EXECUTIVE SUMMARY
Recommendation to authorize budget amendments in the total amount of $750,000 to fund the Tree
Farm Road Water Main Looping Connection project, and the Northeast (Orangetree) Water
Treatment Plant High Service Pumps project under Project Nos. 70178 and 70179.
OBJECTIVE: Reallocate water projects funding within the Water User Fee Fund (412) to align with
critical priorities needed to maintain reliability, meet demand, and remain in compliance.
CONSIDERATIONS: The proposed scopes of work for Project 70178, “Tree Farm Road Water Main
Looping Connection,” and Project 70179, “Northeast Water Treatment Plant (NEWTP) High Service
Pumps,” were not included in the Capital Improvement Program (CIP) contained in the 2014 Water,
Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan. Subsequently,
operational priorities have dictated the need for these two projects.
Funding will be used for the two projects identified below. No encumbrance will result directly from th e
approval of these items. All approvals and procurements with these funds will be made in accordance
with the county’s Procurement Ordinance.
Project 1: The Tree Farm Road Project will connect two existing segments of water main along Tree
Farm Road by installing approximately 3,100 linear feet of HDPE pipe, valves, fire hydrants, sample
points, and air release valves. This project will be done in two phases. The first phase will provide
increased reliability by providing a second water connection within this area. Phase two will be
performed in conjunction with the Transportation Division’s Tree Farm Road: Phase II Roadway Project.
That project will reconfigure portions of the existing water main within the Tree Farm Road/Woodcrest -
Massey Street Intersection to make it compatible with the roadway and drainage improvements. A
$600,000 budget amendment will fund the construction of both phases, construction engineering
inspection services, and permit fees.
Project 2: On January 24, 2017, the Board of County Commissioners, as Agenda Item 9B, approved an
integration agreement between the Collier County Water-Sewer District and the Orangetree Utility
Company. Since operating the NEWTP, deficiencies have been found in the high service pump process.
The NEWTP High Service Pump project includes, but is not limited to, improvements to the potable
water delivery system for the Northeast Service Area. The existing high service pumping system is
deficient in providing adequate fire flow and operating pressures consistent with Collier County’s Public
Utilities Standards. A $150,000 budget amendment will fund the costs associated with a system hydraulic
analysis and preparation of design documents. Construction will be funded from the FY18 budget.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY17 capital budget approved by
the Board on September 22, 2016. The source of funding is the Water User Fee Fund (412). A budget
amendment is required to move $600,000 from Project No. 70030 (SRO Wellfield Repair) and Project
No.75005 (Wellfield Program), to Project No. 70178; and $150,000 from Project No. 70104 (Water Plant
CAP) to Project No. 70179. Staff analyzed current and future needs to be funded from the cited projects
to assure that the budget amendment will not affect current and future financial commitments.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
