COMMENTS: Environmental Specialist Prynoski advised that the
proposed project is a multipurpose training faci-
lity to include a firearms range, physical training
field, special field operations training course and
other outdoor oriented training programs for the
Sheriff ' s Office. She explained that staff has

visited the site, and it appears to be a post agri-
cultural area containing old irrigation ditches.
She indicated that there is a low area in the
Southeast corner of the property and recommends
that it be incorporated into the water management
system.
Ms . Prynoski cited concerns with regard to lead
bullets being used at this facility, but noted
after discussing same with the Pollution Control
Department, she has been informed that the amount
of lead getting into the ground would not be a real
threat to the groundwater system. She pointed out
that Stipulation 2 provides that in the event that
the State or County begins to require groundwater
monitoring for lead contamination, the Sheriff 's
Office would have to comply with same.
Ms. Prynoski stated that she has no major concerns
with regard to this petition.
Gary Young, Project Coordinator of the Sheriff 's
Office, reported that he concurs with staff ' s stipu-
lations.
There were no speakers.
MOTION: Made by Mr. Turrell, seconded by Mr. Neale and
carried 3/0 to recommend approval of Petition
PU-91-4, subject to the following stipulations:
STIPULATIONS:
1 . Petitioner shall utilize the southeast wetland
as a naturally vegetated retention area to
meet stormwater retention requirements unless
otherwise required by South Florida Water
Management District .
2 . Should the State or County require groundwater
monitoring for lead contamination at the time
of development order approvals, the petitioner
shall provide a copy of the monitoring plan to
Project Review Services prior to the issuance
of said development order.

COMMENTS: Environmental Specialist Reischl stated that this
item is a request by Cellular One for a Provisional
Use for a communication tower. He explained that
staff and the petitioner are in agreement with the
stipulations. He noted that the reason this peti-
tion appears on the public hearing portion of the
agenda is due to the fact that this property is
within the Area of Critical State Concern.
Mr. Terrance Kepple, representing Cellular One
expressed concurrence with staff ' s stipulations.
He reported that the subject property is approxima-
tely 950 ' from the closest State owned lands, and
he will be providing proof of same.
MOTION: Made by Mr. Turrell, seconded by Mr. Brown and
carried 3/0, to recommend Petition PU-91-10 for
approval, subject to the following Staff
Stipulations:
STIPULATIONS:
1 . Prior to Final Site Development Plan approval,
petitioner shall :
a. Provide proof that the property is more
than six-hundred sixty (660) feet from
the boundary of the Fakahatchee Strand
State Preserve, or provide proof that the
DNR, Division of Recreation & Parks, has
been notified of the project , as spe-
cified by the Department of Natural
Resources "Greenline" designation,
surrounding state parks.
b. Submit an Exotics Maintenance Plan to
Project Review Services - Environmental
Staff for review and approval . The plan

COMMENTS: Mr . Eric Worsham stated that this project is adja-
cent to the Moon Lake project . He reported that
this was presented to the EAC in 1989 and sub-
sequent to that it has been purchased with the
intent of the new owner to construct an Affordable
Housing project . He explained that the petitioner
applied for a Zoning Amendment but the Planning
Department requested a revised site plan.
Mr. Worsham pointed out that the applicant indi-
cated the desire to add two or three units per acre
using the original Master Plan, and then the
revised Master Plan was requested and that Plan had
been revised due to the original stipulations. He
noted that the request as presented today, is to
bring the Plan back to the way it was in 1989 .
Mr. Brown questioned whether there is any problem
with the adjoining property, to which Mr . Worsham
replied that the adjoining property did not exer-
cise a good wetland preservation technique.
Environmental Specialist Polen referenced
Stipulations 3 and 4 , which address jurisdictional
wetlands and the type of management that would
occur around those areas .

In response to Mr . Neale, Ms. Polen cited that
there is some concern relative to the northeastern
corner of the property, since the wetland extends

off-site. She advised that it has not been deter-
mined as to what South Florida Water Management
District would want to do with that corner, but
staff feels that attempts should be made to have as
much storm water runoff, as possible, in that area.

MOTION: Made by Mr. Brown, seconded by Mr. Turrell and
carried 4/0, to recommend Petition PUD-89-1 (1) for
approval, subject to Staff's Stipulations as
follows:
STIPULATIONS:
1 . A minimum of twenty-five percent (25%) of the
entire site' s native vegetation shall be
retained as required by Collier County
Ordinance No. 75-21 , as amended by Ordinance
No. 89-58 . Contiguous area(s) of retention
(preservation) shall be designated on the pre-
liminary site development plan (SDP) submit-
tal .
2 . The applicant shall submit a red cockaded
woodpecker survey conducted in accordance with
the requirements of the Florida Game and Fresh
Water Fish Commission (FGFWFC) prior to the
preliminary SDP submittal . Survey results
shall determine if the design of the
buildings, associated structures and
infrastructure shall be adjusted to comply
with the requirements of the FGFWFC.
3 . Design of the buildings, associated structures
and infrastructures shall not impact the
Collier County jurisdictional wetlands located
in the northeastern corner of the site as
indicated on the Conceptual Master Plan dated
5/21/91 , unless all other non-impacting
designs would prohibit development of the
minimum allowable use of the zoning district
or render the project unpermitable by Local ,
State or Federal agencies.
4 . Proposed wetland impacts to Collier County
jurisdictional wetlands located in the central
western portion of the site as indicated on
the Conceptual Master Plan dated 5/21/91 ,

shall be subject to Project Review Services -
Environmental Staff approval . All proposed
mitigation for impacts to Collier County
jurisdictional wetlands shall comply with
Appendix 7 of the South Florida Water
Management District rules. Proposed wetland
mitigation shall first be considered on site
and contiguous to the wetlands located in the
northeastern corner of the site.
5 . Wetlands proposed as mitigation and preserve
areas shall be field verified and approved by
Project Review Services - Environmental Staff,
prior to preliminary SDP approval . Prior to

preserve areas must be surveyed and recorded
as conservation easement (s) as per the uses
and limitations of Chapter 704 . 06 of the
Florida Statutes. Said conservation
easement (s) must be recorded in the public
records of Collier County.
6 . The water management system shall be
controlled at the lichen line/water mark ele-
vation or other biological indicator (s) of the
adjacent wetland to ensure reasonable success-
ful restoration/preservation and/or enhan-
cement of the wetlands.
7 . An exotic removal , monitoring and maintenance
(exotic-free) plan for the site shall be sub-
mitted to the Project Review Services -
Environmental Staff for review and approval
prior to Final SDP approval .

Petition: PUD-86-17 (2) : Kathleen C. Passidomo of Harter,

Inc. ; requesting a PUD Amendment to "Emerald Lakes
PUD" .
Considerations:
The one hundred forty-eight (148) acre parcel is located
approximately five hundred (500) feet west of Airport Road
between Orange Blossom Drive and Tennis Court Lane. The
proposed development for five hundred twenty-five (525)
dwelling units consists of ninety (90) single family units
and four hundred thirty-five (435) multi-family units.
Properties to the north are zoned A-2 and RO, properties to
the west are zoned PUD and properties to the south are zoned
RSF-1.
The former Bridget Lake PUD, now Emerald Lakes PUD, was
approved on December 23 , 1986 and recently amended on July
31, 1991. Development of the project has begun. In this
proposed amendment the petitioner ' s intent is to add
commercial excavation to the permitted accessory uses and
structures of Section 4 . 3 .b. of the PUD document.
Recommendations:
In consideration that none of the proposed changes will
produce negative environmental impacts, staff recommends
administrative approval for petition PUD-86-17 (2) subject to
the following stipulation:
1. All previous environmental standards of Ordinance No.
86-90, as amended, shall continue to apply.

Eagle Creek Properties, Inc. ; requesting a zoning
change from PUD to C-4 and a PUD Amendment to
"Eagle Creek" .
Considerations:
The subject property is a 2 . 0 acre parcel currently within
the Eagle Creek PUD. The petitioner proposes rezoning the
property to C-4 (commercial) to provide required open space
for a proposed shopping center.
The site is vegetated primarily by slash pine (Pinus
elliottii var. densa) with a saw palmetto (Serenoa repens)
and winged sumac (Rhus copalina) midstory. The vegetation is
characteristic of possible red cockaded woodpecker (Picoides
borealis) and gopher tortoise (Gopherus polvphemus) habitat.
No evidence of either animal was observed.
Recommendations:
In consideration of the continued designation as "open
space" , Staff recommends administrative approval of Petition
R-91-10/PUD-85-8 (4) , with the following stipulation:
1. The subject parcel (±2 . 0 acres) shall be used exclusively
as passive "open space" , set aside for preservation of
native species.

Considerations:
The subject parcel is an approved planned unit development
(Hideaway Beach) , located in the northwest portion of Marco
Island.
The proposed amendment will allow fourteen (14) story
multi-family buildings. A maximum of nine (9) stories is the
current allowable height. The number of residential units
will ' not be increased, therefore the building footprint may
be smaller.
Recommendations:
Since the proposed amendment creates no additional
environmental impact, Staff recommends administrative
approval of Petition PUD-80-20 (4) .

Petition: PU-91-13 : Clyde E. Armstrong Sr. ; requesting a
provisional use "g" of A-2 zoning for a race

Considerations:
1. Location/Proposal:
The petitioner requests a provisional use of A-2 zoning for a
race tract (radio controlled car racing) . The 3 . 5± acre
subject property is at the southwest corner of Rivers Road
and Immokalee Road. The petitioner proposes to create an

Considerations:
1. Location/Proposal:
The petitioner requests a zoning change from A-2 to PUD for
industrial and office uses. The 9.3± acre parcel is located
at the southwest corner of Donna Street and Radio Road with a
lumber company to the west, PUD for commercial zoning or
industrial use to the south and residential zoning to the
east.
The petitioner proposes to divide the parcel into eleven
tracts. Ten will be developed; the eleventh tract (1.86
acres) will be designated for a water management detention
area. A twenty-five foot landscape buffer will be planted
along the entire eastern edge as a zoning requirement.
2 . Site Description/Vegetation
The subject property is heavily wooded, with slash pine
(Pinus elliottii var. densa) , cabbage palms (Sabal palmetto)
and saw palmetto (Serenoa repens) covering the majority of
the site. Dahoon holly (Ilex cassine) , cocoplum
(Chrysobalanus icaco) and laurel oak (Quercus laurifolia) are
less prominently scattered about the property. Exotic
species, downy rosemyrtle (Rhodomyrtus tomentosus) , melaleuca
(Melaleuca spp. ) and Brazilian pepper (Schinus
terebinthifolius) were observed on much of the 9. 3± acres.
No County jurisdictional wetlands were claimed.
Mr. Geza Wass de Czege (Southern Biomes EIS) conducted an
endangered species survey with special attention to
red-cockaded woodpeckers and gopher tortoises. No endangered
wildlife species were noted on-site.

Recommendations:
Considering the above, staff recommends administrative
approval of Petition PUD-91-1/SMP-91-10 subject to the
following stipulations:
1. The applicant shall be subject to all environmental
ordinances in effect at the time of development order
approvals.
2 . The applicant shall retain all existing native vegetation
within the proposed twenty-five foot buffer along the
eastern boundary. Retention shall include all three
strata.
3 . The applicant shall retain all native vegetation outside
of the lake boundary, on Tract 11, unless the
configuration of the water management system within Tract
11 cannot accommodate the retention of native vegetation
in specific areas.

Petition: PUD-83-18 (1) /SMP-91-12/DOA-91-02: William R.

Commercial Center; requesting a zoning change from
PUD to PUD, Subdivision Master Plan approval and a
Development Order Amendment for "Tollgate
Commercial Center".
Considerations:
The 100.23 acre parcel is located in the southeast corner of
I-75 and SR-951, bounded on the south by SR-84. It was
approved as a PUD in 1984 and amended twice, once for the
purpose of adding 9. 17 acres of former Department of
Transportation (DOT) right-of-way and a second time to allow
flexibility in locations and numbers of access points to
SR-84. This application has been filed for the purpose of
expanding the development area by eliminating the originally
approved wetland retention (approximately 13 acres) and
substituting created wetlands (approximately 11.5 acres) .
The project site lies within the Belle Meade/Henderson Creek
Watershed of the Rookery Bay Aquatic Preserve. The natural
drainage of the site is in a sheet flow to the
south-southwest across the site. Ground elevations within
the project site range from 9.7 to 11.8 feet above mean sea
level. This year's seasonal high water elevation appears to
be reaching its maximum at around ± 10.8 NGVD(s) .
The soil types on the site include Arzell fine sand
(approximately 70%) , Keri fine sand (approximately 15%) and
Pompano fine sand (approximately 15%) .
There are approximately thirty-nine (39) acres of Collier
County jurisdictional wetlands on site.
The applicant has obtained a Florida Department of
Environmental Regulation (DER) permit (#111337659) to
construct the infrastructure for the proposed project and
mitigate for the wetland impacts, by: filling ±27.9 acres of
wetland, excavating ±11.5 acres of wetland to re-create
wetlands, excavating ±6.4 acres of upland to create wetlands
and preserving ±320 acres of existing wetlands off-site.

On June 14, 1991, a compliance check at Tollgate Commercial
Center showed that ±13 acres were cleared of jurisdictional
wetlands (forest) . This action was done prior to permit
issuance. This is a violation of the following Collier
County ordinances:

In order to bring this matter into compliance the Compliance
Services - Environmental Staff has recommended that one of
the following four conditions be met prior to final
certificate of occupancy (CO) and that these conditions be
included as part of their final permit approval.
1) Purchase 39 acres of CARL Land within the Fakahatchee
Strand. (outside the Henderson Creek watershed)
2) Purchase 19.5 acres of CARL Land within the Rookery Bay
National Estuarine. (within the Henderson Creek
watershed)
3) Purchase 39 acres of CREW Land.
4) Remove exotics from 39 acres within the Rookery Bay
National Estuarine and plant the area with both canopy
and understory native vegetation.
Recommendations:
In consideration of the above, Staff recommends approval of
petition PUD-83-18 (1) /SMP-91-12/DOA-91-02 subject to the
following stipulations:
1. All jurisdictional wetlands and mitigation areas on-site
shall be designated as conservation/preserve tracts or
easements on all construction plans and shall be recorded
on the plat with protective covenants similar to or as
per Chapter 704.06 of the Florida Statutes.
2 . In the case of mitigation off-site any purchase must be
within the Conservation and Recreational Lands (CARL) or
the Corkscrew Regional Ecological Watershed Lands (CREW)
or other areas approved for mitigation by the Florida
Department of Environmental Regulation. The , ultimate
transfer of deed(s) of land(s) to Florida Department of
Natural Resources, Division of State Lands must occur
prior to final construction plan/plat approvals.

3 . Control structures shall be set at or above biological
indicators (i.e. lichen lines of the nearest wetlands) .
Control elevations shall be established which provide
hydroperiods that reasonably assure successful
restoration/preservation and/or enhancement of the
wetlands.
4 . Prior to final construction plan/plat approvals, the
petitioner shall provide documentation to Project Review
Services - Environmental Staff that the outstanding
Collier County Compliance Services violation has been
satisfactorily resolved.

Petition: PUD-89-15(1) /SMP-91-13: William C. McAnly of

"Silver Lakes RV Resort & Golf Club PUD" and

Considerations:
The subject property is a one hundred forty-six (146) acre
parcel currently zoned PUD (planned unit development) . The
site is bordered by A-2 (agriculture) and E (estates) zoning
to the north, MHSD (mobile home subdivision) to the east,
RSF-1 (residential single-family) to the south, and SR-951 on
the west {across which, the property is zoned A-2 and C-5
(commercial) } . The petitioner proposes a development
consisting of mobile home lots and recreational facilities.
The parcel is within the Rookery Bay watershed, and notice
regarding the project has been given to the manager of the
Rookery Bay National Aquatic Preserve.
Most of the property lies within the area of the Deltona
Settlement Agreement. Petitioner has been advised of the
requirement for notification of the Department of
Environmental Regulation, South Florida Water Management
District, and the intervenors, prior to approval of
construction plans.
The vegetation on site consists of pine flatwoods and
previously cleared agricultural lands. The flatwoods are
vegetated primarily by slash pines (Pinus elliottii var.
densa) with some cypress (Taxodium distichum) . The
agricultural lands have been heavily invaded by Brazilian
pepper (Schinus terebinthifolius) .
Recommendations:
In consideration of the fact that the majority of development
is proposed for lands within the Deltona Settlement
Agreement, staff recommends approval of Petition
PUD-89-15(1) /SMP-91-13 with the following stipulations:

Petition: R-91-9: Kathleen C. Passidomo of Harter, Secrest
& Emery, representing Wal-Mart Stores, Inc. ;
requesting a zoning change from RSF-1, A-2 and
A-2ST to C-4 for stormwater detention area for the
proposed Sam's Wholesale Club contiguous to the
west.
Considerations:
The applicant proposes to create a stormwater detention area
for the proposed Sam's Wholesale Club development located on
the adjacent parcel to the west. The proposed ±6.5 acre
parcel is located approximately one thousand (1000) feet
southeast of the Airport Road/Immokalee Road intersection.
It appears the drainage of the site flows east-southeast into
the borrow pit and canals located along the east and south
property boundaries. Ground elevations within the project
site range from ±10.0 to ±11.7 NGVD.
Most of the site is covered by Immokalee fine sand. Areas
along the northern property boundary and to the north are
covered by cypress swamp.
Two-thirds of the site consists of pine flatwoods. The
remaining third consists of an existing single family
residential site with several ornamental vegetation species
mixed among the few native species and a half an acre borrow
pit which contains many wetland species, i.e. willow (Salix
caroliniana) and cat-tails (Typha spp. ) . There is a ±1000
square foot area not identified on the FLUCFCS Vegetation
Land Use Map, just west of the northwest corner of the borrow
pit, that contains some wetland species, i.e. arrowhead
(Sagittaria lancifolia) , sawgrass (Cladium jamaicense) , swamp
lily (Crinum americanum) , and white-tops (Dichromena spp. ) .
It appears that the borrow pit and the additional area
mentioned above are Collier County Jurisdictional Wetlands.
Therefore, staff recommends that the wetland areas be field
verified and approved by Project Review Services -
Environmental Staff, prior to final site development
approval.
Recommendations:
In consideration of the above, Staff recommends approval of
Petition R-91-9 subject to the following stipulations:

Dear Mr. Harris:
The Planning Services staff has determined the proposed
preliminary Site Development Plan (SDP-91-084) to be in
n compliance with the standards set forth in Section 10.5 d.1
of the Collier County Zoning Ordinance. Final plans may be
submitted to Project Review Services subject to the
incorporation of all conditions and stipulations listed
below.
1. Planning Services: Approved subject to the following:
1. Prior to Final SDP Approval, the 6.54 acre parcel to
the east of the subject site, proposed for water
management shall be rezoned to the C-4 district.

Water Management and Engineering
1. Detailed paving, grading, site drainage and utility
plans be submitted to Project Review Services for
review. No construction permits shall be issued
unless and until approval of the proposed construc-
tion in accordance with the submitted plans is
granted by Project Review Services.
2. In accordance with the Rules of the South Florida
Water Management District, (SFWMD) Chapters 40E4 and
40E-40, this project shall be designed for a storm
event of 3-day duration and 25-year return
frequency.
3. Design and construction of all improvements shall be
subject to compliance with the appropriate provi-
sions
rovisions of the Collier County Subdivision Regulations.
4. If applicable, an Excavation Permit will be required
for the proposed lake(s) in accordance with Collier
County Ordinance No. 88-26 and SFWMD rules.
5. A copy of SFWMD Permit or Early Work Permit is
required prior to construction plan approval.
6. Work within Collier County right-of-way shall meet
the requirements of Collier County right-of-way
Ordinance No. 82-91.
7. Detailed water management plans and calculations,
signed and sealed by a Florida Professional Engineer
shall be provided.
8. In accordance with Collier County Right-of-Way Ordi-
nance No. 82-91, no driveway access shall be located

less than one-hundred eighty (180) feet from an
intersection measured along the property line from
the intersection of right-of-way lines to the near
edge of the driveway.
9. The access points shall be channelized to clearly
identify each particular lane movement.

10. Left and right turn lanes must be provided on
Airport Road and Immokalee Road.
11. Show location of all handicap ramps.
12. Discharge for the water management system shall be
limited to 0.04 cfs/acre in accordance with Ordi
nance No. 90-10.
13. Prior to final site plan submission the rezone
application must be submitted and accepted by
Planning Services. The rezone application shall be
n only for the 6.54 acre detention area. Any changes
to this may require a re-submission of the prelim-
inary SDP.
14. The purchase agreement submitted to Planning
Services does not adequately reflect what we are
approving (the purchase agreement is only for 15
acres and the SDP is for 22 acres). Please submit a
revised purchase agreement for the additional area.
15. Prior to final SFP approval the rezone must be
approved by the Board of County Commissioners.
16. Delete or relocate the parking spaces directly in
front of the access onto Airport Road as they are in
an unsafe location.
Utilities
1. Connection to the 24 inch force main presently being
constructed within Immokalee Road right-of-way is
required and must be fully illustrated on the final
site plan and supporting engineering construction
drawings as to location, size and configuration.

2. No Certificates of Occupancy shall be issued unless
and until the force main is constructed and accepted
by the County.
3. Connection to the existing water main within Airport
Road right-of-way is required and must be fully
illustrated on the final site plan and supporting
engineering construction documents as to location,
size and configuration. The water meter size and
location must be shown.
Environmental
1. Pursuant to Ordinance 75-19, as amended, the
applicant must retain at least five (5) acres of
native vegetation, including both the understory and
groundcover, within the off-site stormwater
detention area, unless the South Florida Water
Management District staff requires otherwise.
2. Applicant must submit an approval from the Florida
Game and Freshwater Fish Commission (FGFWFC) for
gopher tortoise preserve areas and relocation plans
prior to final SFP approval. Approval results shall
determine if the design of the buildings, associated
structures and infrastructure shall be adjusted to
comply with the requirements of the FGFWFC.
3. Design of the building, associated structures and
infrastructure shall not impact the Collier County
Jurisdictional Wetlands located within the off-site
stormwater detention area, unless all other
non-impacting designs would prohibit development of
the minimum allowable use of the zoning district or
render the project unpermitable by Local, State or
Federal agencies.
4. Proposed wetland impacts to Collier County Jurisdic-
tional Wetlands located west of Bryans Road, shall
be subject to Project Review Services Environmental
•
staff approval. All proposed mitigation of impact
to Collier County Jurisdictional Wetlands shall
comply with Appendix 7 of the South Florida Water

Management District rules. Proposed wetland
mitigation shall first be considered on site and
contiguous to the wetlands located within the
off-site stormwater detention area.
5. Wetlands and those areas proposed as mitigation and
preserve areas shall be field verified and approved
by Project Review Services Environmental staff,
prior to final SDP approval. Prior to final SDP
approval, the approved mitigation and preserve areas
must be surveyed and recorded as conservation
easement(s) as per the uses and limitations of
Chapter 704.06 of the Florida Statutes. Said
conservation easement(s) must be recorded in the
public records of Collier County prior to final SDP
approval.
6. Preliminary SDP approval does not absolve the
applicant from supplying necessary information as
required for subsequent site plan approval, to
n include the rezone petition process/review.
3.. Transportation
1. The petitioner shall contact Collier County
Transportation Services in order to resolve all of
the issues/concerns noted on the attached memorandum
from Vladimir Ryziw, Engineering Project Manager.
Prior to final approval, a letter from transport-
ation
ansportation Services indicating the resolution of all
transportation concerns shall be provided.

Petition: PUD-91-6: James P. Elliott, P. E. of Source,
Inc. , representing Robert C. Malt; requesting a
zoning change from A-2 to PUD "Montego Bay".
Considerations:
The subject property is a 78.70 acre parcel approximately 4
kilometers (2.5 miles) south of U.S. 41 on the west side of
S.R. 951. A portion of Shell Island Road crosses the
property.
The petitioner proposes multi-family dwelling units on the
site which is currently zoned A-2 (agriculture) . Surrounding
property is zoned A-2 on the north, A-2 ST (special
treatment) to the west, PUD (Marco Shores PUD) to the south,
and A-2, C-3 (commercial) , and MHSH (mobile home subdivision)
to the east. The Rookery Bay National Estuarine Research
Reserve is located to the west.
/'• Soil types within the property boundaries are "Wulfert Muck"
and "Sterile and Peckish Soils, Frequently Flooded" .
Approximately 62 .9 acres of the site support wetland
vegetation classified as saltmarsh, mangrove fringe, Juncus
marsh, and Typha marsh. Approximately 10.25 acres consist of
open water. Approximately 2.46 acres of upland support
cabbage palm flatwoods and Brazilian pepper upland. The
remainder of the site is an abandoned road bed, Shell Island
Road, and associated ditches. The reader may reference the
submitted Environmental Impact Statement (EIS) for more
detailed information.
Eight species of plants listed as threatened by the Florida
Department of Agriculture and Consumer Affairs were observed
on site. There are no restrictions, however, for land
owners. No listed animal species were observed on site.
The property, however, is good habitat for many animals,
particularly wading birds, several of which are listed as
species of special concern by the Florida Game and Fresh
Water Fish Commission.
The proposed project would utilize 16.5 acres of the site,
including 15.5 acres of wetlands. The petitioner states that
the wetlands to be filled have been altered through reduction
of tidal flushing due to blockage by the abandoned road bed.

Recommendations:
It is the professional opinion of Project Review Services -
Environmental Staff that construction of this project will
cause an unacceptable net loss of viable, naturally
functioning marine wetlands. Staff, therefore, recommends
Denial of Petition PUD-91-6.
