II. LOCATION:
The subject property is located on the east side of Vanderbilt
Drive, approximately ; mile north of Bluebill Avenue (111th Ave.
North) in Section 21, Township 48 South, Range 25 East, Collier
County, Florida.
III. PROJECT DESCRIPTION:
Northshore Lake Villas is a proposed residential community
consisting of fifty-four (54) villa units, single family estate,
recreational pool area and gate house.

IV. STAFF COMMENTS:
Water Management:
The water management system to serve the project will consist of a
lake of approximately 4 . 06 acres and catch basins and culvert
systems through which runoff from the residential areas and road
will be conveyed to the lake. Discharge offsite will be through a
control structure into the roadside swale along Vanderbilt Drive.

Post development discharge will be limited to 0. 15 cfs/acre.
Naples Memorial Gardens to the south, drains a small portion of
their property into an existing ditch on Northshore Lake Villas
property. This flow will be routed through the projects water
management system.
Environmental:
The subject property is an undeveloped eighteen (18) acre parcel
located on the east side of Vanderbilt Drive, approximately a mile
north of Bluebill' Avenue. The parcel is bounded on the north by
Vanderbilt Villas; on the east by St. John Evangelist Catholic
Church, and on the south by Veterans Memorial Gardens Cemetery.
The majority of vegetation on site consists of xeric scrub grading
into pine flatwoods on the north and south sides of the property.
A small drainage ditch with wetland vegetation is found in the
center of the property. Dominate vegetation in the upland areas
include: scrub live oak (Quercus geminata) , dwarf live oak
(Quercus minima) , rosemary (Ceratiola ericoides) , slash pine
(Pinus elliottii) , saw palmetto (Serenoa repens) and staggerbush
(Lyonia fruticosa) . A plant list from Environmental Staff's site
visit on August 15, 1995 is included with this staff report.
The petitioner reports finding fifty-eight gopher tortoise
(Gopherus polyphemus) burrows on the subject property. Forty-five
of these burrows are reported as being active. The gopher
tortoise is listed as a species of special concern by the Florida
Game and Fresh Water Fish Commission (FGFWFC) . The petitioner
proposes relocation of the tortoises to the preserve area at the
east end of the property. No other listed wildlife species are
found at the site.
The petitioner proposes to preserve 4 . 5 acres (approximately 25
percent) of the viable naturally functioning native vegetation on
site. Conservation areas are identified by tracts H, J, K, L, M
and N on the PUD Master Plan.
A review of the historical/archaeological probability maps for
Collier County indicate the subject property to be located in an
area of historical/archaeological probability. The petitioner has
requested a waiver from conducting an historical/archaeological
survey and assessment, as required in Section 2 . 2 . 25. 3 . 3 of the
Collier County Land Development Code (CCLDC) . Waiver requests are
addressed in Section 2 . 2 . 25. 3 . 10 CCLDC.

V. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition No.
PUD-95-8 , "Northshore Lake Villas" with the following
stipulations:
Water Management:
1. In accordance with the Rules of the South Florida Water
Management District (SFWMD) , Chapters 40E4 and 40E-40, this
project shall be designed for a storm event of 3-day duration
and 25-year return frequency.
2 . An Excavation Permit will be required for the proposed lake in
accordance with Division 3 . 5 of Collier County Ordinance No.
92-73 and SFWMD rules.
3 . Offsite drainage from the south shall be routed through the
project's storm water management system.
Environmental:
1. Amend Section 2 . 2 (A) of the PUD document to read as follows by
adding the underlined language.
Regulations for development of Northshore shall be in
accordance with the contents of this document, PUD-Planned
Unit Development District and other applicable sections and
parts of the Collier County Land Development Code and Collier
County Growth Management Plan - Conservation and Coastal
Management Element in effect at the time of local final
development order or building permit application. Where these
PUD regulations fail to provide development standards, then
the provisions of the most similar district in the Collier
County Land Development Code shall apply.
2 . Amend Section 2 . 2 (B) of the PUD document to read as follows by
adding the underlined language.
Unless otherwise noted, the definitions of all terms shall be
the same as the definitions set forth in Collier county Land
Development Code in effect at the time of local final
development order or building permit application.
3 . Amend Section IV of the PUD document to read as follows by
adding the underlined language and deleting the struck through
language.

4 . 1 PURPOSE
The purpose of this section is to set forth the development
plan and development standards for the areas designed as Tract
B, and Tract R, Tracts G, H, K, L, M, and N, Open Space, on
the PUD Master Plan, Exhibit "A" . The primary function and
purpose of this tract is to provide lake, open space, and
recreational facilities. If any vegetation is remove within
Tracts H, K, L, M or N, it shall be provided elsewhere within
the PUD to maintain the required twenty-five percent (25%)
retained native vegetation. All native vegetation has been

If gopher tortoise burrows (active, inactive and/or abandoned)
are located on site, they shall be indicated on the Site
Development Plan or Preliminary Subdivision Plat and field

and Technical Services Environmental Staff. Management plans
and/or permits from Florida Game and Fresh Water Fish
Commission (if appropriate) shall be submitted to Project
Review Services Planning and Technical Services Environmental
Staff for review and approval. Areas of retained native
vegetation may serve as potential gopher tortoise relocation
areas, if applicable.
The conservation/preserve tract shall be recorded on a replat
the plat or by a separate easement in favor of Collier County
with no responsibility for maintenance and subject to
protective covenants as per or similar to Chapter 704, Section
704 . 06 ar of the Florida Statues Statutes.

Section 1, Township 50 South, Range 25 East; bounded to the north
by Hazel Road, to the East by Hazel Road South, to the south by
commercial and residential uses and to the west by Airport Road.
III . PROJECT DESCRIPTION:
The parcel is approximately eleven (11. 4) acres of undeveloped
land proposed for residential, commercial and preservation uses.
Ninety-five percent (95%) of the designated wetland system will be
preserved under a conservation easement.

IV. STAFF COMMENTS:
Water Management:
The proposed surface water management system to serve the project
will incorporate two separate water management systems, one for
the commercial portion on the west and one for the residential
portion to the east. Both systems will utilize exfiltration
trenches to provide the required water quality and quantity
storage volume.

The west system will discharge through a control structure into an
existing catch basin and culvert at the northwest corner of the
site which discharges into an existing ditch on the north side of
Hazel Road that flows to Rock Creek. The east system will
discharge through a control structure into an existing drainage
ditch along the southern property line which flows to Rock Creek.
The developed discharge for both systems will be limited to 0. 15
cfs/acre.
This project will be permitted for surface water management by the
South Florida Water Management District.
Environmental:
The subject property is 11. 4 acres located at the southeast corner
of Airport Road and Hazel Road. Approximately one third of the
site is part of the mangrove dominated drainage system of Rock
Creek. White mangroves (Laguncularia racemosa) and buttonwoods
(Conocarpus erectus) were observed along the edges with red
mangroves (Rhizophora mangle) more to the interior. Scattered
cabbage palms (Sabal palmetto) and prohibited exotic vegetation
was also seen along the banks. The eastern one third of the
property has a mowed grassy groundcover and scattered slash pines
(Pinus elliottii) , acacia (Acacia sp. ) and cabbage palms with a
small (1/3 acre) pocket of wetland vegetation, including willow
(Salix caroliniana) saltbush (Baccharis halimifolia) , cattail
(Typha latifolia) and arrowhead (Sagittaria lanafolia) . the
western one third of the parcel has scattered live oak (Quercus
virginiana) , laurel oaks (Quercus laurifolia) and cabbage palms
with a disturbed mowed understory and groundcover.
The petitioner proposes no impacts to the Rock Creek wetland
system, impacting only the isolated wetland pocket on the eastern
third of the site.
V. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition No.
95-95-, "Airport Plaza PUD" with the following stipulations:
Water Management:
1. Section 6 . 7 of the PUD document, the second sentence, shall be
revised to read "A copy of South Florida Water Management
District (SFWMD) Permit or Early Work Permit with staff report
is required prior to development plan approval. "

RE: EAB Decision on Hideaway Beach PUD 8020(5)Amendment
i understand that Mr. Arnold will be updating the Executive Summary at your August 8, 1995
meeting to reflect the outcome of the August 2, 1995 EAB analysis on the proposed "30/20
setback" amendment to PUD 80-20(5). However, since the EAB analysis disagreed with staff's
recommendation, t felt that you might be interested in having this information for your review
prior to the August 8th meeting.
Briefly,the T=AB voted 4 to 0 to pass a motion which I will paraphrase as requesting the Board of
County Commissioners to deny the amendment to PUD 80.20-(5) because of environmental
concerns including beach erosion and storm damage risk from the "30/20 setback"proposal. In
addition, the motion requested that the Board of County Commissioners direct staff to explore
more environmentally sensitive alternatives to the "30/20 setback" proposal. This
recommendation was based upon the scientific evidence that was presented.

Re: Your letter of August 4, 1995 .
Dear Chris:
Thank you for providing the EAB result regarding the amendment to
PUD 80-20 (5) , Hideaway Beach. Although the 30-20 setback proposal
may not be the solve all for the environmental approach, the strict
application of a 50 foot setback creates non-conforming structures,
both principal and accessory. Somehow we are going to have to seek
a balance between protecting an existing beach dune system if it is
being impacted, but still allowing for people to rebuild their homes
and decks should they be affected by a severe storm. Therein lies
the decision that this Board will have to make and I appreciate the
concern and efforts put forth by the Environmental Advisory Board on
this matter.

4 . 1 PURPOSE
The purpose of this section is to set forth the development
plan and development standards for the areas designed as Tract
B, and Tract R, Tracts G, H, K, L, M, and N, Open Space, on
the PUD Master Plan, Exhibit "A" . The primary function and
purpose of this tract is to provide lake, open space, and
recreational facilities. If any vegetation is remove within
Tracts H, K, L, M or N, it shall be provided elsewhere within
the PUD to maintain the required twenty-five percent (25%)
retained native vegetation. All rimae vegetation has been

If gopher tortoise burrows (active, inactive and/or abandoned)
are located on site, they shall be indicated on the Site

and/or permits from Florida Game and Fresh Water Fish
Commission (if appropriate) shall be submitted to Project

The conservation/preserve tract shall be recorded on a rcplat
