BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
FOR APRIL 5, 2017 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Maurice Gutierrez at 5:00 p.m. at the CRA Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Maurice Gutierrez, George Douglas, Sheila Dugan, Stephen Jaron, Robert
Messmer, Sheila Dimarco and Sandra Arafet were present.
MSTU Staff Present: Shirley Garcia, Operations Coordinator; Tami Scott, Senior
Project Mgr., Michelle Arnold, PTNE Director, Tim Durham, County Manager Office
and Elly McKuen, Capital Improvements, Project Manager.
II. Pledge of Allegiance
III. Adoption of Agenda: A motion to approve the agenda was made by Sandra Arafet,
2nd by Bob Messmer. Approved unanimously.
IV. Approval of Minutes: A motion to approve the minutes was made by Sheila Dugan,
2nd by Stephen Jaron. Approved unanimously.
V. Projects Report:
A. Beautification MSTU Update:
1. Landscape Maintenance Update: Mr. Kindelan from CLM was in attendance and gave
the update on Bayshore Drive landscaping. Replaced all the palms that needed to be
replaced. There was a problem with the North pump, the inverter is bad, he needs staff to
repair because there are some dry spots. Staff will work with the County Road
Maintenance to borrow the part and replace their inventory since irrigating is urgent.
There are some areas where it's dry in the medians. The irrigation breaks are still being
found and repaired.
2. New Hire: The new Senior Project Manager, Tami Scott gave her introduction and
touched upon the irrigation pump relocation.
3. Sugden Park Pathway Update: Maurice Gutierrez spoke about the pathway being
included in the RFP for the 17 acres for the Developer to construct with a shared cost
with the MSTU.

4. Thomasson Drive/Hamilton Avenue Streetscape Update: Maurice Gutierrez talked
about Del being on board with the roundabout as long as we add a flag pole in the middle
of it.
5. Karen Drive Stormwater Improvement Project: JRL Utilities has the contract and had
a few construction meetings already to get started, it should be a 60 day project with a 90
day total completion timeline.
6. Fire Suppression Grant: On April 3rd, staff received a notice to proceed from the grants
department, on April 18th to have bids go out on the street for 30 days. In June hoping to
get the contractor contract to be approved then in the middle of July start construction.
VI. CRA Update: March 7th CRA updates are for Informational purposes and were placed in
packets. Staff asked if anyone had any questions.
VII. Haldeman Creek MSTU update: March 7th, 2017 (informational)—
VIII. New Business:
A. Irrigation control box relocation: While surveying the Food Truck Park parcel, the
owner's representative identified that the MSTU's irrigation control box is located
outside the right of way and on their property. CRA staff is working to relocate the
box within the right of way, along with the cost to relocate and identify a timeframe
for the relocation. Staff will get quotes and bring back to committee to approve
relocation costs. Michelle Arnold, suggested staff reach out to the owner of the parcel
and request an easement for the irrigation control box, George Douglas made a
motion for staff to have some latitude to negotiate getting an easement or relocation
of the irrigation box; Second by, Sandra Arafet. Passed unanimously.
IX. Old Business:
A. Request for Payment of Services: A one-time annual fee for irrigation software
and an annual fee to County Road Maintenance to maintain the program. Sheila
Dugan made a motion to approve, Second by, Stephen Jaron. Passed unanimously.
X. Committee Communications: Maurice Gutierrez mentioned that the BCC/CRA
annual workshop was very enjoyable; George Douglass mentioned Commissioner
Fiala's comment about the CRA needing more projects and goals to be brought
forward. We briefly discussed the House Bill where the Auditor General wanted to shut
down all the CRA's in Florida, Bob Messmer asked about what 2 CRA's brought this
issue to make the auditor wanting to shut down the redevelopment agencies, Elly
McKuen said there were 2 CRA's one in Miami, and one in Broward County who did
not follow their Redevelopment Plan. Sheila Dugan wanted to invite anyone to the

Naples Airport to enjoy the Greenway, anyone can park in the Airport to use the
Greenway. There will be a second Bus Stop put in.
XI. Public Comments: Mike Patch attended from 72 Moorehead Manor, he updated the
committee on the accident that broke their main entrance fence and they have a few
projects going on. He stated they would like to improve their entrance to match the
area's vision and to let him know what they can do to improve. He has been following
the 17 acre parcel for sale, his concerns are there are some drainage from their park to
the 17 acre site and into the creek. He doesn't want people to continue to put rocks into
the creek to impede the flow and cause back up because people try to make their own
make shift bridge to cross to the Park.
