LOCATION: The subject property is an undeveloped 12.79 acre parcel located in the north side of Pine Ridge Road, approximately 300 feet to the east of Livingston Road, in Section 7, Township 49 South, Range 26 East,Collier County,Florida. M. DESCRIPTION OF SURROUNDING PROPERTIES: Surrounding properties are primarily undeveloped with the following zoning classifications. ZONING DESCRIPTION N- R.O.W. PROJECT DESCRIPTION: The proposed project permits a range of office, adult living facilities and other transitional uses. The PUD master plan depicts a wetland preserve area, internal circulation, water management areas,landscape buffers and one external access point onto Pine Ridge Road. Plan of Record: Water Management: "Cambridge Square Conceptual Water Management Plan" Sheet 1 of 1 prepared by Hole, Montes &Associates,Inc.dated June 1998,no revisions. Environmental: Cambridge Square Planned Unit Development document prepared by Hole, Montes&Associates, Inc., and Young,VanAssenderp&Varnadoe,P.A.,dated July, 1998. Cambridge Square Planned Unit Development Environmental Impact Statement prepared by Passarella and Associates,Inc.,dated July, 1998. V. STAFF COMMENTS: Water Management: The proposed water management system for the 12.79-acre project will consist of three acres retention/detention area which will treat the required volume of stormwater runoff. The system will be designed to alternate the peak discharge for the 25-year/72-hour design storm in accordance with the rules established by the SFWMD. Discharge from the site will be to the east wetland through a control structure. The control structure will be sized to limit the discharge to 0.15 cfs/acre in accordance with Collier County Ordinance 90.10. The wetlands outfall is to the south into the Pine Ridge Road swale. This project will be permitted by SFWMD. Environmental: Native habitats are restricted to the east side of the property and include approximately 2.1 acres of pine flatwoods and 1.7 acres of cypress forest. The remaining portions of the site have been disturbed and include unimproved pasture, open areas with herbaceous wetland vegetation, a borrow pit and areas of exotic vegetation,primarily Brazilian pepper. A total of 2.6 acres of South Florida Water Management District (SFWMD)/Collier County jurisdictional wetlands have been identified on site. These occur on the east side of the property and extend off-site to the east.No wetland impacts are proposed with this petition. Historic high water levels were estimated from buttressing on the cypress trees within the on-site wetlands. Nails were set in the field and the nail elevations subsequently surveyed. The average nail elevation representing historic high water levels is 11.2 feet NGVD. Based on visual observations of water levels during the 1996 wet season, it is estimated that current seasonal high water levels are 10.3 feet NGVD. The proposed water management system will be designed to improve current wetland hydroperiods. The control structure will be set at 11.0 feet NGVD which will increase wetland water levels at post development. This will increase both the depth and duration of inundation in the wetland. Wildlife surveys of the property were conducted on October 16, 1996 and November 20, 1996 to identify species listed by the Florida Game and Fresh Water Fish Commission (FGFWFC), Florida Department of Agriculture (FDA), and U.S. Fish and Wildlife Service (USFWS) as threatened, endangered, species of special concern, or commercially exploited. No listed wildlife species were observed during the surveys. The only listed plant species observed on the property were airplants(Tillandsia sp).The Tillandsia species were observed within the cypress. Three soil types have been identified on the subject property. These include (3) Malabar Fine Sand, (16) Oldsmar Fine Sand and (27) Holopaw Fine Sand. Malabar Fine Sand and Holopaw Fine Sand are listed as hydric by the Natural Resource Conservation Service.Non-hydric soils are located in the north west portion of the property. The remaining areas contain hydric soils. A review of the official Historical/Archaeological Probability Maps for Collier County indicate no archaeological or historical sites to be located on the subject property. VI. RECOMMENDATIONS: Staff recommends approval of Planned Unit Development No. PUD-98-10 with the following stipulations: Water Management: 1. A copy of the SFWMD permit is required prior to development plan approval. 2. For perimeter berm heights in excess of two feet,side slopes shall be at a maximum of 4:1. LOCATION: The subject property is located on the east side of U.S. 41, South of Imperial Golf Estates and north of Collier's Reserve; in northern Collier County, Section 15, Township 48 South, Range 27 East. III. DESCRIPTION OF SURROUNDING PROPERTIES: The surrounding land uses are a combination of Golf Course and Country Club communities, a commercial tract and U.S. 41. ZONING DESCRIPTION N - C-3 Retail/Offices S - PUD \ Collier's Reserve E - PUD Imperial West - residential W - Road R-O-W U.S.41 IV. PROJECT DESCRIPTION: The PUD Master Plan proposes a mix of retail, office and an Assisted Living — Facility. The property has 200 feet of frontage on U.S. 41 and goes east 2,520 feet. The commercial tracts will be near U.S. 41 and the ALF will be on the eastern portion of the parcel, separated by a 2.3 acre conservation area. Tamiami Professional Center PUD document,prepared by Hole Montes & Associates, Inc. V. STAFF COMMENTS: Water Management: The subject property is adjacent to and discharges runoff to Horse Creek. This project will be reviewed and permitted by the SFWMD because of the onsite wetlands. Environmental: The subject property consists of a total of 11.58 acres of primarily forested lands with four wetland systems, one being an ox-bow of Horse Creek, and two upland habitats. The PUD Master Plan proposes a total of 2.5 acres of preserves which is nearly 22% of the existing native vegetation on site. Endangered species surveys were conducted by the consultant during the month of June, 1998 using FGFWFC methodologies. Only one listed species was observed on the property. There were 27 active and inactive Gopher tortoise burrows identified on this site with an estimated 11 individuals. A relocation and management plan will be designed to accommodate the Gopher tortoise. VI. RECOMMENDATIONS: Staff recommends approval of PUD-98-11, Tamiami Professional Center, with the following stipulations: Water Management: The petitioner shall submit a copy of the SFWMD permit application to Collier County Development Services Engineering Staff for review and comment. Environmental: The following language shall be added to the PUD document, "A Conservation Easement shall be placed over the preserves and recorded on the plat (or by separate instrument if the parcel is not platted)with protective covenants per or similar to Section 704.06 of the Florida Statutes. Conservation areas shall be dedicated on the plat to the project's homeowners association or like entity for ownership and maintenance responsibility and to Collier County with no responsibility for maintenance." The EAB meeting of August 5, 1998 was postponed and both items will be heard on September 2, 1998. Your attendance is not mandatory. The Board of County Commissioners directed Natural Resources staff to prepare a Land Development Code amendment to combine the Environmental Advisory Board (EAB) with the Environmental Policy Technical Advisory Board (EPTAB). The proposed amendment is scheduled for the current LDC amendment cycle which should be completed in December, 1998.The new Environmental Advisory Board will probably be appointed some time in February or March, after positions for the new board are advertised. Two EAB positions expire on September 30,1998(Marco Espinar and George Hermanson). One EAB member resigned in July, 1998(Michel Saadeh).Four members currently remain on the EAB,the minimum number needed for a quorum (5.13.5.2 CCLDC). Sue Filson from the County Commissioners Office advised Planning Services staff that EAB vacancies will not be filled until the new advisory board is established. This item been previously submitted.O Yes X No ACTION REQUESTED: Please prepare an emergency resolution requesting that the two EAB members whose terms are expiring (Marco Espinar and George Hermanson), be allowed to remain on the EAB until the new advisory board is appointed.Both board members said they would be willing to remain on the EAB if needed. Can EAB member George Hermanson be allowed the remain on the EAB since he has already served two consecutive terms?The Land Development Code states that a board member may be reappointed by the BCC for only one successive term(5.13.3.5.4 CCLDC). OTHER COMMENTS: Please prepare the resolution as soon as possible in order to prevent the possibility of development petitions being put on hold in the event an EAB member is not able to attend a meeting.
