EXECUTIVE SUMMARY
Recommendation to approve Tourist Development Tax Category “B” funding to support the three
upcoming FY 17 Sports Events up to $16,750 and make a finding that these expenditures promote
tourism.

OBJECTIVE: Approve funding support for managing and promoting three upcoming sports events in
Collier County during FY 17.
CONSIDERATIONS: Collier County is scheduled to host the following events in May 2017. The
Tourism Division Sports Marketing Team has attracted these prestigious events to our community. The
projected hosting costs to manage and promote these events are based on our past experience with similar
events. The Tourism Division proposes to pay Parks and Recreation for the field rental and event support
expenses for each applicable event and additional funding as needed and outlined below based on the type
of event. The proposed event assistance expenses are authorized expenditures for the BCC approved
Sports Assistance Program. Funding for these events is subject to Board approval.
USTA - ITF Women’s Pro Circuit - Week 1 will take place May 7-14, 2017. This event will take
place at Naples Bath and Tennis Club and will feature women’s singles and doubles competition. The
event looks to attract over 120 athletes and 550 room nights. The expenses to be paid for this event will
be assistance with official and press fees and USTA marketing production fees to aid in facilitating the
tournament for a total of $7,800.00.
USTA - ITF Women’s Pro Circuit - Week 2 will take place May 14-21, 2017. This event will take
place at Naples Bath and Tennis Club and will feature women’s singles and doubles competitors from the
first week of competition. The event estimates over 100 athletes and 500 room nights. The expenses to be
paid for this event will be assistance with official and press fees for a total of $4,100.00.
Sweetbay Memorial Day Cup will take place May 27-29, 2017. This is a youth soccer tournament in the
sixth year in Naples and looks to attract over 80 teams and an estimated 600 room nights for the weekend.
The expenses to be paid for this event will be assistance with a facility rental to North Collier Regional
Park and assistance with sanctioning fees up to a total cost of $3,350.00 and park staff overtime costs up
to $1,500.00 for a total of $4,850.00.
FISCAL IMPACT: Funding of up to $16,750.00 for these three events is included in the BCC approved
FY 17 Tourism Department budget in Fund 184 for Sports Marketing Event support.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
ADVISORY BOARD RECOMMENDATION: The Tourist Development Council recommended
approval of this item 7-0 at the March 27, 2017 meeting.
LEGAL CONSIDERATION: This item is approved as to form and legality and requires majority vote

About the USTA Pro Circuit
The USTA Pro Circuit was formed in 1979 to provide players with an
opportunity to gain the professional ranking points they need to compete on the
major pro tours. It has since grown into the largest developmental tennis circuit
in the world, consisting of approximately 90 tournaments and nearly $3 million
in prize money. And by offering so many competitive opportunities throughout
the United States, the USTA Pro Circuit makes it easier and more affordable
for American players to earn a pro ranking without having to travel abroad.
USTA Women's Circuit
Women's events on the USTA Pro Circuit consist of $10,000, $25,000,
$50,000, $75,000 and $100,000 tournaments. Each event has 32 players in
the main singles draw and 16 teams competing in doubles.
Tracking Visitors and Event Impact
Event organizers receiving tourist tax funding assistance must track visitors using a
format provided by the Sports Marketing staff of Collier County. Event promoter or
rights holder will be required to collect these forms from all participants and teams
participating in the event.
Grant Review Process
1. Applications will be reviewed by the Sports Marketing Staff of the Collier County
Tourism Department to evaluate the impact of the event and projected overnight
accommodations generated by the event.
2. Applications must be received 90 days prior to event in order to be considered for
funding assistance.
3. All funding will be based on the availability of sufficient tourist tax revenue to fund
the event assistance.
Grant Request Funding Levels
Events will be considered for funding assistance based on the potential hotel room
nights generated from the event. If the Sports Marketing Staff feels the projected
room nights are unrealistic, they may adjust the funding level accordingly. The
following chart serves as a guideline for funding. Funding consideration will be
based on submitted budget and eligible expenses.

The $10,000 tournaments are entry-level events that give young players the
opportunity to earn their first ranking points. The women who compete are
usually juniors or college players, and players who may be as high as Nos. 250
to 300 in the WTA Rankings. The singles qualifying draw is 64 or 128 players
at this level.
The competition and the ranking points increase in the $25,000 tournaments—
at this level a player can best determine whether to continue to the next tier of
$50,000 to $100,000 events as a touring professional. The $25,000
singles qualifying draw can be 32 or 64 players.
The caliber of player at the premium -level events, the $50,000 to $100,000
tournaments, is close to that of the WTA. They feature women ranked as high
as No. 40. The qualifying draw size for the $50,000 events and above is 32
players.
