Agenda 05/09/2017 Item #16A 905/09/2017
EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking and authorize staff to enter into
contract negotiations with Stantec Consulting Services, Inc. (“Stantec”), on Request for Proposal
No. 17-7072 for Stormwater Utility Program services.
OBJECTIVE: To authorize contract negotiations with the selection committee’s top ranked consulting
firm on Request for Proposal (“RFP”) No. 17-7072, Stormwater Utility Program services.
CONSIDERATIONS: On November 18, 2014, the Board of County Commissioners approved Collier
County Planning Commission’s recommendation to seek an alternate source of funding to adequately
fund Stormwater Management related initiatives and operations (Item 9.A).
On November 3, 2015, the Board of County Commissioners (Board) discussed initiating an analysis of
development of a Stormwater Utility during the Integrated Water Resources Management Strategy
Workshop. The purpose of a Stormwater Utility feasibility study is to take a detailed look at all current
and future stormwater and surface water management needs and evaluate a mechanism that would create
a dedicated restricted funding source that would support the stormwater program.
On December 8, 2015, at a regular Board meeting, the Board authorized staff to se cure a consultant and
begin Phase I of the Stormwater Utility review and analysis (Item 16.A.20). A notice to proceed was
issued on April 19, 2016 for consultant Amec Foster Wheeler Environment & Infrastructure, Inc. to
complete the Phase I portion of the project.
On September 27, 2016, staff along with Amec Foster Wheeler Environment & Infrastructure, Inc.
provided the Board of County Commissioners with an overview of a stormwater utility (Item 11.C). The
board directed the County Manager to proceed with a Stormwater Utility feasibility study, Phase II, that
would evaluate an alternative dedicated funding source for ongoing and future Stormwater Management
related initiatives and operations; and to bring the findings of the study back to the Board for future
consideration on implementation.
On April 26, 2017, a selection committee ranked the two (2) firms based on an evaluation of their
proposals and presentations. By consensus, the selection committee ranked the firms as follows:
Name of Firm Selection Committee Final Rank
Stantec 1
Amec Foster Wheeler Environment & Infrastructure, Inc. 2
Over the course of the last several years, it has become apparent that current funding levels cannot
support an adequate stormwater and surface water management level of service, which includes existing
and future development flood protection, stormwater runoff, water quality improvement prior to discharge
into sensitive receiving waters, and natural area and aquifer recharge protection.
Staff is requesting the Board approve the selection committee’s ranking and direct staff to begin contract
negotiations with the top ranked firm, Stantec; and in the event that an agreement cannot be reached with
that firm, to continue negotiations with the remaining firm.
If the Board approves this recommendation and an agreement is reached, staff will move forward with
Phase II of the analysis of designing and developing a Collier County stormwater utility with options.
Phase II will include developing a fee assessment methodology, completing a rate study, and conducting

Development/Evaluation of Billing and Collection Alternatives
- September 2017 - January 2018: Develop a detailed rate study as the basis for development of the

- April 2018: Prepare/finalize and advertise a resolution establishing the rate structure and effective
billing date utility for the stormwater, subject to Board of County Commissioner consideration and
approval
- July 2018: Accept the Master Account File (MAF) as the basis for sending stormwater utility billings
- August 2018: TRIM notices are sent out to property owners
- September 2018: Certify the MAF for the Tax Collector
- October 2018 (last working day of the month): Send out the annual stormwater utility bills
FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact; however, the source
of funding for the contract will be provided through the Stormwater Capital Fund (325). If negotiations
are successful with either firm, a contract will be brought back to the Board for approval and execution at
a subsequent meeting.
GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals,
objectives, and policies of all applicable sections of the Stormwater Management and the Conservation
and Coastal Management elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: To approve the selection committee’s short-list of ranked professional
consulting firms for RFP number 17-7072 and direct staff to enter into contract negotiations with the top-
ranked firm, Stantec, in accordance with the CCNA as requested above, and to bring an agreement back
for the Board’s approval at a subsequent meeting.
