EXECUTIVE SUMMARY
Recommendation to authorize execution of the FY16 Section 5339 grant award from the Federal
Transit Administration (FTA) in the Transit Award Management System (TrAMS) and
appropriate a budget amendment in the amount of $299,327 for the rehabilitation/renovation of the
CAT Operation Facility.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system.
CONSIDERATIONS: On July 12, 2016, the Board approved Agenda Item 16D9 authorizing the
submittal of a grant application for the FTA 49 U.S.C 5339 FY16 grant funds in the amount of $299,327
for the rehabilitation/renovation of the CAT facility located at 8300 Radio Rd. Funding from this grant
will also be used for the purchase and installation of a diesel exhaust fluid pump station. The grant
requires a 20% match. Collier County received authorization from the Florida Department of
Transportation (FDOT) to use transportation development credits as a soft match for the grant in the
amount of $74,832.
On April 6, 2017 staff received notification of award from FTA. Following BCC approval, execution of
the award is processed through the Transit Award Management System by the Public Services
Department Head, who serves as the Board’s appointed designee.
FISCAL IMPACT: A budget amendment is required in the amount of $299,327 to recognize the grant
revenue funds to Collier Area Transit (CAT) Grant Fund 424 Project 33510. Collier County has received
approval from the Florida Department of Transportation for the use of transportation development credits
in the amount of $74,832 as soft match in FY16 Capital Grant Funds.
GROWTH MANAGEMENT IMPACT: This item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: (1) To authorize the execution of the grant award for the FTA 5339 FY16 grant
funds in the amount of $299,327 through the FTA Transit Award Management System and (2) authorize
necessary budget amendment.
