EXECUTIVE SUMMARY
Recommendation to consider identification of county owned land to be placed into a land trust,
appropriately zoned and designated for development of housing that is affordable.
OBJECTIVE: To promote development of housing that is affordable in Collier County.
CONSIDERATIONS: At its February 24, 2017 housing affordability workshop, the Board advanced
initiatives recommended by the Urban Land Institute (ULI) in its preliminary housing assessment report.
One of those initiatives is the adoption of a Community or Public Land Trust. Mitigating the cost of land-
something that is fixed, limited, and a significant challenge to all developers in Collier County-can be
addressed through vehicles such as a community land trust (CLT) and through a program to designate
public land for public goods, such as for housing that is affordable. The ULI identified that a related
approach to the CLT is to consider a ground lease structure. This approach both dramatically reduces the
cost of the land to the developer and helps ensure long-term affordability for the housing built on that site.
The Stakeholder Committee and the Affordable Housing Advisory Committee, along with staff, continue
to develop this recommended initiative for inclusion in the Community Housing Plan due to the BCC in
September of 2017.
The ULI also recommended that the county immediately undertake a review of the current land inventory
to identify parcels that may be available for housing development opportunities. In advance of the full
report, and in order to take a leadership role in meeting the articulated housing needs in our community, I
wish to move forward on this opportunity now. The goal is to identify a parcel of land currently owned
by the County to be the first to be placed into such a trust, and then ensure the property is properly zoned
and marketed for workforce housing development through a competitive process. Ideally, such parcel
would be able to support a future State Apartment Incentive Loan (SAIL) application for needed rental
housing that is affordable in our community.
Staff has provided an inventory of County owned properties in the backup materials for Board
consideration and discussion.
FISCAL IMPACT: The fiscal impact of identifying a parcel is minimal. Once a parcel is selected, costs
may include legal or rezoning costs. Also, a decision will eventually need to be made about the sale price
of the parcel to a developer/owner.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority support for approval. -JAK
GROWTH MANAGEMENT IMPACT: This action will allow the County to expand affordable
housing opportunities for its citizens and further the goals of the Housing Element of the C ollier County
Growth Management Plan.
