Agenda 05/09/2017 Item #11A05/09/2017
EXECUTIVE SUMMARY
Recommendation to direct the County Manager to convene a multi -agency work group to identify
and prioritize options for wildfire mitigation in Collier County.
OBJECTIVE: To provide the Board with information, options, and strategies for improving wildfire
mitigation efforts for better protection of County residents and their property.
CONSIDERATIONS: Wildfire is one of Collier County’s most imminent and dangerous hazards during
the dry season threatening the health, safety, and welfare of our citizens and their property. In the last
several months, three wildfires consumed over 30,000 acres and threatened thousands of homes. The
various tasks required to support these disasters results in countless hours of labor, both during and after
the disaster. Examples include:
9 BCC Emergency Management staff (Logistics and Coordination)
100 Fire fighters from local fire districts (Fire Suppression)
100 Fire fighters from the Florida Forest Service (Fire Suppression)
3,000 gallons of fuel provided by BCC Fleet Management staff
12 BCC Emergency Medical Services staff (Firefighter Support)
80 Collier County Sheriff’s Office Staff (Evacuation Support)
25 Florida Highway Patrol Staff (Monitoring Highway Conditions)
25 Florida Fish and Wildlife (Monitoring)
30 BCC staff (EOC Phone Bank)
BCC Communications and Customer Relations staff (Public Information Dissemination)
8 BCC staff preparing and staffing shelters for citizens and their pets
8 BCC staff developing grant application
The Florida Forest Service is charged with mitigating and fighting wildfires aided by local Independent
Fire Districts protecting structures. Collier County’s Bureau of Emergency Services facilitates inter -
agency communication and coordinates resources. This team effort has proven extremely effective.
All these agencies agree that the best method for protection against wildfire is through mitigation.
Mitigation efforts include initiatives such as: educating the public, creating fire breaks around homes and
structures, revising building and development codes and adopting the principles of the nationally
recognized “Firewise Communities”® program.
To ensure consistency in planning and prioritizing and to eliminate any duplication of efforts, staff
recommends convening a work group consisting of members of County Staff (Emergency Management,
EMS, and Growth Management), all local fire districts (independent and municipal), the Florida Forest
Service, and other support agencies to develop and present options (including cost, schedule, and
implementation plan) to the Board of County Commissioners within the next 90 days.
FISCAL IMPACT: There is no fiscal impact.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
