EXECUTIVE SUMMARY
Recommendation to accept a time extension to a Local Agency Program Agreement 433177 with
the Florida Department of Transportation for the construction and construction engineering
inspection of intersection improvements on Golden Gate P arkway at Livingston Road, Project No.
33431.
OBJECTIVE: To accept a time extension to a Local Agency Program (LAP) Agreement grant to
construct intersection improvements on Golden Gate Parkway at Livingston Road and to provide
construction engineering inspection (CEI) with funding assistance in an amount of up to $331,363 from
the Florida Department of Transportation (FDOT).
CONSIDERATIONS: On February 18, 2016, the FDOT and Collier County entered into a LAP
agreement, wherein FDOT would reimburse Collier County up to the sum of $331,363 for the
construction of intersection improvements and CEI services on Golden Gate Parkway at Livingston Road.
The County received two (2) bids for the project on April 14, 2016, and one bid was deemed non -
responsive. The only qualified bid at that time was in the amount of $404,635.27. After correspondence
with FDOT, we requested that our Board of County Commissioners (Board) reject the bid due to the
limited response. The Board approved the rejection of the bids and a request to re-bid on July 12, 2016,
Item 16A5. The project was subsequently re-advertised on October 21, 2016. Seven bids were received
on November 21, 2016, including the current low bid with Quality Enterprises USA, Inc. The amount of
the bid was $289,129.70, significantly less than the original bid received in April.
The process of re-bidding the project caused a delay of several months. Therefore, the original
“construction to be completed by 02/16/17” date in Exhibit “A” of the LAP agreement needed to be
revised to December 31, 2017. FDOT approved this request for the time extension and issued Time
Extension Request #1.
FISCAL IMPACT: There is no fiscal impact associated with this executive summary. The agreement
amount remains the same.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: To accept a time extension to a LAP Agreement with the FDOT in which
Collier County will be reimbursed up to $331,363 for the construction and CEI of intersection
improvements on Golden Gate Parkway at Livingston Road.

In reference to Collier County's request on December 9, 2016, the expiration date of the referenced LAP
Agreement is hereby extended to December 31, 2017.
Project Status:
The original bid was issued on March 14, 2016. 2,127 notices were sent out and 82 packages were downloaded for
the bid. However, the County only received two (2) bids for the project on April 14, 2016, and one bid was deemed
non-responsive. The only qualified bid at this time was in the amount of $404,635.27. After correspondence with
FDOT, we requested that our Board reject the bid due to the limited response. It was felt that by re -advertising
the project and modifying the requirements for pre -qualification that there would be a more positive response to
the invitation to bid. Our Board approved the request to re -bid and the project was subsequently re -advertised on
October 21, 2016. Seven bids were received on November 21, 2016, including the low bid with Quality Enterprises
USA, Inc. The amount of the bid was $289,129.70, significantly less than the original bid received in April. The
process of re -bidding the project caused a delay of several months.
