EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking of professional engineering
consultants on the Request for Proposal issued as CCNA Solicitation 17-7103 West Goodlette Frank
Road Joint Stormwater-Sewer Project (Project Number 60142), and to enter into contract
negotiations with the top ranked firm subject to Board approval.
OBJECTIVE: To obtain professional engineering services for the design and permitting of stormwater
and sanitary sewer facilities (with necessary potable water line modifications) for the West Goodlette
Frank Road Joint Stormwater-Sewer Project (the Project).
CONSIDERATIONS: On February 10, 2017, Collier County’s Stormwater Management Section, in
conjunction with the Procurement Division, issued a Request for Proposal (RFP), number 17-7103, in
accordance with the Consultants Competitive Negotiation Act (CCNA) requesting proposals from
professional engineering consulting firms for the Project. Staff sent out one thousand seven hundred four
(1,704) notices of the RFP via e-mail and seventy-eight (78) were downloaded. Staff received three (3)
proposals by the March 10, 2017 submission deadline.
On April 7, 2017, a selection committee ranked the three (3) firms based on an evaluation of their
proposals and presentations. By consensus, the selection committee ranked the firms as follows:

Staff is requesting the Board approve the selection committee’s ranking of the consultants and direct staff
to begin contract negotiations with the top ranked firm, Q. Grady Minor, and in the event that an
agreement cannot be reached with that firm, to continue negotiating with the remaining firms in the order
ranked above.
FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact; however, the source
of funding for the future contract (subject to Board approval at a subsequent meeting) is ad valorem taxes.
This is a joint project between the County and the City of Naples in accordance with the interlocal
agreement that was approved by the Board on September 27, 2016 (Agenda Item 16.A.9) and by the City
Council on November 2, 2016 (Agenda Item 6-E).
Approval of this item will not result in operational a nd maintenance costs. However, the subsequent
design and construction contracts, subject to the Board’s final approval at later meetings, are considered
operational and maintenance costs for the stormwater facilities. In accordance with the interlocal
agreement the City of Naples will be responsible for the construction, operation, and maintenance costs of
the public utility components.
GROWTH MANAGEMENT IMPACT: The project is in accordance with the intent of the Growth
Management Plan Intergovernmental Coordination Element and the Drainage Sub-element.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT

RECOMMENDATION: To approve the short-list of ranked professional engineering consulting firms
for RFP number 17-7103 and direct staff to begin negotiating an agreement with the top -ranked firm, Q.
Grady Minor, in accordance with the CCNA, subject to the Board’s final approval at a subsequent
meeting.
