Call to Order The meeting was called to order at 4:32 P.M. by Ms. Spencer. Attendance was called and a quorum was established. II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman(Excused); Ron Jefferson; Paula Rogan; Dusty Holmes County: Dan Schumacher, Project Manager; Harry Sells, Project Manager Others: Michael McGee, McGee & Associates; Janet Acevedo, Hannula Landscaping; Wendy Warren, JuriSolutions III. Approval of Agenda Ms. Spencer moved to approve the Agenda of the Golden Gate Advisory Committee as presented. Second by Ms. Rogan. Carried unanimously 4- 0. IV. Approval of Minutes: January 17,2017 Ms. Spencer moved to approve the minutes of the January 17, 2017 meeting as presented. Second by Ms. Holmes. Carried unanimously 4- 0. V. Landscape Maintenance Report—Hannula Landscaping and Irrigation Ms. Acevedo reported on landscape maintenance as follows: Tropicana Boulevard • Juniper plants are in decline. Rainbow Pest Control will spray for spider mites. • Mulch will be installed around trees February 22, 2017. 1 Sunshine Boulevard • Plant material damaged by an auto accident has been removed. • Previously submitted proposal will be adjusted to include planting of Perennial Peanut and a Hong Kong Orchid tree. Coronado Parkway and Hunter Boulevard • Median#1: Two Silk Floss trees damaged by an auto accident should be replaced. Collier Boulevard and Golden Gate Parkway • The Road and Bridge Maintenance Staff directed removal of dead or declining landscape material from the medians. • Hannula Landscaping has been authorized by the County to commence work on repair of the irrigation system on Collier Boulevard(951) and Golden Gate Parkway noting project is a top priority. During Committee discussion the following was noted: • The Committee queried on the plan for replacement of trees on Coronado Boulevard consistently damaged by automobiles. Mr. McGee noted trees on the end of the median should be replaced. A proposal has been submitted to treat the soil in the vicinity of a tree which died on Hunter Boulevard. • The Committee requested an update on potential insurance reimbursement to offset replacement cost of plant material damaged by accidents. Mr. Sells noted the insurance claim deductible is$500 and processing time is extensive so it is not practical to file a claim for minimal damage. VI. Landscape Architect's Report—McGee and Associates A. Maintenance Reports Mr. McGee submitted the "Landscape Observation Report: -FY 16-17, February 2017" for information purposes and the following items were discussed: Tropicana Boulevard • A Committee review on the turf renovation concept plan for Medians #2, #4 and#5 should be placed on a future meeting agenda. • Prune dead material from Juniper plantings and treat for spider mite damage. Hannula Landscaping, Inc. has scheduled herbicide treatment. • Water usage based on HydroPoint WeatherTrak data was low. Mr. Sells reported the flow meter was not functioning properly and noted the landscaping is not dry. Coronado Parkway and Hunter Boulevard • Price quotes have been requested for replacement of an Alexander Palm, fourteen Big Rose Crown of Thorn, Junipers and a Silk Floss tree on Medians#1, #10 and#11 damaged by auto accidents. • A plan should be developed for bed replacements. Hannula Landscaping is generating a proposal. • Mr. McGee will research the possible causes contributing to the decline of Blueberry Flax Lilies. • Water usage is normal. 2 Sunshine Boulevard • A replacement program should be developed and submitted for multiple areas of declining or missing turf. • Recommend removal of all Bougainvilleas damaged by auto accident and replanting area with Perennial Peanut. • Irrigation water usage was typical. • Plumbago shrubs should be inspected for insects and treated with herbicide if necessary. Golden Gate Parkway Collier County Road & Bridge Division maintains the roadway and Mr. McGee has provided a copy of his report to them. Highlighted recommendations include: • Review Oak tree for special pruning and remove or relocate Sabal Palm to improve travel lane visibility (intersection of 44th Street SW and the east end of median#9)hampered by recent installation of traffic light mast. • Medians#15—#21 are water stressed with broadleaf weed presence. Juniper plants should be treated for insects until the end of the dry season and dead foliage and plants, including African Iris beds, should be removed. • Two dead Pine trees need to be removed. • Dead variegated Pittosporum shrubs on the east end of Median#20 at Sunshine Boulevard have been present for eleven months and need to be removed. Turf renovation plan for recommended planting replacements on file. • Hand remove excess Torpedo grass weeds from Blueberry Flax Lily and Liriope beds. • All turf has dead areas and broadleaf weeds exist throughout medians due to water stress. • A water usage reading for meters in medians#20 and 25 is very low. Collier Boulevard A& B Collier County Road& Bridge Division maintains this roadway and Mr. McGee has provided a copy of his report to them. All items should be addressed: • Median#11: Consider replacing declining Slash Pine tree with Floss Silk Tree. • Recommend removal of Crown of Thorns on north end of Median#1 and south end of Median#2 and replace with Perennial Peanut. • Median#5: Replace Big Rose Crown of Thorn damaged by auto accident. • Remove dead foliage from Juniper plants on south end of Median#5 and north end of Median#4. • Juniper plants should be treated for insects until the end of the dry season. • Review stressed areas of turf for weed control or replacement. • Develop a roadway length plan for replacement of plant material in beds. • Part A& B water use readings indicate the meters may not be operating properly. Hannula Landscaping will research water use,particularly for Part B, noting over the past four years these sections of roadway have typically used one-half the amount recorded. Ms. Acevedo reported the County will solicit bids for replacement of removed plant material. 3 VII. Project Manager's Report A. Monthly Budget Report Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated February 21, 2017 noting: • $209,804 of the $249,000 budget for FY17 Ad Valorem property taxes has been collected. • Carry Forward funds of$474,842 (budgeted monies unspent FY16)brings Total Revenue to $724,842 of which$513,840 is not committed. • FY17 planned Operating Expense Budget is $363,542. Current commitments total $205,269 and 2017 YTD expenditures total $52,502. • Uncommitted Operating Expense funds available are $105,771.68. • Improvements General Fund of$316,700 (Line 28) is reserved to finance special projects subject to review and approval of the County accounting office. • A purchase order for McGee and Associates FY17 contract has been generated and a Notice to Proceed issued. • Line items in red reflect invoices billed after the start of the FY17 year and will be closed out. • A FY17 purchase order was created for Signs & Things Holding Inc. for$4,563.04 (flag installation) and the FY16 purchase order for$4,717.04 will be closed. • Mulch has been budgeted. • A Notice to Proceed was issued to Hart's Electrical for repair of a Luminaire globe replacement on light pole #6 on Sunshine Boulevard. The purchase order will be increased to $5,000 to cover the project which will be billed on a time and material basis. • An invoice for thirteen trees has been processed. • Total available balance less committed expenses totals $461,648. Mr. Schumacher distributed a Budget Category definition analysis to the Committee noting: • Preliminary Ad Valorem Tax Valuations for FY17 will be assigned this coming July. • FY17 TRIM (Truth in Millage)Notices will be distributed to property owners in August 2017. • Property Taxable Values will be finalized and certified in October 2017. • The percent variance +1- is listed on the current MSTU budget summary (FY16 to projected FY17 adjusted by+10.37%). • The Golden Gate MSTU assesses millage at a fixed 0.5 rate as capped per a Board of County Commissioners ordinance. • The New Construction Annex category reflects the value of new construction and the dollar amount is deducted from the Gross Taxable Value. • It is the policy of the Board of County Commissioners (BCC)to establish a"revenue neutral" budget,meaning that MSTU millage is adjusted annually to maintain revenues at a predetermined target level. • The millage rate is evaluated on an annual basis and although it can be adjusted, it cannot exceed the maximum rate set by the BCC. • The Rolled Back Rate is the"Revenue Neutral"millage rate, currently 0.3692. B. Irrigation Status Proposal- Conduit Installation on Coronado and Hunter Mr. Sells distributed a Scope of Services proposal from McGee &Associates to design irrigation control system valve wiring and conduits on Coronado Parkway and Hunter Boulevard. The 4 drawings are in the design phase; McGee &Associates does not estimate project construction cost. The set of plans will go out to bid upon completion. The Committee inquired if landscaping will be disturbed during construction. Mr. McGee anticipates minimal disturbance. Ms. Holmes motioned to approve McGee&Associates,Landscape Architecture,Scope of Services proposal dated January 18, 2017 in the amount of$2,105.00 for design of irrigation control system valve wiring and conduits on Coronado Parkway and Hunter Boulevard Second by Mr. Jefferson. Carried unanimously 4—0. General • The HydroPoint irrigation system on Sunshine and Tropicana Boulevards is functioning well. • A malfunctioning flow meter on Sunshine Boulevard was corrected with installation of a low pass filter on the line. Hunter Boulevard and Coronado Parkway • The Motorola system is operating as intended. • On completion of the installation of the wiring and conduit project all roadways will be on the HydroPoint system. C. Luminaire Repair—Sunshine Blvd Street Lamp The Luminaire globe repair on light pole#6 was addressed in Section VII. A of the Project Managers Report. D. Quotes—November 15th Submissions and Additional Plant Replacements Plant Replacement Quotes Mr. Schumacher, Mr. McGee and Ms.Acevedo will meet prior to the March meeting to finalize the plant selection and financial proposal. Installation will be scheduled for April—May during the rainy season. VIII. Old Business A. Canal Bridge Fencing(Golden Gate Parkway)—McGee & Associates Recommendations Mr. Schumacher speculated that in conjunction with their added irrigation work on the parkway Hannula Landscaping may be able to determine the feasibility of accessing an existing County system for irrigation. B. Santa Barbara and Golden Gate Refurbishment Status The renovation plan is complete and a Request for Quotation(RFQ)will be issued prior to the "rainy" season. IX. New Business None X.
