LOCATION: The subject property is an undeveloped 17.7 acre parcel located on the south side of Immokalee Road approximately one mile east of U.S. 41 in Section 26, Township 48 South, Range 25 East, Collier County, Florida. III. DESCRIPTION OF SURROUNDING PROPERTIES: ZONING DESCRIPTION N - PUD (North Naples Medical Park) Under Construction S - Public Use (North Naples Community Park) Developed E - Agricultural Undeveloped W - Industrial Undeveloped IV. PROJECT DESCRIPTION: Southwest Professional Health Park is a 17.7 acre professional health park with a variety of medical related uses, Stormwater Management lake and preserve area. Southwest Professional Health Park Environmental Impact Statement prepared by Boylan Environmental Consultants, Inc., dated September 3, 1996. V. STAFF COMMENTS: Water Management: The site is located on the south side of Immokalee Road between two tributary canals of the Cocohatchee River. The discharge point is at the N.E. corner into the canal bordering the east property line. Water quality retention and peak flow attenuation is provided by a 2.3 acre on-site lake. The SFWMD is not exerting jurisdiction over the surface water management of this site. Environmental: The subject property is an undeveloped 17.7 acre parcel located on the south side of Immokalee Road approximately 1/4 mile east of Goodlette-Frank Road. Habitats on site include scrubby flatwoods, pine flatwoods, oak/cabbage palm hammock and disturbed land. The pine and scrubby flatwoods have a fairly open pine canopy with saw palmetto and wire grass dominating the understory. A mid-story of scrub oaks are found in the scrubby flatwoods. See attached plant list for additional species found on site. Very little exotic vegetation is present on the subject property. Wetlands on site consist of a .21 acre hardwood hammock located in the northeast corner of the site. This hammock is part of the Cocohatchee River floodplain and will be preserved in its entirety. Gopher tortoises (Gopherus polyphemus) were the only listed wildlife species found on the subject property. A total of six active, three inactive and four abandoned burrows were identified. The gopher tortoise is listed as a species of special concern by the Florida Game and Fresh Water Fish Commission (FGFWFC). The petitioner proposes relocating EAB Staff Report .November 6, 1996 No. PUD-89-5(1) Page 3 the tortoises to the open space areas on site. No protected plant species were observed by the petitioner. Current Planning staff have reviewed the petition and have determined that the site is not located within an area of historical probability as depicted on the historical/archaeological probability maps for Collier County. VI. RECOMMENDATIONS: Staff recommends approval of No. PUD-89-5(1) "Southwest Professional Health Park" with the following stipulations: Water Management: 1. Applicant shall submit a detailed site plan and water management computations to Collier County Development Services for review and approval prior to construction. Environmental: 1. Delete Sections 4.6(1), (2), (3), (4), (6), (7) and (9) from the PUD document. 2. Add the following stipulations to Section 4.6 of the PUD document: a. An appropriate portion of the native vegetation shall be retained on site as required in Section 3.9.5.5.4 CCLDC, as amended. b. Environmental permitting shall be in accordance with the state of Florida Environmental Resource Permit rules and be subject to review and approval by Current Planning Environmental Review Staff. Removal of exotic vegetation shall not be counted towards mitigation for impacts to Collier County jurisdictional wetlands. c. All conservation areas shall be designated as conservation/preservation tracts or easements on all construction plans and shall be recorded on the plat with protective covenants per or similar to Section 704.06 of the Florida Statutes. d. Buffers shall be provided around wetlands, extending at least fifteen (15) feet landward from the edge of wetland preserves in all places and average twenty-five (25) feet from the landward edge of wetlands. Petitioner shall comply with the guidelines and recommendations of the Florida Game and Fresh Water Fish Commission (FGFWFC) regarding potential impacts to protected wildlife species. f A habitat management plan for gopher tortoises shall be submitted to Current Planning Environmental Staff for review and approval prior to Final Site Plan/Construction Plan approval. Locations of gopher tortoise burrows and gopher tortoise relocation areas shall be indicated on the final construction plans. g. An exotic vegetation removal, monitoring, and maintenance (exotic-free) plan for the site, with emphasis on the conservation/preservation areas, shall be submitted to Current Planning Environmental Review Staff for review and approval prior to final site plan/construction plan approval. 3. Amend Section 4.6(5) of the PUD document to read as follows by deleting the strike through language• Petitioner shall preserve the small oak/cabbage palm hammock located in the northeast corner of the property and shall adjust the site plans accordingly. Box 1249 Bartow, FL 33831-1249 RE : SR 951-Mainsail Drive Box Culvert Weir Follow Up Dear Mr. Hunt : Thank you for setting up the 10/24/96 meeting to follow up on water levels and conditions subsequent to the 9/12/96 lowering of the weir height . At the meeting, Mr. Saverese of Rookery Bay, reported on the influence of weir lowering on Mcllvane Marsh water levels and salinity levels in Mcllvane Creek. Additionally, the October 21, 1996 memo on water level monitoring at Marco Shores, from Mr. Hatcher of the Collier County Natural Resources Department, was also reported and discussed. Based on the information available it was generally concluded that lowering the weir height has had no effect upon water quality within Mcllvane Creek or Mcllvane Marsh. It was also concluded that the weir height reduction has had little to no impact on water elevation in the Port Au Prince canal system. Within the limits of the available data, understanding that the 9/12/96 weir height reduction has had no apparent impact on water levels in Port au Prince, and given that the rainy season is essentially over, the weir elevation will be returned to its original control elevation on October 31, 1996 . Additionally, the four agencies charged with developing a management plan for the SR 951 culverting system have committed to developing that plan by April 1, 1997 . To that end the next meeting on the management plan will be held on 11/26/96 at Rookery Bay headquarters . For that meeting, Mr. Tears has committed to analyzing the Northward water flow along SR 951 and his agency' s ability to develop a water flow model for the area. At this meeting representatives of Rookery Bay, Collier County Natural Resources and Stormwater Management, South Florida Water Management District/Big Cypress Basin, and FDOT will initiate the development of long range monitoring and operational plan for the SR 951 culverting system.
