STIPULATIONS:
Water Management:
1. For purposes of maintenance and safety, slopes
shall not be steeper than 4:1. Construction plans
shall reflect this requirement.
2. Petitioner shall include a specific statement and
grant an easement on the final subdivision plat
that provides for a discharge from Bayshore
Corners site to this project.
Environmental:
1. Wetland preserves shall be surveyed, field
verified and approved by Project Review Services -
Environmental Staff prior to construction plan
approval and shall be recorded as conservation
easements on the final plat. Protective covenants
relating to said conservation easements shall be
according to or similar to Section 704.06 Florida
Statutes.
2. Control structures shall be set using both
biological indicators and engineering data.
Petitioner shall provide reasonable assurance for

both the uncontrolled and controlled wetland
preserve areas, that successful restoration,
preservation, and/or enhancement of wetlands will
be accomplished and maintained.
3. A note on the construction plans shall indicate
that in addition to any barricading required by
County Code, adequate fluorescent fencing and
turbidity screening shall be placed around the
cypress area during infrastructure construction to
ensure that construction traffic/materials do not
directly or indirectly impact the preserve.
4. Prior to construction plan/plat approval, a letter
of no objection or management plan from Florida
Game and Fresh Water Fish Commission regarding the
proposed project as it affects the southern bald
eagle, shall be submitted for review to Project
Review Services - Environmental Staff.
5. Exotic vegetation, as defined by County Code,
shall be removed from the site using methods
approved by County Code. An exotics maintenance
plan shall be submitted to and approved by Project
/-,\ Review Services - Environmental Staff prior to
construction plan/plat approval. The plan shall
indicate methodology, timetables, and the parties
responsible for maintaining the site exotics -
free in perpetuity.
6. Prior to construction plan/plat approval, a
management plan for the preserves, pursuant to
Collier County Land Development Code Section
3.9.5.3 shall be submitted. The plan shall
include the entity responsible for management.

STIPULATIONS:
Water Management:
1. Landscaping shall not be placed within the water
management areas unless specifically approved by
Project Review Services.
2. The proposed off-site ditch accepting discharge
from the site shall be dedicated as a drainage
easement prior to construction plans approval.
Also, documentation shall include a permit from
South Florida Water Management allowing discharge
to the I-75/D-2 canal prior to construction plans
approval.
3. Prior to construction plans approval, petitioner
shall provide an analysis on the adequacy of the
proposed down stream ditch off-site.
4. The lakes and wetland locations shall meet the
minimum 200 ft. separation criteria of the South
Florida Water Management District (SFWMD) rules

200 ft. and written confirmation to that effect is
provided to Project Review Services.

5. The water management stipulations shall be added
to Section 7.9 of the PUD document.
Environmental:
1. A twenty-five foot wetland buffer (minimum fifteen
feet, averaging twenty-five feet) shall be
provided around both isolated wetlands.
2. A conservation easement shall be placed over the
two jurisdictional wetlands including buffers
prior to final plat approval, with protective
covenants as in, or similar to Chapter 704.06 of
Florida Statutes. These easements shall be
platted.
3. The petitioner shall contact the appropriate staff
member of the Pollution Control Department, for
recommendations and or required actions regarding
the hazardous waste assessment done by Law
Engineering. The recommended testing by Law
Engineering project # TG-7909 (as submitted with
the EIS) shall be instituted. Results indicting
that no contamination exists or that any
previously existing contamination has been cleaned
up and is in compliance with County and/or State
requirements, shall be submitted to Collier County
Project Review Services and copied to Collier
County Pollution Control Department, prior to
final plat approval. (Staff will provide a copy
of the environmental assessment to Pollution
Control Department. )

ITEM: Land Development Code Amendments
COMMENTS: EAB members requested that the Staff Side Sheets of
proposed environmental amendments be forwarded to them
when available for public comment.
EAB members requested that an EAB side sheet be
forwarded to the County Attorney's Office recommending
deletion of the terms "in perpetuity" from Section
3.9. 6.6.5 and Section 3.9. 6.6.6.

EAB meeting to the issue of Environmental Inspectors
and single family landscape inspections.

COMMENTS: Proposed Land Development Code amendment concerning

Island Mobile Homesites (unrecorded) , Collier County, Florida.
III. PROJECT DESCRIPTION:
The petitioner requests approval of a Special Treatment
Development Permit for the placement of a mobile home and
accessory structures. Subject site is a 60 'x100' (±) parcel zoned
MH-ACSC/ST located within the Big Cypress Area of Critical State
Concern. The lot abuts a dredged canal which drains into Halfway
Creek and then into Chockoloskee Bay.

IV. STAFF COMMENTS:
Environmental:
The lot appears to have been created by placement of spoil from
canal dredging. It is vegetated primarily by Brazilian pepper
(Schinus terebinthifolius) with white mangroves (Laguncularia
racemosa) and red mangroves (Rhizophora mangle) along the southern
border. The lot has been filled.
Collier County Land Development Code Section 2 . 2. 24 . 3 .2 states
that site alteration within an Area of Critical State Concern
(ACSC) shall be limited to ten percent (10%) of the total site
size. An amendment is being proposed which would allow
alteration of up to twenty-five hundred (2500) square feet of the
site.

V. RECOMMENDATIONS:
Staff recommends approval of Petition No. ST-92-4 subject to the
following stipulations:
Environmental:
1. Building permit shall be issued only if the Collier County
Land Development Code (CCLDC) is amended to allow a maximum of
twenty-five hundred (2500) square feet site alteration.
2 . No mangroves shall be altered or destroyed.
3 . All exotic vegetation as defined by County Code shall be
removed from the lot and the site shall be maintained exotics
free (CCLDC Section 2 .2 . 24 . 7 . 4 . 18) .
4 . Permits or letters of no objection from the U. S. Army Corps
of Engineers, Florida Department of Environmental Regulation,
and Florida Department of Natural Resources shall be presented
prior to issuance of a building permit.
5. Upon issuance, the building permit is subject to a forty-five
(45) day appeal period by the Florida Department of Community
Affairs.

II. LOCATION:
Section 2, Township 49 South, Range 25 East; bounded on the north
by Orange Blossom Drive on the east by Yarberry Lane, on the south
by single family residential area, and on the west by agricultural
area.
III. PROJECT DESCRIPTION:
The petitioner proposes to develop a 5.87 acre tract into a PUD
for a 32 unit condominium. The 32 units are proposed to be
located in 8 multi-family buildings surrounded on all sides by an
excavated lake, thus creating an island for the building layout
area. The breakdown of the area consists of 1.69 acres of
reflecting pond, 0.40 acres of retention area, 1.92 acres of
recreation/green space area, 0.85 acres of roads and parking and
1.01 acres of buildings.

IV. STAFF COMMENTS:
Water Management:
The water management system consists of a series of dry retention
areas and a reflecting pond surrounding the entire project.

The dry retention areas will treat the runoff for water quality
and then discharge it into the proposed reflecting pond which will
be able to provide for the water quantity requirements. A
control structure will be located on the north property line and
it will discharge at a controlled volume into the Orange Blossom
Drive right-of-way. The Orange Blossom Drive drainage system
buffering this project site takes the runoff on a easterly
direction to the Yarberry Lane swale system which runs south and
eventually ends into the Gordon River Extension Basin. The
discharge rate will be controlled at 0.06 cfs/acre or 0.35 cfs.
The proposed reflecting pond will be lined, therefore preventing
any vegetation from growing. Due to this measure, the pond may
not have to be excavated to required minimum depths.
The proposed water management system has been designed to meet the
water quality and water quantity requirements of South Florida
Water Management District rules.
Environmental:
The soil types on the site include Arzell fine sand (Aa) and Keri
fine sand (Kb) . Ground elevations within the project site range
from ±9.0 to ±10.5 above mean sea level. This year's seasonal
high water elevation appeared to reach its maximum at around ±10
NGVD(s) .
Apparently the area was cleared several years ago and used for
winter vegetable farming. Since the area has remained fallow the
site has become re-vegetated with second growth, transitional
species, and exotics. Most of the site is devoid of any canopy
with the exception of a few cajeput (Melaleuca sap. ) . The
midstory on site consists of the following species: willow (Salix
caroliniana) , ludwigia (Ludwigia spa. ) , saltbush (Baccharis
halimifolia) , wax myrtle (Myrica cerifera) , and Brazilian pepper
(Schinus terebinthifolius) . The groundcover on site consists of
the following species: bulrush (Scirpus cubensis) , dog fennel
(Euaatorium capillifolium) , carpetweed (Lippia nodiflora) ,
umbrella sedge (Cyperus odoratus) , foxtail (Setaria spa. ) ,
broomsedge (Andropogon virginicus) , musky mint (Hyptis alata) ,
climbing hempvine (Mikania scandens) , water pennywort (Hvdrocotyle
umbrellata) , hornworts (Ceratophyllum sap. ) , musk grasses (Chara
sap. ) , duckweed (Spirodela sm. ) and cattail (Typha sap. ) .
The majority of the site contains wetlands which are
jurisdictional to Collier County. Note: The petitioner provided
two brief narratives, one within a letter and the second on the
site plan both dated December 6, 1991. The narratives indicated
that there are some wetland plant species on site. However a
graphic delineation of Collier County Jurisdictional Wetlands has
not been provided.

V. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition
PUD-91-9 "Cay Lagoon" with the following stipulations:
Water Management:
1. Prior to construction plans approval, an analysis of the
capacity of the Orange Blossom Drive and Yarberry Lane
right-of-way drainage systems to handle this projects
discharge, shall be provided. Any improvements deemed
necessary, shall be shown on the construction plans.
2. Reflecting pond shall be properly lined in order to prevent
any vegetation growth. Otherwise, the pond shall meet the
minimum depth requirements as stated in Division 3.5 of the
Collier County Land Development Code.
3. The pond setbacks on the west and south property line as shown
on the PUD Master Plan, Utilities and Drainage plans may be
allowed as long as the entire west and south property lines
are fenced.
4. The pond setbacks on the north and east property lines will be
determined at the time of construction plans review, through
an analysis of the AASHTO Roadside Design Guide.
Environmental:
1. Prior to final site development plan approval or final
construction plan/plat approvals, the applicant shall submit
all Federal, State, and Local jurisdictional determinations
and permits, waivers/exemption determinations that may relate
to or affect the design and layout of said final site
development plans or final construction plans/plats.
2. Jurisdictional wetlands and/or mitigation areas shall be
designated as conservation/preservation tracts or easements on
the final site development plans or final construction plans
and shall be recorded on the plat or within the public records
of Collier County, with protective covenants as per or similar
to Chapter 704.06 of the Florida Statutes.
3 . All proposed mitigation for wetland impacts to Collier County
jurisdictional wetlands shall comply with Appendix 7 of the
South Florida Water Management District rules and be subject
to review and approval by the Project Review Services
Environmental Staff.

4 . If any non-lined impervious lake(s) are being proposed there
must be, a minimum separation distance between protected
wetlands and proposed lake(s) shall be two hundred (200) feet
unless: 1) soil or other hydrological data such as lichen
lines, watermarks, etc. , clearly show that water table
elevations in the wetlands will not be adversely affected; or
2) if the control elevation of adjacent lakes is set to
correspond to elevations of the referenced biological
indicators; or 3) if the 200 foot separation distance is
waived by South Florida Water Management District.
5. The control elevation shall be established which provides
hydroperiods that reasonably assure successful restoration,
preservation, and/or enhancement of the wetlands. Control
structure elevation determination shall be supported with
engineering and biological data.
6. This project lies within Collier County Groundwater Protection
Zone W-4 . All development orders shall be in compliance with
Collier County Groundwater Protection Ordinance 91-103 at the
time of approval, to ensure the protection of the County's
groundwater resources.

Petition: Detailed Water Management Plan

II. LOCATION:
Section 31, Township 48 South, Range 27 East; bounded on the north,
east and west by rural agricultural use (A-2) property and on the
south by the Cypress Canal. The site is located approximately two
miles east of SR 951 and one mile south of CR 846 (Immokalee Road) .
III. PROJECT DESCRIPTION:
The petitioner proposes to develop a 552 acre site into two 18 hole
golf courses, with a clubhouse and a utility/maintenance area. The
subject property was rezoned to Golf Course in December 1991. The
land use consists of 12.5 acres of clubhouse and operation and
maintenance facilities, 68.3 acres of natural open space, 75.3 acres
of preserve areas, 5 acres of road right-of-way, 50.2 acres of lakes,
200 acres of golf course and 140.7 acres of preservation area
excluded from water management calculations.
At the time of rezone, this project was approved by the Water
Management Advisory Board (WMAB) for a conceptual water management
system. Since at that time the water management plans and supporting
calculations did not detail how the system would work, the petitioner
agreed to submit a detailed water management drainage plan to the
WMAB for review and approval (in this case the Environmental Advisory
Board) .

IV. STAFF COMMENTS:
The water management system consists of two (2) basins, Basin A and
Basin B. Basin A consists of 217.1 acres and Basin B consists of
194.2 acres. The two basins will be interconnected and will function
as a cascading system.
The system will work through a series of lakes, open space areas and
wetland preservations which will collect the runoff through catch
basins, storm sewer pipes and swales. An area of 140.7 acres of
wetlands will not be used for water management purposes.

However, part of the remaining 75. 3 acres will be used for water
management storage.
Two control structures are being proposed for this project. One will
be located on the south side of Lake #5 and it will have a control
elevation of 11. 5 feet NGVD in order to maintain the existing
seasonal water table on Basin B. This discharge is directed into
Lake #4 . The second control structure will be located on the south
side of Lake #1 and it will discharge into the existing Cypress
Canal. This control structure will be set at control elevation of
10. 00 feet NGVD. The Cypress Canal is part of the Golden Gate Canal
and is maintained by the Big Cypress Basin.
South Florida Water Management District approved a conceptual surface
water permit for the entire site, and a construction permit for the
golf course located on Phase I. The proposed water management system
for this project has been designed for a 25-year, 3-day storm event
with a control discharge, of 24 . 7 cfs or 0. 06 cfs/acre. The water
management system design meets the requirement of water quality and
quantity in accordance with South Florida Water Management District
rules.
V. RECOMMENDATIONS:
Staff recommends approval of Detailed Water Management Plan for "Olde
Florida Golf Club" with the following stipulations:
1. A copy of the Jurisdictional Agency(s) permit allowing the use of
wetlands for water management is required prior to construction
plan approval.
2 . The applicant shall grant a maintenance easement to South Florida
Water Management District/Big Cypress Basin over that portion of
his property which lies within the needed twenty foot (20 ' )
maintenance easement along the Cypress Canal (measured from top
of bank) , prior to construction plan approval.
3 . Any off-site drainage coming onto site shall be properly routed
through the projects water management system.

III. PROJECT DESCRIPTION:
The petitioner proposes to develop a 41.5 acre piece of land into
43 industrial lots. The project site will provide access from Old
n U.S. 41 and probably through Livingston Road when this
right-of-way gets built. The project will consist of 24. 6 acres
of lots, 4.8 acres of road right-of-way, 2.0 acres of preservation
area and 2.8 acres of Florida Power and Light (FP&L) easement.

IV. STAFF COMMENTS:
Water Management:
The historical flow in this area flows in a east-west direction
and is intercepted by the FP&L easement which is located to the
west of the on-site wetland. This wetland was formed naturally
after the power towers were constructed and water was dammed up to
the west. The drainage flows in a southerly direction after
entering the wetlands and eventually discharges into the
Cocohatchee River.
The proposed water management system will closely mimic the
existing drainage conditions of the site. It will consist of a
series of existing ditches (along the FP&L easement) and proposed
catch basins and pipes which will convey the runoff to two
existing wetland areas for storage. These two areas are located
west of the FP&L easement. After storing and filtering of the
runoff generated by this project, discharge will occur through a
control structure located in the southwest preserve. A pipe will
convey this discharge into U.S. 41 right-of-way.
The petitioner may have to make adequate improvements along
n U.S. 41, in order to provide a positive outfall to the Cocohatchee
Basin. The discharge rate is controlled at 0.06 cfs/acre or 2.49
cfs.
The petitioner will obtain a surface water permit from South
Florida Water Management District (SFWMD) prior to any
construction plans approval by the County, at which time, plans
shall clearly depict how the different preserves will be
interconnected.
The water management system meets all the requirements for water
quality and water quantity in accordance with SFWMD rules.
Environmental:
According to the Soil Survey of Collier County Area, Florida -
Sheet Number 15 revised 1/90, the soil types of the site include
Immokalee fine sand (approximately 85%) and satellite fine sand
(approximately 15%) .
The vegetation on site consists of:
palmetto prairie (FLUCCS 321) - 1 acre
pine flatwoods (FLUCCS 411) - 25.5 acres
xeric oak (FLUCCS 421) - 5.4 acres
inland ponds & sloughs (FLUCCS 616) - 2 .4 acres
pine/cypress (FLUCCS 624) - 3 .0 acres
wet prairie (FLUCCS 643) - 1.2 acres
borrow pit (FLUCCS 742) - 0.2 acre

The FLUCCS code numbers 616, 624, 643 and 742 on site have been
identified as Collier County Jurisdictional Wetlands. The FLUCCS
code number 421 on site has the most active gopher tortoise
burrows (2 out of 3) .
The petitioner has designed the project so that very minimal
impacts would occur to the Collier County Jurisdictional Wetlands
and Gopher Tortoise habitat. (See Environmental Plans of Record)
V. RECOMMENDATIONS:
Staff recommends approval of Preliminary Subdivision Plan Petition
PSP-91-22 "Railview Industrial Park" with the following
stipulations:
Water Management:
1. A letter of no-objection from FP&L allowing use of the
easement for water management conveyance shall be provided
prior to construction plans approval.
2. An FDOT right-of-way permit allowing discharge into U.S. 41
right-of-way shall be provided prior to construction plans
approval.
Environmental:
1. Prior to final construction plan/plat approvals, a contiguous
gopher tortoise habitat within the northeastern corner of the
site, specifically Lot 19, shall be designated as a gopher
tortoise preserve. This designation shall relieve the
requirement to provide a preserve/park on Lot 6.
2 . Prior to final construction plans/plat approvals, the
applicant must submit to Project Review Services Environmental
Staff all Federal and State jurisdictional determinations and
permits, waivers/exemption determinations that may relate to
or affect the design and layout of said construction plan or
plat.
3 . Prior to final construction plans/plat approvals, the
applicant must submit to Project Review Services Environmental
Staff for review and approval a gopher tortoise/scrub habitat
management plan that has been approved by Florida Game and
Fresh Water Fish Commission. The plan should include approved
preserve areas, relocation plans, methods, monitoring and
maintenance.

4 . All preserved wetlands and upland buffers, gopher tortoise
preserve areas, and mitigation areas shall be designated as
conservation/preserve tracts or easements on all construction
plans and shall be recorded on the plat with protective
covenants similar to or as per Chapter 704 . 06 of the Florida
Statutes.
5. All proposed mitigation for wetland impacts to Collier County
Jurisdictional Wetlands shall comply with Appendix 7 of the
South Florida Water Management District and be subject to
review and approval by Project Review Services Environmental
Staff. Proposed wetland mitigation shall first be considered
on site for existing gopher tortoise habitat.

II. LOCATION:
Section 10, Township 50 South, Range 26 East; bounded on the north
and west by the proposed development "Shamrock Country Club", on
the south by vacant land and on the east by CR 951. The project
site is located 5.5 miles north of the CR 951/U.S. 41
intersection.
III. PROJECT DESCRIPTION:
The petitioner proposes to rezone to PUD a 320 acre parcel into a
golf course with a maintenance area and clubhouse. A portion of
this project (240 acres) , had been previously rezoned as a PUD,
and it was known as "Arete", and included a single family
residential area, a golf course and preserve areas.
Since a large portion of the site is jurisdictional wetlands and
through permitting with the Corps of Engineers more than half of
the area had to be preserved, the plans had to be considerably
changed. Therefore, the petitioner decided to build only the golf
course and add 80 acres of area to the site in order to make the
design work.
This petition is to rezone the old PUD and the additional 80 acres
to one new PUD.
The area breakdown consists of 1.0 acre of clubhouse and
maintenance building, 13.67 acres of lakes, 5.57 acres of roads,
parking and cart paths, 112.9 acres of golf course area and other
pervious areas and 186.9 acres of area are to be preserved.

IV. STAFF COMMENTS:
Water Management:
The water management system will consist of a combination of
lakes, wetlands, swales and storm sewer pipes.
A major portion of the property has been claimed as wetlands by
the Army Corps of Engineers, and the South Florida Water
Management District. This portion which encompasses about 187
acres, will not be developed. In order to maintain the natural
hydroperiod of these wetlands, the water management system design
incorporates Best Management Practices (BMP) for that purpose.
Some of these BMP's will consist of a greater discharge rate than
allowed to maintain historic flow, a 250 foot spreader swale to
maintain sheet flow and passage to off-site drainage through the
project site.
The off-site drainage comes from the north adjacent property and
totals about 80 cfs. This flow will travel through the proposed
project site via contiguous wetland, lakes number 3 and 6 and
natural sheet flow. The water management system has been designed
to handle a portion of this flow. Due to the nature of this
project, (i.e. golf course) a portion of the water quality volume
will be contained in the golf course itself.
There will be two types of discharges. One will be located on the
southeast portion of the proposed golf course, and it will
discharge into the portion of property, which contains the
wetlands. The structure will be a 12 foot rectangular weir,
discharging 37.53 cfs, and acting as a bleed-down system for the
first one-half inch (0") of runoff in 24 hours. The other type of
discharge will be a series of small diameter pipes located around
the project in order to allow sheet flow while retaining the water
quality volume. The project engineer refers to this as a "leaky"
system, which purpose is to maintain the historic flows of this
area in order to preserve the existing wetlands.
The water management system for this project has been designed for
a 25-year, 3-day storm event with discharges to the southwest.
The water management system meets the requirements of water
quality and quantity in accordance with South Florida Water
Management District criteria.
Environmental:
The project site lies within the watershed the Rookery Bay Aquatic
Preserve. The natural drainage of the site is in a sheet flow to

the southwest across the site. Ground elevations within the
project site range from 9.0 to 11.0 feet above mean sea level.
Two years ago the season's high water elevation appeared to reach
its maximum at approximately 10.5 feet above mean sea level.
According to Exhibit B-3 the Soil Survey of Collier County Area,
Florida - Sheet Number 36 revised 1/90, the soil types of the site
include Pineda fine sand, limestone substratum (approximately
77%) , Boca fine sand (approximately 20%) , and Chobee, limestone
substratum and Dania mucks, depressional (approximately 3%) .
Most of the site contains wetland areas which consist of pine
flatwoods with hydric conditions, cypress, cypress/pine/cabbage
palm, two willow heads surrounded by Brazilian pepper and cabbage
palm. All of the FLUCCS code numbers and categories listed on the
vegetative key and topographic survey dated 2/92 (Exhibit B-2) are
considered County jurisdictional wetlands except 321-palmetto
prairies and 411-pine flatwoods where areas contain more than
fifty (50) percent pine.
The uplands on this site represent important habitat for wildlife
species. Protected species such as the red-cockaded woodpecker,
eastern indigo snake, and red rat snake have been observed on the
original 240 acre tract.
V. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition
Number PUD-92-3 . "Naples National Golf Course" with the following
stipulations:
Water Management:
1. Maximum depths of lakes shall not exceed twelve feet (12 ' )
measured from the ground. Excavation plans shall reflect this
requirement.
2 . Section 6.12.3 of the existing PUD document shall be revised
to read ". . . in accordance with Division 3.5 of the Collier
County Land Development Code and . . . . " instead of " . . . in
accordance with Collier County Ordinance No. 88-26 and . . . . ".
Environmental:
1. Rezone approval does not absolve the applicant from supplying
necessary information as required for subsequent site plan
approval (i.e. , wildlife surveys, etc. ) .
2. The applicant shall supply all wildlife surveys, wetland
jurisdictional determinations, waivers and information
required by the U. S. Army Corps of Engineers (ACOE) , South
Florida Water Management District (SFWMD) , and Florida Game
and Fresh Water Fish Commission (FGFWFC) to Project Review
Services Environmental Staff prior to the approval of any
preliminary site development plan.

3 . Design of the golf course layout, buildings and associated
structures, and infrastructure shall be adjusted to comply
with the requirements of the Army Corps of Engineers, South
Florida Water Management District and Florida Game and Fresh
Water Fish Commission.
4. The entire site including mitigation areas, except for any
approved areas designated for infrastructure, road
right-of-way, and golf course (including clubhouse,
maintenance areas, and lakes) shall be recorded on the plat as
a conservation easement with protective covenants as per or
similar to Chapter 704 .06 of the Florida Statutes.
5. Minimum separation distance between lakes and protected
wetlands shall be two hundred (200) feet unless: 1) soil or
other date such as lichen lines, watermarks etc. , clearly show
that water table elevations in the wetlands will not be
adversely affected; or 2) if the control elevations of
adjacent lakes is set to correspond to elevations of
referenced biological indicators; or 3) if the 200 feet
separation distance is waived by South Florida Water
Management District.
6. Golf course maintenance facilities or any other areas used for
storage of hazardous materials shall be covered and designed
to contain a minimum of one hundred ten percent (110%) of the
stored volume on an impervious surface.
