EXECUTIVE SUMMARY
Recommendation to accept grant funding from the United States Department of Agriculture Rural
Development (USDA) and authorize the necessary budget amendments for the Rural Business
Development Grant (RBDG) for commercial kitchen equipment for the Florida Culinary
Accelerator @ Immokalee in the amount of a $112,536.
OBJECTIVE: To purchase kitchen equipment for the Florida Culinary Accelerator @ Immokalee
formerly the Immokalee Culinary and Agribusiness Accelerator.
CONSIDERATIONS: On May 10, 2016, Agenda Item 16.F.3 the Board approved the after-the -fact
submission of the RBDG grant application. On July 12, 2016, Agenda Item 11G, the Board approved
resolution 2016-160 which provides authorization for the County Manager to execute the a greement once
finalized. Subsequently, the USDA has provided a draft grant agreement in advance of the final grant
agreement. This RBDG award builds on an existing foundation, which bricks and mortar were paid for by
an USDA grant over a decade ago. Under this grant, Collier County is requesting funding to purchase
specialized equipment to assist small and emerging businesses within Immokalee and the eastern portion
of Collier County. Should the award dollar amount change and result in a higher amount than expected, a
subsequent board action will be brought forth.
FISCAL IMPACT: The USDA grant under consideration will provide supplemental project funding for
the Florida Culinary Accelerator @ Immokalee project. The Accelerator project is being managed by
Economic Incubators Incorporated (EII). The project is primarily funded through a State Department of
Economic Opportunity Grant, (No. SL025), provided to EII to develop the Florida Culinary Accelerator
@ Immokalee.
The USDA grant will provide funding of $112,536 with a required match/other funding component of
$87,043 for a total of $199,579 to purchase equipment for the culinary accelerator. Budget amendments
are necessary to recognize USDA grant revenue of $112,536 within County Manager Grants Fund (713),
and other funding/matching dollars from DEO grant SL025, for $87,043, within County Manager Match
Fund (714).
The USDA Grant also references $500,000 as additional other funds available for the project. This
requirement will also be met through accelerator project expenditures made from State Department of
Economic Opportunity Grant No. SL025.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: “Collie r County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: The Board to accept grant funding from USDA and authorize the necessary
budget amendments for the United States Department of Agriculture Rural Development (USDA) Rural
Business Development Grant (RBDG) for kitchen equipment for the Florida Culinary Accelerator @
Immokalee formerly the Immokalee Culinary and Agribusiness Accelerator.

CFR § 200.307(e)(2) or if you earn unanticipated program income, you must comply with 2 CFR § 200.307(e)(I). Costs incidental to the generation of program income may be deducted from gross income to determine program
income, provided these costs have not been charged to the award.
2.Procurement and Property Standards. You must follow the procurementstandards requirements in 2 CFR §§ 200.310-.326.
3.Performance and Financial Monitoring and Reporting. You must follow the

RESOLUTION NO.2016-1 6 0
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AUTHORIZING THE COUNTY MANAGER,
ON BEHALF OF THE BOARD, TO APPLY FOR A MAXIMUM USDA RURAL
BUSINESS DEVELOPMENT GRANT (RBDG) OF $200,000 FOR AN ELIGIBLE
RBDG PROJECT IN IMMOKALEE; FURTHER AUTHORIZING THE COUNTY
MANAGER TO SIGN ALL RELATED DOCUMENTS TO CONSUMMATE THE
USDA RBDG GRANT; AGREEING TO ABIDE BY THE PROVISIONS OF
RURAL BUSINESS DEVELOPMENT GRANT INSTRUCTION 4280-E;
AGREEING THAT THE FY 2017 STATE APPROPRIATION OF $1,300,000
WILL BE LEVERAGED TO MAXIMIZE RESOURCES AND FUNDING
AVAILABLE TO THE IMMOKALEE CULINARY ACCELERATOR
PROJECT; AND AFFIRMING THAT COLLIER COUNTY HAS THE LEGAL
AUTHORITY TO ENTER INTO THE RDBG GRANT AGREEMENT.
WHEREAS, the Immokalee Culinary Accelerator will offer an agribusiness focused
culinary food accelerator equipped with commercial kitchen equipment, food product
development and testing equipment, and cold food storage, which the County desires to purchase
with the proceeds of this RBDG grant; and
WHEREAS, Collier County submitted a grant application to the USDA for a Rural
Business Development Grant(RBDG) for the maximum amount of$200,000; and
WHEREAS, Collier County desires to leverage the FY 2017 State appropriation in
which $1,300,000 will be allotted for the Immokalee Culinary Accelerator; and
WHEREAS, the USDA RBDG formal application requires the County to agree to the
provisions of Rural Business Development Grant Instruction 4280-E; and
WHEREAS, the USDA RBDG formal application requires a "Resolution authorizing
person(s) to sign all related documents to consummate the grant and authorizing the
application of the RBDG."
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA, that:
1. The Board of County Commissioners hereby authorizes the County Manager, on
behalf of the Board, to apply for a maximum USDA Rural Business Development Grant in the
amount of$200,000 for an eligible RBDG project in Immokalee.

2. To that end, the Board of County Commissioners further authorizes the County
Manager to sign all related documents to consummate the USDA Rural Business Development
Grant.
3. The Board of Collier County Commissioners agrees to abide by the provisions of
Rural Business Development Grant Instruction 4280-E.
4. The Board of Collier County Commissioners further agrees that the FY 2017 State
appropriation of$1,300,000 will be leveraged to maximize resources and funding available
to the Immokalee Culinary Accelerator project.
5. The Board of Collier County Commissioners hereby affirms that Collier County
has the legal authority to enter into the Rural Business Development Grant agreement.
6. This Resolution shall take effect immediately upon adoption.
