Haldeman Creek MSTU Minutes 03/07/2017 • Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU HALDEMAN CREEK DREDGING MSTU ADVISORY COMMITTEE MINUTES OF THE MARCH 07,2017 MEETING The meeting of the Haldeman Creek Dredge MSTU Advisory Committee was called to order by Chairman Roy Wilson at 4:04 p.m. at the MSTU Office at 3570 Bayshore Drive. Roll Call: Present: Advisory Committee Members: Roy Wilson, Jim King, Jack Bonzelaar and Joe Adams. Kate Riley present but a non-voting member until BCC approval. MSTU Staff Present: Shirley Garcia, Operations Coordinator, Elly McKuen, Project Manager, and Tim Durham, County Mgr Office. H. Pledge of Allegiance III. Adoption of Agenda: Motion to approve the agenda. Motion: Joe Adams Second: Jack Bonzelaar Approved: 4-0. IV. Approval of Minutes: Motion to approve the minutes as amended; Motion by; Jim • King Second: Joe Adams Approved 4-0. V. Project Manager Report: A. Weir Project: A purchase order and Notice to Proceed(NTP) has been given to Johnson Engineering to begin the survey. The NTP was executed on February 24th, and gave 180 days to complete the work. The purchase order has been provided to Stormwater Dept. folks to start on the exotics/mangroves removal for Haldeman Creek. The project will begin once surveying is completed. In approximately one week from March 3rd, Earth Balance will begin the clearing. Roy Wilson asked if the pegs from the survey will be put in, Elly McKuen stated there would be. Jim King asked if there were any requests being done with the State to use inmate labor to reduce the costs to the MSTU for clearing. Tim Durham let the committee know that he did discuss with the Sheriff's office and they only use inmate labor for light trash pickup, and weed whacking. Jim pointed out that the State had an agreement with Road Maintenance to use inmate labor to cut down exotics and mangroves and wondered why we couldn't use them as well. Elly McKuen said she would check to see if that is something she could request and get back with the Committee. Jim King suggested that we request the help from the inmate labor to reduce the cost of the exotic • removal even if it was a minimal reduction something was better than nothing. 7, • 64, , Bloc • Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU Roy Wilson discussed the need for an ordinance change to make property owners, who are now responsible for removing/trimming their exotics, to be responsible for removing/trimming anything that is impacting the use of the Haldeman Creek waterways. Then he brought up the dredging that the MSTU will eventually need to do and the sufficiency of the millage needed to be ready for that eventuality. Tim Durham recommended the Committee request State appropriation money to assist in a Feasibility Study that would assist us in determining when we need to dredge. B. BCC/CRA Annual Workshop: Time change only, Staff reminded the Committee of the time changes from 1pm to 9arn because the Commissioners have another commitment in Tallahassee after the workshop. VI. Old Business: a. Goals and Objectives: Roy Wilson went over the goals and objectives with the changes and asked for additional input. Jim King suggested we look at 5.1 on the goals/objectives and asked if we can make it happen with no budget to send out flyers, mailings, etc. He • asked if we can make some educational efforts to update the property owners of what their responsibilities are. Roy recommended we revisit the goals and objectives at the next meeting and encouraged recommendations. b. Bay Days/Haldeman Cleanup: An email blast was sent out about the Haldeman Creek cleanup, a few members were not included so staff will update the group email with all the Creek members. Roy Wilson wanted to get some areas assigned before the cleanup and organized to include dumpster and trash drop off sites. Kate Riley volunteered her property as a drop off site for the trash bags. There will be a follow up meeting with Code Enforcement to organize the clean up and areas marked where volunteers will be meeting up. VII. New Business: a. Regatta Boat Slips for sale: There was a flyer sent out for the boat slips sale and it does state on the flyer they must be owners of a unit in Regatta to buy a slip. VIII.
