UPDATE OF THE LIBRARY SYSTEM - EAST NAPLES.
OBJECTIVE:

To provide information to the District #1 residents regarding the
CONSIDERATION: Below is a summary 'of recent activities and planned
development of the library in District #1, East Naples.
CURRENT LIBRARY
e-Newsletter - A public library newsletter is being e-mailed to all library patrons who
have supplied thc library with their e-mailing address. Thc newsletter is approximately 1
page in length and highlights what's happening at Collier County Public
Libraries. Highlights may include information on upcoming book sales, special programs
or events, author readings and book signings, general information important to library
users, lists of current best sellers, what's new at thc library, and more. To sign up for this
service, registration forms may bc picked up all Collier County Public Libraries.
Love My Library Campaign recently concluded. It was a fund raising effort to raise
money to buy books for all 9 Collier County Public Library,Branches. Over $10,000 was
raised as part of thc campaign. Thc Honorary Chair was Comm. Fiala.
Anywhere-Anytime Library - The Anywhere-Anytime Library is a virtual library
catalog on the intemet. It allows users to search library catalogs simultaneously and to
request books, videos, and other resources from any participating library. Participating
libraries include more than 40 libraries in Collier, Lee, Hendry, Citrus, Hillsborough,
Pasco, Pinellas, Polk, and Sarasota counties. Patrons with a valid library card at any of
the participating libraries may request items for loan. All items can then be picked up
at their local branch library. Those without a participating library's card can browse the
site as guests. The Anywhere-Anytime Library is sponsored by the Southwest Florida
Library Network. The web address for this service is http://aal.swfln.org. The site can
also be reached through Collier County Public Library's website, www.collier-lib.org,
and then selecting the Southwest Florida Library Network link.
FUTURE LIBRARY: Under the Growth Management Plan, the South Regional
Library is scheduled for 2007-2008 if population trends continue. While land has been
designated a~ Eagle Lakes Community Park for this library, staff will continue to examine
whether better options exist. The North Regional Library services a population of
100,000 people within a five-mile radius. It should be staff's goal to provide options in
an effort to determine the most suitable location for the residents of the County. The
design of the library should begin as early as 2005.

EXECUTIVE SUMMARY
PROPOSED IMPROVEMENTS TO EAGLE LAKES PARK.
OBJECTIVE: To provide an update regarding the proposed improvements to Eagle
Lakes Park.
CONSIDERATIONS: The Board has budgeted $400,000 to construct a water play
area, 2 tennis courts, and 2 picnic shelters at Eagle Lakes Park. Staff is presently
negotiating a fee proposal from the engineer to design and permit the facilities. The
Water Play feature will be interactive for children to play on. The following is the
estimated timeline.
Design: May, 2003 thru November, 2003
Permitting: December, 2003 thru May, 2004
Bidding: June, 2004 through July, 2004
Construction: August, 2004 through February, 2005
In addition to the above, $100,000 has been budgeted for the Eagle Lakes Maintenance
Facility, Project #80017. The estimated construction schedule for this project is June,
2004 through September, 2004.
FISCAL IMPACT: Funds in the amount of $400,000 are in the current budget for
Project/180014. Funds in the amount of $100,000 have also been budgeted for Project
#80017.
GROWTH MANAGEMENT IMPACT: There is no additional growth management
impact associated with this item.
RECOMMENDATION: The above information is provided as a status report on
Project #80014 and Project #80017.

EXECUTIVE SUMMARY
INTERSECTION IMPROVEMENTS AT SR 84(DAVIS BOULEVARD) AND CR 951
(COLLIER BOULEVARD)
OBJECTIVE: To provide a briefing on the status of the proposed intersection improvements at
SR 84 and CR 951.
CONSIDERATIONS: This project includes widening and improvements to the intersection of
Davis Boulevard (S.R. 84) and Collier Boulevard (C.R. 951) (Attachment No. 1). The
improvements include the following major items of work:
Addition of a dual northbound to westbound left turn lane from CR 951 to SR 84 and an
increase in length of the existing and new lanes.
· Addition of a dual southbound to westbound right turn lane from CR 951 to SR 84.
· Addition of a dedicated eastbound to southbound right turn lane from SR 84 to CR 951.
· Lengthening of the existing dual eastbound to northbound left turn lanes from SR 84 to
CR 951.
· Median modifications along Davis Boulevard, including a raised traffic separator, to
facilitate traffic flow and to minimize vehicle conflicts in the vicinity of the intersection.
· Drainage improvements consistent with the added pavement.
· Traffic signal modifications to provide adjustments for the new lanes.
We must wait until the FDOT FY 2003/2004 begins before awarding the construction contract.
This is because of the use of FDOT funds not programmed until FY 2003/2004. We plan to start
construction in early July of this year. The construction is estimt/ted to be complete on or befOre
November 1, 2003.
FISCAL IMPACT: The Florida Department of Transportation (FDOT) will fund most of this
project. A Local Agency Agreement (LAP) is being created to use Urban Attributable Dollars in
the FDOT FY 2003/2004 Work Program in the amount of $890,000.00. The County will also
enter into an Advanced Reimbursement Agreement with the FDOT to use funds from the Davis
Boulevard Resurfacing project in the amount of $190,000.00. The County will be responsible for
approximately $240,000.00 of the total cost of about $1.32 million.
GROWTH MANAGEMENT IMPACT: This area was a portion of one of the three areas
placed under moratorium by the Board of County Commissioners earlier this year. The proposed
intersection improvements will aid in restoring the roadway segment to an acceptable level of
service and permit the Board to rescind the moratorium for this segment.
