Vanderbilt Pines is a proposed 320 acre residential community with 800 residential
dwelling units (single and multi-family), 18-hole golf course, water management lakes and
preserve areas.

V. STAFF COMMENTS:
Water Management:
The purposed water management system for Vanderbilt Pines PUD utilizes on-site wet
detention with outfalls to the 951 Canal and the Cypress Canal.
The surface water runoff will be swaled and/or piped to the numerous lakes proposed on-
site. On-site detention will be provided in the lakes and green areas. The lakes will be
interconnected based on the two existing water management basins on the site.
The northwest portion of the project located within the 951 Canal Basin will discharge
into an existing drainage canal on the south side of the parcel which interconnects with the
951 Canal. Since the 951 Canal connects to the Cocohatchee Canal, a discharge rate of
0.04 cfs/ac will be utilized pursuant to Collier County and SFWMD requirements.
The remainder of the project falls within the Cypress Canal Basin and will be
interconnected with a single discharge to the existing swale system along Vanderbilt
Beach Road Extension with eventual connection to the Golden Gate Canal. The discharge
rate will be limited to 0.15 cfs per acre pursuant to Collier County Ordinance 90-10.
The control elevation for the lakes will be set to hydrate the wetlands on-site as required.
The on-site wetlands will be placed in conservation easements and preserves as part of the
water management system.

Environmental:
Vegetation on the subject property consists of pine flatwoods, palmetto prairie,
pine/cypress forests and disturbed land. A list of plants seen during staff's site visit is
included with this staff report.
22.78 acres of Collier county jurisdictional wetlands occur on the subject property.
Approximately 2% (.50 acres) of these wetlands will be impacted by the proposed project.
These impacts are a result of placing a berm through the outer edge of the wetlands and
incorporating them into the water management system.
Fox squirrels were the only listed wildlife species sited by the petitioner on the subject
property. There were no fox squirrel nests found on site. The species survey data sheet
near the end of the Environmental Impact Statement identifies the species targeted during
the survey.
A review of the historical/archaeological probability maps for Collier County indicate no
archaeological or historical sites to be located within the project area.
VI. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition No. PUD-96-
8,Vanderbilt Pines PUD with the following stipulations:
Water Management:
1. A copy of the SFWMD Surface Water Permit with staff report is required prior to
construction plan approval.
2. A copy of the SFWMD Right-of-Way Permit shall be submitted prior to final
construction plan approval.
3. An Excavation Permit will be required for the proposed lakes in accordance with
Division 3.5 of Collier County Ordinance No. 92-73 and SFWMD rules.
4. Existing off-site flows shall be routed through or around the project.
Environmental:
1. The Native Preserve Plan shall be included in the list of exhibits in the PUD document.

IV. PROJECT DESCRIPTION:
Pelican Strand is a 375 acre expansion to the existing 199
acre Regency Village PUD/DRI . The project includes 680
residential dwelling units, 30 acre commercial tract, 18
hole regulation golf course, water management lakes and

preserve areas . The project also lists 181 . 5 acres as
future development .

V. STAFF COMMENTS:
Environmental :
Vegetation within the PUD expansion area consists of pine
flatwoods, cypress forest, freshwater marsh, fallow crop
land and disturbed areas . A list of plants seen by staff
during a site visit to the subject property is included with
this staff report .
Approximately 149 acres of native habitat presently exist
within the PUD expansion area. To comply with Section
3 . 9 . 5 . 5 . 3 of the Collier County Land Development Code,
Twenty-Five percent (37 acres) of this native area will need
to be preserved.
A plant and animal survey was conducted on the 375 acre
addition to the previously approved 199 acre PUD/DRI . No
listed species were observed during the survey. The species
survey sheet in the Environmental Impact Statement
identifies wildlife/vegetation targeted by the petitioner.
Big Cypress fox squirrels are known to occur within the
previously approved PUD.
The PUD expansion area contains 57 . 6 acres of Collier County
jurisdictional wetlands . Approximately 55 acres of these
wetlands occur within the areas labeled for future
development . These areas will be subject to another PUD

amendment in the future . No wetland impacts are proposed at
this time .
A review of the historical/archaeological probability maps
for Collier County indicate no archaeological or historical
sites to be located within the project area.
Water Management:

Dry pretreatment may be required in the commercial areas and
will be handled on a case by case basis as the tracts
develop.
The lakes will be interconnected with a single discharge
structure connecting to the Cocohatchee Canal at the
southeast corner of the project . The discharge will be
limited to 0 . 04 cfs per acre to meet south Florida Water
Management District (SFWMD) and Collier County requirements .
The control elevation for the lakes will be set to hydrate
the wetlands on-site . The on-site wetlands will be placed
in conservation easements and preserves as part of the water
management system.
VI . RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development
Petition No. PUD-96-11, Pelican Strand PUD with the
