(Motion) "Based on the scientific evidence presented
to this board today I would like to make a motion that
the Board of County Commissioners (BCC) deny the
amendment to PUD-80-20 (5) because of the potential for
environmental degradation and also because of the
uncertainties raised concerning beach erosion and risk
from storm damage that could result from this
amendment and to add to that motion I'd like to also
recommend that the BCC direct staff to explore other
alternatives to the 30/20 amendment that are more
environmentally sensitive. (tape #4 , 107)
Mr. Hermanson and Mr. Foley abstained from the vote
due to conflicts of interest.

II. LOCATION:
Located on the south side of Golden Gate Blvd. approximately one
mile east of Isle of Capri Blvd. (County road 951) , in Section 11,
Township 49 South, Range 26 East, Collier County, Florida.
III. PROJECT DESCRIPTION:
The applicant proposes to build a twenty (20) acre community park
immediately west of Big Cypress Elementary School in the Golden
Gate Estates. Proposed improvements include ball fields, tennis
courts, sports pavilion, weather shelters, maintenance facility,
children's play area and parking lot.

Report on the Wildlife Survey of "Golden Gate Estates Park"
prepared by Jeff Moore, Landscape Architect, dated March 27, 1995.
Estates Community Park, Phase I construction plans; prepared by
Agnoli, Barber & Brundage, Inc. ; dated May 23 , 1995, as revised.
IV. STAFF COMMENTS:
Water Management:
The proposed water management system for the park will include the
park site and entry parcel, the existing school property and
approximately 75 acres of off-site drainage area.

The entry road parcel will be connected into the park drainage
system and be routed through the park to a bubbler structure
within the existing perimeter ditch. This ditch will remain to
service the existing off-site drainage needs. The off-site
drainage flowing eastward from Webber Boulevard in swales on both
sides of 1st Avenue, will be directed south along the western
perimeter of the school's property into the existing perimeter
ditch.
The overall system will utilize the existing detention area south
of Big Cypress Elementary School and a proposed detention area in
the southwest corner of the park property. The off-site
stormwater discharge will be through a control structure located
at the existing Big Cypress School discharge point. Post
construction discharge will be limited to 0. 06 cfs/acre.
Environmental:
The subject property is basically a pine flatwoods with openings
and trails scattered throughout the site. Dominant vegetation
includes slash pine (Pinus elliottii) , coco-plum (chrysobalanus
icaco) , cypress (Taxodium sp. ) , cabbage palm (Sabal palmetto) , saw
palmetto (Serenoa repens) , myrsine (Myrsine floridana) , dahoon
holly (Ilex cassine) , muscadine grape (Vitis munsoniana) , poison
ivy (Toxicodendron radicans) and blue maidencane (Amphicarpum
muhlenbergianum) .
No jurisdictional wetlands occur on the parcel as determined by
the South Florida Water Management District (SFWMD) and U. S. Army
Corps of Engineers (ACOE) . The petitioner reports no evidence of
any endangered, threatened or species of special concern on the
subject property.
A review of the index maps of historical/archaeological
probability of Collier County, Florida, reveals no archaeological
or historical site likely to be present within the project area.
V. RECOMMENDATIONS:
Staff recommends approval of Final Site Development Plan
SDP-95-033 , "Golden Gate Estates Community Park" with the
following stipulations:
Water Management:
1. A copy of the South Florida Water Management District (SFWMD)
Permit Modification shall be submitted prior to final site
development plan approval.

BLAIR A. FOLEY
Project Manager, Civil/Environmental Engineer
EXPERIENCE
Mr. Foley has over 12 years of engineering experience with governmental and private
enterprise. As Project Manager for Coastal Engineering Consultants, Inc., for the last 7
years, Mr. Foley's responsibilities include preparation of contracts and financial
information, marketing and management of numerous environmentally sensitive civil
projects, requiring coordination of local, state and federal permits. Mr. Foley regularly
provides project presentations before the Planning Commission and Board of County
Commissioners. Within the last year, Mr. Foley has managed the design and construction
of four subdivisions totaling 100 acres, and within the same stormwater basin. This
required computing the sizes of new basins, computer routing design storms through the
proposed facilities, design of the appropriate erosion control parameters and evaluating
the effect of flood conditions on the new portion of the basin as well as the existing basin.
The computer analysis of the combined system was completed using SCS runoff
methodology and hydrodynamic routing approved by the South Florida Water
Management District (SFWMD).
Duties as a Staff Engineer include planning/engineering of residential, commercial,
industrial and coastal projects. Traffic Impact Statements and roadway infrastructure
computations were prepared as required. Preparation of civil design plans and
environmental studies for submittal to the required governmental agencies for final
construction approval. Plan design with the use of Computer Aided Design (CAD).
As a Design Engineer for Wilson, Miller, et al, duties included all phases of engineering
associated with land development including water management and wetland feasibility
studies, permitting with emphasis on surface water resources and environmental
jurisdictional issues, computer modeling of utility/roadway systems and mapping with
CAD.
As Chief Environmental Engineer for Hillsborough County Environmental Protection
Commission, duties included program development and implementation, county rule
derivation for mobile sources of air pollution, quantitive source emission inventory, traffic
impact statement preparation and supervision of environmental specialists.
