STIPULATIONS:
Water Management:
1. The excavation shall be limited to a bottom elevation of -10.0 ft. NGVD. All
disturbed areas proposed for lake excavation shall be excavated to a minimum
elevation of+2.0 ft. NGVD.
2. Off-site removal of material shall be subject to "Standard Conditions" imposed by
the Transportation Services Division in document dated 5/24/88 (copy attached).
3. The lake littoral zone shall be created and planted as indicated on the Plan of
Record.
4. In order to ensure a minimum eighty percent (80%) coverage of littoral zone
planting areas, a performance guarantee, based on a cost estimate to replace the
original installed littoral zone plants, will be required upon completion and
acceptance of the excavation(Land Development Code 3.5.7.2.5).
5. All provisions of Collier County Ordinance No. 91-102, as amended, Division 3.5
shall be adhered to.
6. Where groundwater is proposed to be pumped during the excavating operation, a
Dewatering Permit shall be obtained from the South Florida Water Management
District, and a copy provided to Engineering Review Services for approval prior to
the commencement of any dewatering activity on the site.
7. No blasting will be permitted unless issued a separate permit by Collier County
Engineering Review Services.

8. If trees are to be removed as a result of the excavating operation, a Vegetation
Removal Permit, required by land Development Code, Division 3.9 shall be obtained
from Collier County Planning& Technical Services before work shall commence.
9. A 20 ft. maintenance easement shall be provided around the perimeter of the lake
and a 20 ft. access easement to it shall be provided from a right-of-way. The
easement shall be accessible to all maintenance vehicles.
10. No excavation permit shall be issued until road impact fees have been paid.

County minimum standards to the eastern right-of-way line of Greenway Road.
d) During the earthmining operation, Greenway Road shall be maintained by the
petitioner to the satisfaction of the Collier County Transportation Services and
Development Services Divisions.
e) Upon completion of the earthmining operation, Greenway Road shall be restored
to present condition by the petitioner.

10. A water quality monitoring program shall be implemented in accordance with the
approved program.
11. No blue trucks will be allowed on the project site.

IV. PROJECT DESCRIPTION:
Pelican Strand is a 575 acre mixed use development with 1200 residential dwelling units,
27-hole golf course, 30 acre commercial parcel, water management lakes and preserve
areas. Amendments to the PUD Master Plan identify uses within the 181.5 acres listed as
future development in the current PUD.

V. STAFF COMMENTS:
Environmental:
Approximately 329 acres of native habitat originally occurred within the Pelican Strand
PUD. Vegetation within the project site consists of pine flatwoods, cypress forest,
freshwater marsh, fallow crop land and disturbed areas. Twenty five percent (83 acres) of
the native habitat on site are being retained.
Approximately 79 acres of South Florida Water Management District (SFWMD) / Collier
County jurisdictional wetlands occur on the subject property. The project as proposed will
impact approximately 19 acres of these wetlands. Mitigation includes enhancement of
59.74 acres of wetlands, restoration of 18 acres of historical wetlands, creation of 2.77
acres of wetlands and preservation of 2.27 acres of uplands.

Listed wildlife species on the subject property include Gopher Tortoise (Gopherus
polyphemus) and Big Cypress Fox Squirrel (Sciurus tiger avicennia). Sixteen active,
inactive and abandoned Gopher Tortoise burrows were observed on site. The estimated 5
tortoises will be moved to the upland preserve east of the existing borrow lake. A Big
Cypress Fox Squirrel Habitat Management Plan has been reviewed and accepted by the
Florida Game and Fresh Water Fish Commission. This plan calls for preservation of
uplands adjacent to the golf course throughout the site. In addition, uplands will be
created in the northern portion of the site, which presently contain fallow crop land.
Soils types within the project include Hallandale fine sand (approximately 30%), Riviera
fine sand, limestone substratum(approximately 20%), Basssinger fine sand (approximately
15%), Boca fine sand (approximately 15%), Boca, Riviera, limestone substratum and
Copeland fine sand depressional (approximately 12%), Holopaw fine sand, limestone
substratum (approximately 4%), Holopaw fine sand (approximately 3%), and Pineda fine
sand, limestone substratum(approximately 1%).
A review of the historical/archaeological probability maps for Collier County indicate no
archaeological or historical sites to be located within the project area.
Water Management:
The proposed water management system for Pelican Strand will utilize on-site wet
detention with an outfall to the Cocohatchee Canal.
The surface water runoff will be swaled and/or piped to the numerous lakes proposed on-
site. On-site detention will be provided in the lakes, wetland preserves, and green areas.
The lake system is within two drainage basins, each basin having a discharge structure.
Discharge from the site will be at a single location at the southeast corner of the project to
the Cocohatchee Canal. The discharge will be limited to 0.04 cfs per acre to meet south
Florida Water Management District(SFWMD) and Collier County requirements.
The control elevation for the lakes will be set to hydrate the wetlands on-site. The on-site
wetlands will be placed in conservation easements and preserves as part of the water
management system.

Staff recommends approval of Planned Unit Development Petition No. PUD-96-11/DOA-

II. LOCATION:
The subject property is located along the east side of Vanderbilt
Drive approximately mile north of Wiggins Pass Road (CR 888) in
northern Collier County; Section 9, Township 48 South, Range 25 East.
II. DESCRIPTION OF SURROUNDING PROPERTIES:
The surrounding land uses are a combination of residential sub-
divisions and undeveloped property currently in a natural
vegetated state. Developed residential property exists to the
north and west. The property immediately to the east is a preserve
area for the Falling Waters North Preserve Site Development Plan
which was presented to the Environmental Advisory Board at the
December 6, 1996 meeting. The land to the south is undeveloped
RSF-4 and the proposed Livingston Road Extension.

within the western half of the Village Place PUD. The project
contains 102 units, 5.27 acres of lakes, and 7. 6 acres of
preserves.

V. STAFF COMMENTS:
Water Management:
Stormwater runoff across the site historically runs from north to
south via sheetflow. The site was previously diked with a ditch
and berm system around the perimeter and then cleared as part of a
permitted agriculture project in the early 1980 's. This system
still exists on the property.
The completed project will consist of 102 residential lots and a
common recreation area. The front portion of the lots will direct
runoff to the road via sheetflow, which drains direct to the lake
system using a catch basin and pipe network. The rear portion of
the lakefront lots will drain directly to the lakes. Non-
lakefront lots will have a rear yard swale system to convey the
runoff to the road drainage system. Two separate wetland preserve
areas will be controlled in the project by means of a berm/catch
basin system. This will allow for proper water quality treatment
in the lakes (detention el. = 8.34 ' NGVD) , while also providing a
bleed-down mechanism for the controlled wetland preserves. The
lake system itself is to consist of five interconnected lakes
using one control structure with a rectangular notch orifice for
bleed-down.
The project has a design discharge rate of 0.15 cfs/acre which is
consistent with the allowable discharge set forth in Collier
County Ordinance 90-10 as well as the adjacent development of
Bently Village. The proposed development has been flood routed by
three storm events; the 10-year, 1-day event, the 25-year, 3-day
^ event and the 100-year, 3-day event.

Environmental:
The subject property is an undeveloped 41.64 acre site located on
the east side of Vanderbilt Drive approximately mile north of
Wiggins Pass Road. A little over seven acres of the site is
considered uplands per the agency reviews by South Florida Water
Management District (SFWMD) and the United States Army Corps of
Engineers (ACOE) . The remaining 34+ acres are jurisdictional
wetlands, 7.6 acres of which will be set aside in preserves.
Within the 7.2 acres of pine flatwoods and scrubby pine flatwoods,
five of the County's listed prohibited exotic species existed.
Brazilian pepper (Schinus terebinthifolius) , melaleuca (Melaleuca
quinquenervia) , woman's tongue (Albizzia lebbeck) , earleaf acacia
(Acacia auricaliformis) and downy rose myrtle (Rhodomyrtus
tomentosus) were all observed among the slash pine (Pinus
elliotti) , wax myrtle (Myrica cerifera) , and saw palmetto
(Serenoa repens) of the pine flatwoods. The remnant scrubby pine
flatwoods (less than one acre in size) represented a small
fraction of the original much larger habitat that was broken up by
^ the construction of Vanderbilt Drive. A listed plant and wildlife
species survey was conducted in the uplands with specific care to
survey for gopher tortoise (Gopherus polyphemus) . None were
observed.
A total of 34+ acres of wetlands were identified on site with more
than 4 acres of that designated for the future Livingston Road
right-of-way. Almost 9 acres of hydric pine flatwoods exist on
the property, along with 11+ acres of Brazilian pepper, melaleuca
monoculture, 1.5 acres of Cypress, 8 acres of wet prairie and the
remainder of the wetlands in borrow area and drainage ditches.
The most pristine wetland areas of the site will be set aside in
preserves and the hydroperiod for the preserved wetlands will be
improved. The control structures will be set at 8.0 feet NGVD
which will maintain existing water levels at post development,
while increasing the length of inundation to these areas, which
should improve the quality of habitat for wildlife.
According to the Collier County Soils Map, four soil types are
found on the property. They are Myakka fine sand; Boca , Riviera,
Limestone Substratum and Copeland fine sand, depressional; Pineda
and Riviera fine sand; and Urban Land Immokalee Oldsmar Limestone
Substratum Complex.
The subject property is located within an area of historical/
archeological probability as indicated on the same maps of Collier
County, and therefor shall comply with section 2.2 .25.3.7 of the
Collier County Land Development Code.

I. RECOMMENDATIONS:
Staff recommends approval of PSP-97-2 Glen Eden Lakes, with the
following stipulations:
Water Management:
1. A copy of SFWMD Permit or Early Work Permit with staff report
is required prior to construction plan approval.
2. An Excavation Permit will be required for the proposed lake(s)
in accordance with Division 3 .5 of Collier County Ordinance
No. 92-73 and SFWMD rules.
Environmental:
1. All approved Agency (SFWMD, ACOE) permits shall be submitted
prior to final Plat/Construction Plan approval.
2. All conservation areas shall be designated as
conservation/preservation tracts or easements on all
construction plans and shall be recorded on the plat with
protective covenants per or similar to Section 704.06 of the
Florida Statutes. Buffers shall be provided in accordance with
3.2.8.4.7.3 CCLDC.
3. Buffers shall be provided around wetlands, extending at least
fifteen (15) feet landward from the edge of wetland preserves
in all places and averaging twenty-five (25) feet from the
landward edge of wetlands. Where natural buffers are not
possible, structural buffers shall be provided in accordance
with the State of Florida Environmental Resources Permit Rules
and be subject to review and approval by Current Planning
Environmental Staff.
4. An exotic vegetation removal, monitoring, and maintenance
(exotic-free) plan for the site, with emphasis on the
conservation/preservation areas, shall be submitted to Current
Planning Environmental Review Staff for review and approval
prior to final site plan/construction plan approval.
5. Environmental permitting shall be in accordance with the state
of Florida Environmental Resource Permit rules and be subject
to review and approval by Current Planning Environmental Review
Staff. Removal of exotic vegetation shall not be counted
towards mitigation for impacts to Collier County jurisdictional
wetlands.

V. STAFF COMMENTS:
Water Management:
The Stormwater Management System consists of four interconnected lakes and three
wetland preserves also connected to the lakes. Flows are routed through the system into
the southeast lake and then through the wetland preserve east of the lake and then through
a control structure into the D-2 Canal which flows south past the Vineyards.
Environmental:
Vegetation on site includes Pine Flatwoods (37.69 acres), Pine/Cypress/Cabbage Palm
(6.37 acres) and Melaleuca (.44 acres). Habitat descriptions and plant species lists are
included in the Environmental Impact Statement. Twenty five percent (11.12 acres) of the
native habitat on site will be preserved.
Approximately 6.37 acres of Collier County / South Florida Water Management District
jurisdictional wetlands occur on the subject property. The project as proposed will impact

approximately .92 acres of these wetlands. Mitigation for wetland loses include on site
preservation and restoration of 5.45 acres of wetlands and 5.67 acres of uplands.
The only listed wildlife species observed on site by the petitioner were Gopher Tortoise
(Gopherus polyphemus). One active burrow was found in the south-east corner of the
property. Big Cypress Fox Squirrels (Sciurus niger avicennia) are known to occur in the
project area but were not observed during the recent survey. Red-Cockaded Woodpeckers
(Picoides borealis) may have used the site historically.
Soils on site include Hallandale Fine Sand, Pineda Fine Sand, Limestone Substratum and
Boca Fine Sand. A soils map for the project site is found in the Environmental Impact
Statement.
A review of the Historical / Archaeological Probability Maps for Collier County indicate
no archaeological or historical sites to be located within the project area. Correspondence
from the Florida Department of State, Division of Historical Resources is included in the
Environmental Impact Statement.
VI. RECOMMENDATIONS:
Staff recommends approval of Planned Unit Development Petition No. PUD-97-5, "Zurich
Lake Villas" with the following stipulations:
Water Manaeement:
1. A copy of the SFWMD Surface Water Permit application shall be sent to Collier
County Development Services with the SDP submittal.
2. A copy of the SFWMD Surface Water Permit will be submitted prior to Final SDP
approval.
3. Lake setbacks from the PUD perimeter can be reduced to 25 ft. where a 6 ft. high
fence or suitably substantial barrier is erected.
Environmental:
1. Setbacks from preserve areas shall be pursuant to section 3.2.8.4.7(3) of the Collier
County Land Development Code. Revise the setbacks in Table I (Residential
Development Standards) accordingly.

2. Add the following stipulation to section 4.10 of the PUD document:
Petitioner shall comply with the guidelines and recommendations of the U.S. Fish &
Wildlife Service (USFWS) and Florida Game and Fresh Water Fish Commission
(FGFWFC)regarding potential impacts to protected wildlife species. Where protected
species are observed on site, a Habitat Management Plan for those protected species
shall be submitted to Current Planning Environmental staff for review and approval
prior to Final Site Plan/Construction Plan approval.

V. STAFF COMMENTS:
Water Management:
The project conforms to the SFWMD permitted Water Management Master Plan.
Discharge is to the wetland (Basin "B") and from the wetland through the project and into
the Airport Road canal to the east.
Environmental:
The subject property is a 13.3 acre multi-family residential tract located within the Hawk's
Ridge Planned Unit Development (PUD). The site is bounded on the north side by a
wetland preserve (within Hawk's Ridge), on the east by Hawk's Ridge single family
development, on the south by a residential development and on the west by the Royal
Poinciana Golf Course.

Vegetation on site consists of pine flatwoods with a slash pine canopy and saw palmetto
understory. The mid-story is fairly open with the exception of a stand of Melaleuca in the
southwest corner of the property. Several cabbage palms and wax myrtles occur on site.
Approximately .06 acres of wetlands (hydric pine flatwoods) occur on the subject
property. These wetlands are located on the north side of the property adjacent to the
existing cypress preserve. The project site has been previously bermed.
Two soil types were identified on the site. These include Boca Fine Sand and Pineda Fine
Sand, limestone substratum. Soils descriptions are included in the Environmental Impact
Statement(EIS).
No listed plant or animal species were found on site by the petitioner or staff.
A review of the Historical / Archaeological Probability Maps for Collier County indicate
no archaeological or historical sites to be located within the project area.
VI. RECOMMENDATIONS:
Staff recommends approval of"Hawksridge Villas" with the following stipulations:
Water Management:
A SFWMD permit modification must be obtained prior to final site development plan
approval.
Environmental:
1. Permits or letters of exemption from the U.S. Army Corps of Engineers (ACOE) and
the South Florida Water Management District (SFWMD) shall be presented prior to
final site development plan approval.
2. Petitioner shall submit the appropriate site clearing fee.
