MINUTES
I. Call to Order
The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum was
established.
II. Pledge of Allegiance

IV. Approval of Agenda
Ms. Spencer moved to approve the Agenda subject to the following change:
Addition: Item II—Pledge of Allegiance.
Second by Mr. Haeger. Carried unanimously 5-0.
VI. Approval of Minutes: December 20, 2016
Ms. Spencer moved to approve the minutes of the December 20, 2016 meeting as presented.
Second by Mr. Haeger. Carried unanimously 5- 0.
VII. Landscape Maintenance Report—Hannula Landscaping and Irrigation
Ms. Acevedo reported on landscape maintenance as follows:
Fertilizer
All roadways median areas are being fertilized in accordance with Mr. McGee's recommendation.

Tree Trimming
Hardwood tree canopy pruning is scheduled for January.
Bougainvillea,Plumbago and Junipers
Bougainvillea will be hand pruned; Plumbago and Junipers will be monitored for trimming.
Traffic Accident Plant Damage
Mr. McGee will provide a list of plant material damaged by an auto accident at which time Hannula
Landscaping will submit a quote for replacement and installation.
During Committee discussion the following was noted:
The Committee queried on the condition of the variegated Pittosporum shrubs on the east end of
Median#20.
Mr. McGee noted if the plant is dead it should be removed and potentially replaced.
Mr. Schumacher will contact Dave Morgan, Maintenance Manager, Road and Bridge Division, to
request a course of action for removal and/or replacement and report his findings to the Committee.
VIII. Landscape Architect's Report—McGee and Associates
A. Maintenance Reports
Mr. McGee submitted the "Landscape Observation Report: -FY 16-17, January 2017" for
information purposes and the following items were discussed:
Tropicana Boulevard
• A Committee review on the turf renovation concept plan for Medians #2, #4 and#5 should
be placed on a future meeting agenda.
• Juniper plantings have spider mite damage.Herbicide application was requested of Hannula
Landscaping, Inc.
• Water usage based on HydroPoint data was acceptable.
Coronado Parkway and Hunter Boulevard
• Quotes have been requested for replacement of Alexander Palm, fourteen Big Rose Crown of
Thorn, Junipers and a Silk Floss tree on Medians #1, #10 and#11 damaged by auto
accidents.
Hannula Landscaping will provide a quote.
• A project length plan developed for bed replacements is under review based on a quote
received December 15, 2016 from Hannula Landscaping.
• Mr. McGee will research the possible causes contributing to the decline of Blueberry Flax
Lilies.
• Water usage is normal.
Sunshine Boulevard
• All replacement trees should be mulched.
• Red Juniper plantings have spider mite infestation. Herbicide application was requested of
Hannula Landscaping, Inc.
• A replacement program should be developed and submitted for multiple areas of declining or
missing turf.

• Recommend removal of Bougainvillea damaged by auto accident and replanting area with
Perennial Peanut.
• High irrigation water usage should be researched for possible system malfunction.
Golden Gate Parkway
Collier County Road& Bridge Division maintains the roadway and Mr. McGee has provided a copy
of his report to them. Highlighted recommendations include:
• Medians#15 —#21 are water stressed with broadleaf weed presence.
• Two dead Pine trees need to be removed.
• The dead variegated Pittosporum shrubs on the east end of Median#20 need to be removed.
Turf renovation plan for recommended planting replacements on file.
• Hand remove excess Torpedo grass weeds from Blueberry Flax Lily and Liriope beds.
• Excess turf and torpedo grass weeds exist throughout medians.
• Water usage per meter readings is minimal.
• Mulch has been applied.
Collier Boulevard A& B
Collier County Road& Bridge Division maintains this roadway and Mr. McGee has provided a
copy of his report to them. All items should be addressed:
• Median#11: Consider replacing declining Slash Pine tree with Floss Silk Tree.
• Recommend removal of Crown of Thorns on north end of Median#1 and south end of
Median#2 and replace with Perennial Peanut.
• Median#5: Replace Big Rose Crown of Thorn damaged by auto accident.
• Remove dead foliage from Juniper plants on south end of Median#5 and north end of
Median#4.
• Median#9: One Crape Myrtle uprooted from apparent auto accident should be removed and
replacement considered.
• Review stressed areas of turf for weed control or replacement.
• Review Plumbago plants for insects and treat if required.
• All medians need mulch.
• Part A& B water use readings indicate the meters may not be operating properly.
Mr. Schumacher provided Larry Humphries, Supervisor, Road Maintenance Landscape
Operations, a copy of Mr. McGee's detailed report and discussed concerns relating to
irrigation. Mr. Humphries reported a County water truck irrigates Golden Gate Pkwy
between 951 and Santa Barbara daily while the County works on updating the Motorola
program software.
IX. Project Manager's Report
A. Monthly Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated December 20, 2016
noting:
• $196,071 of the $249,000 budget for FY17 Ad Valorem property taxes has been collected.
• Carry Forward funds of$474,842 (budgeted monies unspent FY16)brings Total Revenue to
$724,842 of which$528,400 is not committed.
• FY17 planned Operating Expense Budget is $363,542. Current commitments total $213,874
and 2017 YTD expenditures total $43,759.
• Uncommitted Operating Expense funds available are $105,909.41.

• Improvements General Fund of$316,700 (Line 28) is reserved to finance special projects
subject to review and approval of the County accounting office.
• A purchase order for McGee and Associates FY17 contract will be generated and reflected in
the expenditures column;the FY16 balance of$591 will be closed.
• Line items in red reflect invoices billed after the start of the FY17 year and will be closed
out
• A FY17 purchase order was created for Signs & Things Holding Inc. for$4,563.04 (flag
installation) and the FY16 purchase order for$4,717.04 will be closed.
• The purchase order for Naples Electric Motor Works for$625 will be closed.
• Hart's Electrical purchase order is for installation of the Hydropoint controller.
• Total available balance less committed expenses totals $462,582.
B. McGee and Associates Contract Renewal: PO and Notice-to-Proceed Issued
Mr. Schumacher reported the McGee and Associates contract has been renewed.
C. Irrigation Status
Mr. Sells reported on the status of irrigation as follows:
General
• A HydroPoint controller has been installed on Sunshine Boulevard.
• A malfunctioning flow meter has been corrected.
Hunter and Coronado
The controller from Tropicana Boulevard was moved and activated. Operational deficiencies are
being addressed. Both roadways are landscaped with drought tolerant material.
D. Flag Pole Pavers and Ceremony: Thank You Letters
Mr. Schumacher distributed copies of thank you letters prepared on behalf of the Committee on
County stationery and sent on January 11, 2017 to Duane Houdasheldt, Rock Solid Pavers, LLC. and
Sheriff Kevin Rambosk, Collier County Sheriffs Office; with a CC to James Cunningham, Fire
Chief,North Collier Fire&Rescue.
E. Quotes—November 15th submissions and additional plant replacements
Plant Replacement Quotes
Mr. Schumacher and Mr.McGee will conduct a community drive through to cross reference
Hannula's November proposal with Mr. McGee's report for plant material replacement.
The parties will convene prior to the February meeting to finalize the plant selection and financial
proposal.
Sunshine Blvd Light Fixture-Damaged
Mr. Schumacher reported the `Luminaire" (globe) on light pole#6 was shattered. A quote has been
solicited from Hart's Electrical, Inc. for purchase and installation of a replacement.
X. Old Business
A. Canal Bridge Fencing(Golden Gate Parkway)—McGee & Associates Recommendations
Mr. Schumacher reported the project is slated for spring/summer 2017. He will contact Dave
Morgan, Maintenance Manager, Road and Bridge Division,to inquire on the feasibility of accessing
an existing County system for irrigation.

B. Santa Barbara and Golden Gate Refurbishment Status
The renovation plan is complete and a Request for Quotation(RFQ)will be issued prior to the
"rainy" season.
IX. New Business
None
X. Public/Board Comments
Mr. Jefferson observed the irrigation system on Golden Gate Parkway is operating in the early evening
and queried if the timing is appropriate?
Mr. Schumacher will report the issue to Larry Humphries and report his findings to the Committee at the
February meeting.
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:05 P.M.
