revised stipulations.
STIPULATIONS:
Water Management:
1. An Excavation Permit will be required for the
proposed lakes in accordance with Division 3 . 5 of
Collier County Ordinance No. 92-73 and South
Florida Water Management District rules.
2 . A copy of South Florida Water Management District
Permit or Early Work Permit is required prior to
construction plan approval.
3 . The plat for "300 Acre Goodlette Road PUD" shall
indicate a minimum fifteen foot (15' ) maintenance
access easement along the south property line.
4 . The existing fifteen foot (15' ) maintenance
easement along the east property line shall be
kept open for equipment travelway.
Environmental:
1. Revise section 2 . 15 of the PUD document to require
delineation of retained native vegetation at the
Preliminary Subdivision Plat. Environmental Staff
believes that xeric scrub is of sufficient rarity

in Collier County as to warrant retention of as
much as possible on this site. (Collier County
Natural Resources Department reports that in 1993
there were 546± acres of xeric scrub in Collier

petitioner proposes retention of 25% of each SDP,
and while this may retain some scrub, a maximum
amount of this habitat could be retained if
delineated at the preliminary subdivision plat
stage.
2 . Revise section 2 . 16 of the PUD document to
indicate that the ST/WS overlays shall remain in
place unless altered or removed according to the
provisions of the Groundwater Protection
Ordinance.
3 . Revise section 5. 2 .0 of the PUD document to read
"Water management facilities as approved by the
SFWMD and Collier County. . . "
4 . Add a statement to Section II "Project
Development" of the PUD to indicate that listed
species on site shall be protected according to

MOTION: Made by Mr. Saadeh, seconded by Mr. Wilkison and
carried 7/0, to approve Commercial Excavation Permit
No. 59.309 with Staff's stipulations.
STIPULATIONS:
Water Management:
1. The excavation shall be limited to a bottom
elevation of -13 . 5' NGVD. The submitted plans
indicating a greater depth are incorrect. All
disturbed areas for lake excavation shall be
excavated to a minimum elevation of -6. 0' NGVD
with proper side slopes as per ordinance.
2 . Excavated material from the lakes shall not be
removed from the property until appropriate road
impact fees, based on a site specific impact
statement to determine the lane impacts per
Ordinance No. 85-55, have been paid. Off-site
removal of material shall be subject to "Standard
Conditions" imposed by the Transportation Services
Division in document dated 5/24/88 (copy
attached) .
3 . A lake littoral zone shall be created and planted
as required by Section 3 . 5.7. 2 . 5 of the Land
Development Code and shall be above and beyond the
lake bank mitigation/restoration required by the
South Florida Water Management District (SFWMD)
and shall be based on the length of lake bank not
including the mitigation areas.
4 All provisions of Collier County Ordinance No.
91-102 , Division 3 . 5 shall be adhered to.
5. Absolutely no dewatering will be permitted.
6. No blasting will be permitted unless issued a
separate permit by Collier County Engineering
Review Services.
7 . If trees are to be removed as a result of the
excavating operation, a Vegetation Removal Permit,
required by Ordinance No. 91-102 , as amended,
Division 3 . 9 shall be obtained from Collier County
Planning and Technical Services before work shall
commence.

8 . A 20 ft. maintenance easement shall be provided
around the perimeter of the lake and a 20 ft.
access easement to it shall be provided from a
public right-of-way. The easement shall be
provided to Collier County, however, maintenance
will be provided by the applicable homeowner's
association.
9. Stockpiling shall be limited to those areas shown
on the Plan of Record. If the excavation
operation is discontinued for sixty (60) calendar
days, the remaining stockpiles shall conform to
the following criteria:
a. The side slopes shall not be steeper than 4 : 1.
b. The stockpile shall be stabilized by seed and
mulch.
c. If the stockpile exceeds 4 feet in height, 4
foot high fencing shall be provided.
10. A South Florida Water Management District (SFWMD)
permit shall be obtained prior to issuance of this
excavation permit.
11. In order to ensure a minimum eighty percent (80%)
coverage of littoral zone planting areas, a
performance guarantee, based on a cost estimate to
replace the original installed littoral zone
plants, will be required upon completion and
acceptance of the excavation (LDC 3 . 5.7.2 . 5) .

COMMENTS: Ms. Straton brought up this item for discussion.
Mr. Hermanson requested staff to provide information on
the combination of EAB and EPTAB advisory boards.
Specifically a letter which was sent to BCC under Mr.
Hermanson's signature the last time the combination of
boards was considered (5/1993) .
An item: Elimination/Combination of EAB and EPTAB will
be placed on the next EAB agenda.

II. LOCATION:
Sections 3 & 10, Township 49 South, Range 25 East; bounded on the
west by Goodlette Road, across which is agriculturally zoned lands
within the Pine Ridge subdivision; on the north by undeveloped
agricultural land; on the east by the residential communities of
Monterey and The Crossings, and the Pine Ridge Industrial Park;
and on the south by undeveloped agricultural lands, Pine Ridge
Middle School and Jaeger PUD. Orange Blossom Drive traverses the
parcel in an east-west direction.
I. PROJECT DESCRIPTION:
The petitioner proposes to develop the 300± acre parcel with
residential housing, a golf course & accessory structures, a
stormwater management system, and preserve areas. The site is
currently zoned A (Rural Agricultural District) with ST/WS1,
ST/WS2 , ST/WS3 , and ST/WS4 overlays due to the proximity of the
Coastal Ridge wellfield.

IV. STAFF COMMENTS:
Water Management:
The proposed surface water management system to serve the ±300
acre planned unit development will consist of two drainage areas,

that area north and that south of Orange Blossom Drive. Lakes and
open space areas will be utilized to provide the required water
quality and quantity storage volumes. Storm sewers, swales and
overland flow will convey run-off to the storage areas. The
control elevation for both drainage areas will be 9 . 5 feet NGVD.
The north drainage area will discharge through a control structure
across Goodlette-Frank Road into the Pine Ridge Road Canal and
flow north into the Cocohatchee River. The south drainage area
will discharge through a control structure into an existing ditch
along the east property line which is the headwaters of the Gordon
River. Discharge from the site will be limited to a rate of 0. 15
cfs/acre.
Environmental:
The site is primarily vegetated by cypress wetlands (4 . 3± acres is
jurisdictional to SFWMD and Collier County) , secondary growth
agricultural fields, pine flatwoods, and xeric scrub.
The petitioner has proposed preservation of the majority of the
jurisdictional wetlands with the remainder of the native
vegetation retention requirement to be made up in each Site
Development Plan. Some of the scrub area is proposed to be
preserved as part of the golf course tract.
The petitioner reports finding 167 gopher tortoise (Gopherus
polyphemus) burrows on site for an estimated population of 60
individuals. The gopher tortoise is listed as a species of
special concern by the Florida Game & Fresh Water Fish Commission
(FGFWFC) . The petitioner proposes relocating the tortoises outside
of any limits of construction, eventually to the golf course
tract.
V. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition No.
PUD-94-10, "300 Acre Goodlette Road" with the following
stipulations:
Water Management:
1. An Excavation Permit will be required for the proposed lakes
in accordance with Division 3 . 5 of Collier County Ordinance
No. 92-73 and South Florida Water Management District rules.

Section 34 , Township 50 South, Range 26 East and Section 3,
Township 51 South, Range 26 East, Collier County, Florida,
generally bounded on the northeast by land zoned A/PU and A/ST
containing a "reservoir" which is the Marco Island raw water
supply; on the northwest by the right-of-way of County Road 951;
on the southwest my miscellaneous parcels fronting U. S. 41
(Tamiami Trail) zoned C-3/ST, A-2 , C-1/ST and A; and on the
southeast by land zoned A and Henderson Creek.
III. PROJECT DESCRIPTION:
The petitioner proposes to excavate two lakes, a total of 20. 5
acres, that will ultimately become the water management
retention/detention areas for the Woodfield Lakes PUD.
Please refer the the attached "Woodfield Lakes - Chronology of
Events & Correspondence" .
The original rezone on this site was started in 1983 . The
original lake excavation permit application was approved in 1987.
The project has been reviewed by applicable agencies.

IV. STAFF COMMENTS:
Water Management:
The proposed lakes lie immediately southeast of the Marco Island
raw water supply, and immediately west of Henderson Creek.
Henderson Creek is the point of discharge for the lake system.

There was some concern during the original permitting process that
the new lake might impact water levels or quantity in the existing
lake. A more probable scenario is that the substantial water
withdrawals from the pit might drop water levels at the Woodfield
Lakes such that the dry season water levels are artificially
lowered. For that reason Staff concurs with allowing excavation
to 18. 5' below the control elevation of 5. 0 NGVD, as allowed by
the fetch formula.
The history of this project as cited in the "Chronology of Events
& Correspondence" leads Staff to recommend that it is in the best
interest of Collier County to have this excavation completed and
brought into conformance with County standards.
V. RECOMMENDATIONS:
Staff recommends approval of the Renewal of Commercial Excavation
Permit No. 59 . 309, "Woodfield Lakes" with the following
stipulations:
Water Management:
1. The excavation shall be limited to a bottom elevation of
-13 . 5' NGVD. All disturbed areas for lake excavation shall be

"STANDARD CONDITIONS"
EXCAVATION PERMIT APPLICATIONS INVOLVING
OFF-SITE REMOVAL OF MATERIAL
The intent of these "Standard Conditions" are to provide excavation
permit applicants a summary of conditions which may affect their
projects and which should be taken into consideration during all
stages of project development:
1. Haul routes between an excavation site and an arterial road
shall be private with property owner(s) approval or be a public
collector road built to standards applicable to handle the
resulting truck traffic. Where residential areas front
collector roads, appropriate turn lanes, buffer and bikepath
shall be required as minimal site improvements and if
recommended for approval, shall be so with the condition that
the Transportation Services Administration reserves the right
to suspend or prohibit off-site removal of excavated material
should such removal create a hazardous road condition or
substantially deteriorate a road condition; such action by the
Transportation Services Administration shall be subject to
appeal before the Board of County Commissioners.
2 . Haul routes utilizing public roads shall be subject to road
maintenance and road repair or an appropriate fair share by the
permittee in accordance with Excavation Ordinance No. 92-73 and
Right-of-Way Ordinance No. 82-91.
3 . Off-site removal of excavated material shall be subject to
Ordinance No. 92-22 (Road Impact Ordinance) . A traffic and
road impact analysis shall be made by the County to determine
the effects that off-site removal of excavated material will
have on the road system within the excavation project's zone of
influence. If appropriate, road impact fees in accordance with
Ordinance No. 92-22 shall be paid prior to the issuance of an
excavation permit.
4 . The Transportation Services Administration reserves the right
to establish emergency weight limits on public roadways
affected by the off-site removal of excavated material; the
procedure for establishment of weight limits shall be the
presentation of an applicable resolution before the Board of
County Commissioners. Should weight limits be instituted, the
permittee shall be responsible to implement measure to assure
that all heavy truck loadings leaving the permit's property
conform to the applicable weight restriction.
5. The Excavation Performance Guarantee shall apply to excavation
operations and also the maintenance/repair of public roads in
accordance with current ordinances and applicable permit
stipulations.
