MEETING MINUTES
January 11, 2017
Sanctuary Club House, 7906 Haven Drive
I. Call to Order
Ms. Chapin called the meeting to order at 10:02 am. Roll call was taken and a quorum of three
was established.
II. Attendance

III. Approval of Agenda
Mr. Fernandez moved to approve the Agenda after removing item V. Election of Officers to be
done at the next meeting. Second by Ms.Amodeo. Carried 3-0.
IV. Approval of Minutes: November 9,2016
Ms Amodeo moved to approve the minutes of the September 14, 2016 Radio Road East MSTU
Advisory Committee meeting as presented. Second byMr. Fernandez. Carried 3-0.
V. Election Officers
Removed from the agenda until the next meeting when all of the members would be present.
VI. Sue Chapin Report on meeting with Commissioner Burt Saunders.
Sue Chapin and Harry Sells met with the new Commissioner Burt Saunders on December 12,
2016 in his office. The meeting was fairly short. We gave Mr. Saunders a short history of the
MSTU and discussed the committee's concerns with Road and Bridge taking over maintenance of
Radio Road in October. The meeting was very positive and Mr. Saunders expressed support for
the MSTU.
The committee held a general discussion on having input into the quality of maintenance once the
transfer was complete if the MSTU does not continue for another year.
Sue Chapin will call Michelle Arnold to discuss possible courses of action.
VII. Project Manager Report, Harry Sells
A. Commercial Land Maintenance Contract expires 3/17/2017
Ms. Chapin moved to recommend Commercial Land Maintenance Contract be extended
for another year. Seconded by Mr. Fernandez. Passed 3-0.
B. Budget Report January11,2017
Mr. Sells distributed and reviewed the Radio Road East MSTU budget report for Fund 166, dated
January 11, 2017 noting:
• Remaining in available operating expense $975.47.
• There is zero revenue from ad valorem taxes and $124,300 transferred from Fund 111,
(the new county wide landscaping MSTU.)
• There was no deduction for reimbursement for staff Support which was $14,500 in FY
16 which brings the total funds available to almost the same as FY 16.
• The budget for the year will be fairly tight but with adjustments. There is $1,600
committed for Juristaff which will be cancelled and approximately $4,000 extra in the
Landscape Architect PO. If an emergency arises, the $8,999 allocated for Mulch could be
utilized.
C. Tree removal for medians 31, and 36
A PO has been released for Signature tree to remove three dead trees, 1 Royal Palm, 1
Buccaneer Palm, and one Pigeon Plum for $190.00, all on medians 31 and 34.
D. Plant Replacement,
60 Golden Creeper and 35 Society Garlic have been replaced on Medians 32 and 34 as
approved for approx. $700. The remainder of the approved $2,000 will be utilized to replace
88 Golden Creeper and 58 Spider Lily on Median 35.
VIII. Landscape Architect's Report—Urban Green Studio,Dayna Fendrick
Ms. Fendrick distributed the "Landscape Architect's Field Report 2016 8" for field visit on
10/12, 13, 31/2016
• Viburnum continues to have sporadic dieback throughout the beds with no apparent reason
with the worst on Median#34 and#38. Harry will send plant sample to U of F for testing.
• Some Croton Scale was present and needs to be treated again.
• Fertilization was done in November and the plant color is very good.
• Royal Palms have been systematically treated three times. The dead royal palm and
Buccaneer Palms on Median 31 need to be removed. They have some lower fronds that are
yellowish while the upper fronds are dark green.
• Fire ants are still evident.
• The condition of the Purple Queen is variable, with some doing extremely well and others
barely surviving.
• Several Crotons were replaced by Commercial Land. They were treated for scale but not
checked for recovery and the plants that were replaced died.
• Muhly grass should be cut back in a month or so once the blooms are gone.
IX. Landscape Maintenance Report—Commercial Landscape Maintenance-Robert Kindelan
Mr. Kindelan updated the Committee on landscape maintenance noting:
• Mr. Kindelan gave a short overview of the maintenance activities.
• Missing Golden Creeper and Society Garlic were replaced on median 32 and 34.
