That area shall be represented on the "Retained Native Vegetation Plan" as part of the 100% native vegetation category, or as previously approved buffers that upon inspection have provided at a minimum 50% of the area with native vegetation of all three strata. Label the Retained Native Vegetation Plan as Exhibit "C". 3. Add to section 5 "Natural Area" : 5.3 REQUIRED ACREAGE: A minimum of 56 acres of Natural area shall be designated to fulfill the twenty-five percent (25%) retained native vegetation requirement. Together, the lands within PUD-94-9 and DRI-93-1 will be known as the Pelican Marsh Community. The petitioner proposes single family and multi-family housing, golf courses, an activity center, a cultural center, a stormwater management system and preserve areas. STAFF COMMENTS: Water Management: The Pelican Marsh water management system lies within two drainage sub-basins of the Cocohatchee River Basin. The Pine Ridge Canal basin which discharges into the Pine Ridge Canal and the Airport Road North Canal basin which discharges into the Airport Road North Canal. The extreme eastern portion of Pelican Marsh drains north into the Immokalee Road Canal. The Cocohatchee River is the receiving waters for both the sub-basins. Discharge into the Pine Ridge Canal will be limited to a rate of 0. 15 cfs/acre and discharge into Airport Road North Canal and Immokalee Canal will be limited to a rate of 0.4 cfs/acre. Lakes and wetland areas will provide the required water quality and quantity storage volume on site. Storm sewers, swales and overland flow will convey runoff to the storage areas. Environmental: The site contains 1, 087± acres of farm fields and native vegetation. The previously approved portion of Pelican Marsh contains 988± acres, therefore the entire site will total 2, 075± acres. The environmental section of this report deals with the 1, 087± acre addition. The portion of the site east of Airport Road consists of pine flatwoods (mesic and hydric) , areas of mixed pine and cypress, and fields presently and formerly under agricultural use (primarily row crops) . The petitioner proposes retention of 286± acres of native vegetation. This is approximately 33% of the pre-development native vegetation (excluding agricultural fields and monocultures of prohibited exotic vegetation) . There are 91. 8± acres of Collier County jurisdictional wetlands within the proposed addition to Pelican Marsh. The petitioner proposes impacts to 27 . 1± acres. Compensation for these losses is anticipated to be provided by the Cocohatchee Strand Mitigation Bank, previously approved through PUD 93-1. The addition to the northwest corner of the site contains an area of xeric oak scrub. This scrub area, along with adjacent lands, contains 75 active and 15 inactive gopher tortoise (Gopherus polyphemus) burrows. The petitioner estimates a population of 56 EAB Meeting 12/7/1994 PUD-94-9/DRI-93-1 Page 3 individuals. The petitioner proposes retention of the xeric scrub, and relocation of tortoises located outside the boundaries of the scrub area. A portion of the site is overlain with Collier County Wellfield Protection Zones. These zones will remain on the zoning maps and will not be removed with the other ST (Special Treatment) areas. V. RECOMMENDATIONS: Staff recommends approval of Planned Unit Development Petition No. PUD-94-9 and Development of Regional Impact Petition No. DRI-93-1, "Pelican Marsh" with the following stipulations: Water Management: 1. LOCATION: Sections 3 & 10, Township 49 South, Range 25 East; bounded on the west by Goodlette Road, across which is agriculturally zoned lands within the Pine Ridge subdivision; on the north by undeveloped agricultural land; on the east by the residential communities of Monterey and The Crossings, and the Pine Ridge Industrial Park; and on the south by undeveloped agricultural lands, Pine Ridge Middle School and Jaeger PUD. Orange Blossom Drive traverses the parcel in an east-west direction. I. PROJECT DESCRIPTION: The petitioner proposes to develop the 300± acre parcel with residential housing, a golf course & accessory structures, a stormwater management system, and preserve areas. The site is currently zoned A (Rural Agricultural District) with ST/WS1, ST/WS2 , ST/WS3 , and ST/WS4 overlays due to the proximity of the Coastal Ridge wellfield. STAFF COMMENTS: Water Management: The proposed surface water management system to serve the ±300 acre planned unit development will consist of two drainage areas, EAB Meeting 12/7/1994 PUD-94-10, "300 Acre Goodlette Road" Page 2 that area north and that south of Orange Blossom Drive. Lakes and open space areas will be utilized to provide the required water quality and quantity storage volumes. Storm sewers, swales and overland flow will convey run-off to the storage areas. The control elevation for both drainage areas will be 9 . 5 feet NGVD. The north drainage area will discharge through a control structure across Goodlette-Frank Road into the Pine Ridge Road Canal and flow north into the Cocohatchee River. The south drainage area will discharge through a control structure into an existing ditch along the east property line which is the headwaters of the Gordon River. Discharge from the site will be limited to a rate of 0. 15 cfs/acre. Environmental: The site is primarily vegetated by cypress wetlands (4 . 3± acres is jurisdictional to SFWMD and Collier County) , secondary growth agricultural fields, pine flatwoods, and xeric scrub. The petitioner has proposed preservation of the majority of the jurisdictional wetlands with the remainder of the native vegetation retention requirement to be made up in each Site Development Plan. Some of the scrub area is proposed to be preserved as part of the golf course tract. The petitioner reports finding 167 gopher tortoise (Gopherus polyphemus) burrows on site for an estimated population of 60 individuals. The gopher tortoise is listed as a species of special concern by the Florida Game & Fresh Water Fish Commission (FGFWFC) . The petitioner proposes relocating the tortoises outside of any limits of construction, eventually to the golf course tract. V. RECOMMENDATIONS: Staff recommends approval of Planned Unit Development Petition No. PUD-94-10, "300 Acre Goodlette Road" with the following stipulations: Water Management: 1. An Excavation Permit will be required for the proposed lakes in accordance with Division 3 . 5 of Collier County Ordinance No. 92-73 and South Florida Water Management District rules. 2 . I. PROJECT DESCRIPTION: The petitioner proposes to construct a gravel surfaced parking lot at the southernmost boundary of the existing facility. The chosen layout will minimize impacts to the existing native vegetation on-site and maximize the existing areas of open space. All native vegetation that can be successfully transplanted will be incorporated into areas where there is little vegetation or into areas which will become cleared once exotic vegetation is removed. Environmental: The expansion of the parking lot at Barefoot Beach Preserve will impact approximately 1. 25 acres of the Park. The petitioner has defined a boundary around 2 . 9 acres and will be responsible for exotic removal within this boundary as part of the approval for the parking lot expansion. EAB Meeting 12/7/1994 ST-94-4 Page 2 The vegetative community on the site would be categorized as a coastal scrub with cabbage palm (Sabal palmetto) , sea grape (Coccoloba uvifera) , gumbo limbo (Bursera simaruba) , prickly pear (Opuntia spp. ) , Spanish bayonet (Yucca aloifolia) , wild coffee (Psychotria nervosa) and shoestring fern (Vittaria lineata) being the dominant species. Brazilian pepper (Schinus terebinthifolius) and Australian pine (Casuarina equisetifolia) were observed throughout the parcel and as a monoculture in areas along the eastern edge. The wildlife survey was conducted within the proposed area and twenty-two burrows were marked. Thirteen of these were classified as inactive, eight were abandoned and only one was considered to be active. All necessary permits from the state and or federal agencies will be obtained prior to final site development plan approval. V. RECOMMENDATIONS: Staff recommends approval of Special Treatment Development Permit No. ST 94-4 , Barefoot Beach Preserve Expanded Parking" with the following stipulations: Environmental: 1. EAB Meeting 12/7/1994 R-94-5/CU-94-17 Page 2 Environmental: The subject property is an undeveloped heavily vegetated parcel with approximately eighteen (18) acres of forested uplands dominated by slash pine (Pinus elliottii) , live oak (Quercus virginiana) , cabbage palm (Sabal palmetto) and saw palmetto (Serenoa repens) . An old drainage ditch runs through the property covering approximately one-third of an acre. This entire ditch will be filled in which will have no adverse affect on the water management or drainage of the property. During a site visit conducted by the Natural Resources Department, two active gopher tortoise burrows were observed. Proper precautions will be taken prior to construction to ensure that no harm is done to the tortoise. They will either be protected by fencing or by being relocated. The project proposes to retain most of the oak trees on-site and many of the larger pines. V. STAFF COMMENTS: Water Management: The Wilshire Lakes, Phase Three (Keystone Village) water management system is designed to retain the 25-year, 3-day storm event and will have zero discharge. The absence of a legitimate outfall, and an unwillingness to effect the existing Wilshire Lakes water management system and South Florida Water Management District (SFWMD) permit (No. 11-00864-S) necessitates on-site retention. The 4 . 10 acre on-site lake (21% of the project area) is large enough to retain all surface waters with acceptable flood elevations. The water management system for the Keystone Village property generates a peak stage of 12 . 90 ft. NGVD during the 25-year, 3-day storm event for the 19 . 69 acre drainage area. A berm at elevation 12 . 90 ft. NGVD will be constructed at the perimeter of the project to retain the 25 year storm waters. Upon reaching the 25-year flood elevations, the lake will be designed to discharge to an uncontrolled wetland area to the northwest. Environmental: Wilshire Lakes PUD is located at the northwest corner of Vanderbilt Beach Road and I-75. The parcel covers two hundred sixteen (216) acres of land and the proposed change is for an addition of thirty (30) acres to the north. Approximately eight acres of the thirty are jurisdictional wetlands which will be placed under a conservation easement with protective covenants. The balance is comprised of pine flatwoods with slash pine (Pinus elliotii) , cabbage palm (Sabal palmetto) , laurel oak (Quercus laurifolia) , dahoon holly (Ilex cassine) , saw palmetto (Serenoa repens) , wax myrtle (Myrica cerifera) , myrsine (Mvrsine floridania) and stopper (Psidium longipes) as the typical canapy and understory vegetation. No protected animal species were observed on-site. Protected plant species will be preserved wherever possible and efforts will be made to transplant them into preserve areas. V. RECOMMENDATIONS: Staff recommends approval of Planned Unit Development Petition No. PUD 94-8 , "Wilshire Lakes PUD" with the following stipulations: Water Management: There are no additional comments from the water management standpoint. That area shall be represented on the "Retained Native Vegetation Plan" as part of the 100% native vegetation category, or as previously approved buffers that upon inspection have provided at a minimum 50% of the area with native vegetation of all three strata. Add to section 5 "Natural Area" : 5. 3 REQUIRED ACREAGE: A minimum of 56 acres of Natural area shall be designated to fulfill the twenty-five percent (25%) retained native vegetation requirement. That acreage shall be platted as conservation easements and placed under protective covenants . 4 . Revise 7 . 10 B to read " Fifty-six and one tenth (56. 1) acres. . . " 5. Revise the three exhibit maps so that they are not in conflict with each other. Currently they do not depict the same uses for the areas that are shown as 100% retained native vegetation on "Exhibit C" . In a half dozen areas of the PUD there are contradictions of land use from Exhibit "A" to Exhibit "B" to Exhibit "C" .
