on
projects that may be deemed unnecessary within several years time (i.e. everglades restoration
when the land may become flooded given the potential sea level rise by the year 2030)
Mr. Kurtz noted the County is undertaking measures including reconsidering the proposed Harvard
Study, working the climatecentral.org, reviewing estimates on the rate of rise, considering design and
construction criteria for the certain areas and monitoring everglade restoration funding.
6. Physical Map Revision (PMR) update
Mr. Critchfield reported Staff is working with consultants to complete the revisions.
7. Review Development from the last quarter
Mr. Critchfield provided the updated construction permits issued for the last quarter.
