MINUTES
I. Call to Order
The meeting was called to order at 4:35 P.M. by Ms. Spencer. Attendance was called and a quorum was
established.
II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman; Ron Jefferson;
Paula Rogan; Dusty Holmes

Pledge of Allegiance
The Pledge of Allegiance was recited.
III. Approval of Agenda
Mr. Haeger moved to approve the Agenda of the Golden Gate Advisory Committee subject to the
following changes:
Addition: Pledge of Allegiance: Recited after Attendance.
Correction: Next Meeting: May 16, 2017 at 4:30 pm.
Second by Mr. Jefferson. Carried unanimously 5- 0.
IV. Approval of Minutes: March 21,2017
Mr. Jefferson moved to approve the minutes of the March 21, 2017 meeting as amended:
Page 5, Item VIII. B. Old Business, Santa Barbara and Golden Gate Refurbishment Status: —from
"...Mr. Schumacher will ascertain if the area adjacent to the planned refurbishment will be used as a
staging area for scheduled parkway construction at 53rd Street SW.) ..,"to ... Mr. Schumacher will

V. Landscape Maintenance Report—Hannula Landscaping and Irrigation
Mr. Hannula reported on landscape maintenance as follows:
Tropicana Boulevard
• Overall the boulevard is dry.
Coronado Parkway and Hunter Boulevard
• Median #4: An auto accident damaged landscaping and a replacement quote will be provided
for review at the May meeting.
VI. Landscape Architect's Report—McGee and Associates
A. Maintenance Reports
Mr. McGee toured the area for informational purposes noting no replacement plants have been
installed.
Tropicana Boulevard
• A Committee review on the turf renovation concept plan for Medians #2,#4 and#5 should
be scheduled for May with installation anticipated for summer 2017 - if motioned and
approved by the Committee.
Coronado Parkway and Hunter Boulevard
• Mr. McGee recommended that Hannula Landscaping respray the Mimosa on Coronado
Parkway, Median#10 and Hunter Boulevard, Median#5, to eliminate growth in preparation
for replacement landscaping.
• Hunter Boulevard: An Alexander Palm Tree died; replacement and a proposal request will
be specified on the May "Landscape Observation Report."
Sunshine Boulevard
• The turf is in decline and not recovering with sufficient watering. A soil sample has been
taken and sent for analysis to assist in determining contributory causes.
During Committee discussion the following addressed:
• Pursuant to a conversation between Mike McGee and Joseph Delate, Senior Project Manager
for the stormwater drainage project,the design for Hunter Boulevard is complete and ready
to go out for bid, pending available funds.
• The stormwater group has applied for a grant from the State of Florida to assist with project
funding.
Mr. Schumacher will investigate the status of the project and update the Committee on his findings.
VII. Project Manager's Report
A. Monthly Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated April 18, 2017
noting:
• $222,641 of the $249,000 budget for FY17 Ad Valorem property taxes has been collected.
• Carry Forward funds of$474,842 (budgeted monies unspent FY16)brings Total Revenue to
$724,842 of which $498,217 is not committed.
• FY17 planned Operating Expense Budget is $363,542. Current commitments total $160,738
and 2017 YTD expenditures total $97,032.

• Uncommitted Operating Expense funds available are $105,771.68.
• Improvements General Fund of$316,700 (Line 28) is reserved to finance special projects
subject to review and approval of the County accounting office.
• Line items in red reflect invoices billed after the start of the FY17 year and will be closed
out.
• Total available balance less committed expenses totals $426,070.
Mr. Schumacher reported the budget review process for FY18 is in progress noting it is the policy
of the Board of County Commissioners to establish a revenue neutral budget.
During Committee discussion the following was noted:
• The current Millage Rate for the Golden Gate MSTU is 0.3692.
• The maximum Millage Rate cap is .5000.
• The M.S.T.U. Advisory Committee can recommend the Millage rate they would like to apply
to the annual budget.
Mr. Schumacher will investigate options available to the Committee to modem the Millage Rate.
B. Irrigation Status
Mr. Schumacher reported the irrigation system is functioning properly.
Parkway Construction at 55th Street SW.
The area is being modified to accommodate turn lanes. Mr. Schumacher was informed by the
project engineer that the bid package was slated for distribution Friday, April 14, 2017 and one of
the items for consideration is paver installation for the median.
During Committee discussion the following was noted.
• The Golden Gate Master Plan designates the color of the pavers must be dark green as
historically installed in Golden Gate.
• Potentially an "up charge"may be applied to custom colors and sizes.
Mr. Schumacher will research paver options and apprise the Committee of his findings at the May
meeting.
C. Coronado and Hunter Design
Mr. McGee presented design plans for irrigation control system valve wiring and conduits on
Coronado Parkway and Hunter Boulevard noting the conduits will utilize the HydroPoint controls
laid out for those roadways.
Upon approval by the Advisory Committee, bids for installation of conduit will be sought based on
the design plans. The Committee will then decide to proceed with the project, or not.
Mr. Haeger motioned to approve a Request for Quote(RFQ) to be solicited based on the design
plans by McGee and Associates for the Coronado Parkway and Hunter Boulevard irrigation
control system conduits and wiring. Second by Ms. Holmes. Carried unanimously S—0.
D. Tropicana Boulevard Review
Mr. Schumacher presented an analysis of the necessity and desirability of the project from the
M.S.T.U. Staff's perspective of the project for Committee consideration noting:

• Is the appearance of the Tropicana median unacceptable?
• As designed, irrigation is zoned separately for areas of both turf and plantings.
• Irrigation system is functioning effectively.
• Some MSTU's have elected to convert medians to turf.
• While water usage is greater for turf, cost for plant maintenance may be higher than turf.
Mr. McGee countered the analysis noting he is unaware of a trend to utilize turf in medians. The
following points were noted:
• Historically,turf has not performed well in the area proposed for refurbishment.
• Quality selection of turf is critical to ensure a consistent healthy appearance.
• Oak tree roots create maintenance issues for turf.
• Turf is prone to seasonal weeds and brown spots even with adequate fertilization and water.
• The proposed plan incorporates ground covers.
• The irrigation system is adequate for landscaped areas or turf.
• The environmental goal of the project is to reduce water use and maintenance cost.
Mr. McGee estimated cost for landscaping of medians 2, 4 and 5 is in the $136K range. The
original pricing estimated in September 2016 needs to be verified.
Ms. Spencer delegated the task of touring the medians on Tropicana Boulevard to the Committee
and requested their recommendations for the landscape project to be presented at the May meeting.
E. Quotes
Proposals will be reviewed at the May 2017 meeting.
VIII. Old Business - Canal Bridge Fencing (Golden Gate Parkway)
A. Mr. Schumacher noted the project will be evaluated pending irrigation updates by Hannula
Landscaping.
B. Santa Barbara and Golden Gate Refurbishment Status
A landscape refurbishment plan was proposed in early 2016 and a corresponding irrigation expansion
plan in November, 2016. The overall project has been held back while existing irrigation components
in the vicinity are undergoing repairs and a general upgrade.
A Request for Quotation (RFQ) is anticipated to be issued prior to the "rainy" season.
IX. New Business

X. Public/Board Comments
Ms. Spencer reported she attended the Eagle Scout Court of Honor Ceremony for Robert Beatty and
complimented the professionalism demonstrated by the Scouts.
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:25 P.M.
