On behalf of the employees of Florida Power & Light Company, 1 would like to thank you for
participating in the route selection process for the new electric power transmission line proposed for your
area. We received over 1,500 surveys back from our mailing, talked to more than 200 people at our
public open house events, shared information about the project with over 150 people who called our toll
free telephone line, and responded to about 30 email messages. From these contacts, we have developed
a project mailing list of over 1,700 people who indicated they wanted to be kept informed about the
project.
If you are receiving this letter, you are on that mailing list and can expect to receive occasional updates on
the Collier-Orange River transmission line project. This letter is to let you know that we have made a
decision on the route for the proposed line. A map showing the route is enclosed, and a color version is
available on our web site at www.FPL.com, "About Us," "Power Line Projects."
Beginning at the Orange River substation east of Fort Myers, the route we have chosen generally follows:
· Homestead Lane/Tice Street west for about I mile to an existing FPL transmission line
right-of-way
· FPL' s transmission line right-of-way south for about 3 miles to SR 82
· , SR 82 southeast for about I ½ miles to an existing FPL transmission line right-of-way
- From this same FPL transmission line right-of-way at Buckingham Rd, east about V2 mile
and south about I mile, along a section line, to SR 82
o SR 82 southeast for about 6 miles to Green Meadows Road
· Green Meadows Road south for about 2 miles to an FPL transmission line right-of-way
· FPL's transmission line right-of-way southeast for about 13 Y2 miles to Lee County Co-
op transmission line right-of-way
· Adjacent to Lee County Co-op's transmission line right-of-way south for about 8 miles to
Immokalee Road
· Immokalee Road west and south for about 14 V2 miles to the Orangetree substation
· From the Orangetree substation to FPL's existing transmission line at Livingston Road,
the Collier-Orange River line will utilize the Orangetree transmission line planned for
completion at the end of this year. The Orangetree line follows Immokalee Road west for
about 5 miles, CR 951 (Collier Boulevard) south for about 5 miles to an FPL
transmission line right-of-way just north of Green Boulevard, and the FPL transmission
line right-of-way west for about 4 miles to the existing FPL transmission line right-of-
way at Livingston Road.
· From the FPL transmission line right-of-way at Livingston Road, the route for the
Collier-Orange River line continues along Pine Ridge Road west for about 1 mile to
Airport-Pulling Road
· Airport-Pulling Road south for about 2 1/2 miles to the FPL transmission line right-of-way
just north of Golden Gate Parkway
· FPL's transmission line right-of-way east for about 1 mile to the Collier substation.

This route was chosen after evaluating almost 4,000 alternatives using objective data as well as
taking into consideration a wealth of information provided by all of you. The selected route's
chief advantages compared to other routes are:
It provides an appropriate balance of the many factors considered important in
locating a transmission line (community, environmental, and engineering/cost
factors)
It has relatively few homes in close proximity.
The route generally avoids schools. In the Naples area, where there are a number
of schools, and it was difficult to find a route that avoided schools altogether, the
preferred route follows roads where the schools are set back a considerable
distance from the road.
· The line will be collocated with utility and road rights-of-way for almost the
entire distance. In the Naples area, the roads being followed are either not
scheduled to be widened or, if they are, there is one right-of-way edge that the
line may follow that is "fixed". This factor turned out to be important in the
route selection because o~' the large number of road widening projects proposed
in the area and their long timetable for completion.
· The selected route provides a new right-of-way, widely separated from the
existing lines connecting the Orange River and Collier substations for mo~t of the
way, thereby enhancing the reliability of service to our customers in Southwest
Florida.
· The route avoids large areas of environmentally sensitive lands in the area,
including Corkscrew Swamp and lands purchased by the CREW Trust.
· It takes maximum advantage of another FPL project in Collier County, scheduled
for completion at the end of this year (the Orangetree transmission line project),
so that FPL can meet the need with less new line overall.
· Generally, in urban areas, the route offers the opportunity to consolidate the new
transmission line with existing distribution lines on a single set of poles.
· The line can be built along this route for a reasonable cost.
Through our contacts with property owners, residents, and representatives of local groups and
organizations, we learned many things that were of great value in choosing a route that would
meet the need and, at the same time, minimize the impact of the project on the community and the
environment. We would especially like to thank residents of Collier County for their patience
and assistance as we extended our study of multiple options in the vicinity of the Collier
sub~talion. As we begin the permitting process, we look forward to continuing our close working
relationship with the communities we serve. Thank you again for participating and for assisting
our project team in the route selection.

EXECUTIVE SUMMARY
INTERSECTION IMPROVEMENTS AT SR 84(DAVIS BOULEVARD) AND CR 951
(COLLIER BOULEVARD)
OBJECTIVE: To provide a briefing on the status of the proposed intersection imprOvements at
SR 84 and CR 951.
CONSIDERATIONS: This project includes widening and improvements to the intersection of
Davis Boulevard (S.R. 84) and Collier Boulevard (C,R. 951) (Attachment No. 1). The
improvements include the following major items of work:
· Addition of a dual northbound to westbound left turn lane from CR 951 to SR 84 and an
increase in length of the existing and new lanes.
· Addition of a dual southbound to westbound right turn lane from CR 951 to SR 84.
· Addition of a dedicated eastbound to southbound right turn lane from SR 84 to CR 951.
· Lengthening of the existing dual eastbound to northbound left turn lanes from SR 84 to
CR 951.
· Median modifications along Davis Boulevard, including a raised traffic separator, to
facilitate traffic flow and to minimize vehicle conflicts in the vicinity of the intersection.
· Drainage improvements consistent with the added pavement.
· Traffic signal modifications to provide adjustments for the new lanes.
We must wait until the FDOT FY 2003/2004 begins before awarding the construction contract.
This is because of the use of FDOT funds not programmed until FY 2003/2004. We plan to start
construction in early July of this year. The construction is estimated to be complete on or before
November 1, 2003.
FISCAL IMPACT: The Florida Department of Transportation (FDOT) will fund most of this
project. A Local Agency Agreement (LAP) is being created to use Urban Attributable Dollars in
the FDOT FY 2003/2004 Work Program in the amount of $890,000.00. The County will also
enter into an Advanced Reimbursement Agreement with the FDOT to use funds from the Davis
Boulevard Resurfacing project in the amount of $190,000.00. The County will be responsible for
approximately $240,000.00 of the total cost of about $1.32 million.
GROWTH MANAGEMENT IMPACT: This area was a portion of one of the three areas
placed under moratorium by the Board of County Commissioners earlier this year. The proposed
intersection improvements will aid in restoring the roadway segment to an acceptable level of
service and permit the Board to rescind the moratorium for this segment.

UPDATE OF THE LIBRARY SYSTEM - EAST NAPLES.
OBJECTIVE:

CONSIDERATION: Below is a summary 'of recent activities and planned
development of the library in District #1, East Naples.
CURRENT LIBRARY
e-Newsletter - A public library newsletter is being e-mailed to all library patrons who
have supplied the library with their e-mailing address. The newsletter is approximately 1
page in length and highlights what's happening at Collier County Public
Libraries. Highlights may include information on upcoming book sales, special programs
or events, author readings and book signings, general information important to library
users, lists of current best sellers, what's new at the library, and more. To sign up for this
service, registration forms may be picked up all Collier County Public Libraries.
Love My Library Campaign recently concluded. It was a fund raising effort to raise
money to buy books for all 9 Collier County Public LibraryzBranches. Over $10,000 was
raised as part of the campaign. The Honorary Chair was Comm. Fiala.
Anywhere-Anytime Library - The Anywhere-Anytime Library is a virtual library
catalog on the internet. It allows users to search library catalogs simultaneously and to
request books, videos, and other resources from any participating library. Participating
libraries include more than 40 libraries in Collier, Lee, Hendry, Citrus, Hillsborough,
Pasco, Pinellas, Polk, and Sarasota counties. Patrons with a valid library card at any of
the participating libraries may request items for loan. All items can then be picked up
at their local branch library. Those without a participating library's card can browse the
site as guests. The Anywhere-Anytime Library is sponsored by the Southwest Florida
Library Network. The web address for this service is http://aal.swfln.org. The site can
also be reached through Collier County Public Library's website, www.collier-lib.org,
and then selecting the Southwest Florida Library Network link.
FUTURE LIBRARY: Under the Growth Management Plan, the South Regional
Library is scheduled for 2007-2008 if population trends continue. While land has been
designated a~ Eagle Lakes Community Park for this library, staff will continue to examine
whether better options exist. The North Regional Library services a population of
100,000 people within a five-mile radius. It should be staff's goal to provide options in
an effort to determine the most suitable location for the residents of the County. The
design of the library should begin as early as 2005.

OBJECTIVE: To provide an update regarding the proposed improvements to Eagle
Lakes Park.
CONSIDERATIONS: The Board has budgeted $400,000 to construct a water play
area, 2 tennis courts, and 2 picnic shelters at Eagle Lakes Park. Staff is presently
negotiating a fee proposal from the engineer to design and permit the facilities. The
Water Play feature will be interactive for children to play on. The following is the
estimated timeline.
Design: May, 2003 thru November, 2003
Permitting: December, 2003 thru May, 2004
Bidding: June, 2004 through July, 2004
Construction:' August, 2004 through February, 2005
In addition to the above, $100,000 has been budgeted for the Eagle Lakes Maintenance
Facility, Project #80017. The estimated construction schedule for this project is June,
2004 through September, 2004. ~;
FISCAL lMPACT: Funds in the amount of $400,000 are in the current budget for
Project #80014. Funds in the amount of $100,000 have also been budgeted for Project
#80017.
GROWTH MANAGEMENT IMPACT: There is no additional growth management
impact associated with this item.
RECOMMENDATION: The above information is provided as a status report on
Project #80014 and Project #80017.
