The Clam Bay Committee of the Pelican Bay Services Division met on Thursday, March 2 at
1:00 p.m. at the SunTrust Bank Building, 801 Laurel Oak Drive, Suite 302, Naples, Florida

ROLL CALL
All members were present and a quorum was established
AGENDA APPROVAL
Mr. Ventress motioned, Mr. Hirniak seconded to approve the agenda as amended
with the addition of discussion item #6a. The motion carried unanimously.
APPROVAL OF 02/02/17 MEETING MINUTES
Mr. Ventress motioned, Mr. Hirniak seconded to approve the 02/02/17 meeting
minutes as presented. The motion carried unanimously.
AUDIENCE COMMENTS
Dr. Trecker commented on Dr. Tomasko's 2016 Water Quality Report which indicates
that total phosphorus in Clam Bay exceeded FDEP criteria in 2016. Possible causes of high
phosphorus levels are, (1) inadequate tidal flushing in Upper Clam Bay, (2) lake discharges into
Clam Bay which are fed with run-off consisting of irrigation water and fertilizer, and (3)
sediment recycle from plant/fecal buildup.
Dr. Trecker summarized comments by Dr. Tomasko during a recent conversation
including, (1) FDEP does not require specific Clam Bay copper measurements, (2) FDEP cited
Clam Bay as "impaired for copper" based on sampling from sites CB1, CB3 and CB6 and
therefore, it may be reasonable to monitor copper levels only at these three sites, (3) collecting
samples from berm areas for copper level monitoring may be meaningless as these areas are dry
or close to dry during parts of the year, and (4) hardness measurements should be taken at some
upland lakes.
Mr. Hall commented that copper levels have been monitored at 9 sampling sites, per the
Clam Bay Management Plan. He commented that Clam Bay is currently on "the planning list"
for copper by FDEP.
MANGROVE DIE-OFF
THA FEBRUARY REPORTS
Mr. Tim Hall reported (1) February observations indicate no expansion of the original
mangrove die-off area, and (2) some seedling regeneration/regreening can be observed in some
of the stressed areas.
H&M FEBRUARY TIDAL RATIO DATA
Dr. Dabees commented that the February tidal ratios are at less than preferred levels. He
suggested that this is a result of observed average water levels being lower than normal for the
month of February.
WATER LEVEL LOGGER DATA
Mr. Sterk commented that the water level logger data will be available next week.
ELEVATION AND BATHYMETRIC SURVEY RESULTS

Mr. Sterk provided data from the recently completed topographic survey, which included
three transects from the Strand wall to Clam Bay. Mr. Sterk and Dr. Dabees concluded that this
area is almost a flat plain. As a result of the flat topography, Mr. Hall concluded that increasing
the number or size of hand-dug channels would not result in any benefit.
Ms. Mary Johnson commented on sea level rise and possible effects on Clam Bay.
MID MARCH MONITORING OF MANGROVE PLOTS
Mr. Sterk commented that his mid-March mangrove plot monitoring report should be
available at the April committee meeting.
MONTHLY MANGROVE DIE-OFF MONITORING
Mr. Hall commented that March is the last month of his monthly mangrove die-off
monitoring contract.
MAINTENANCE OF HAND-DUG CHANNELS
Mr. Sterk commented that inspections of the hand-dug channels will be completed in
March/April, from which he will provide direction/information on troubled areas for targeted
maintenance work to our maintenance contractor.
ADDITIONAL CONSULTANT SUPPORT
The committee decided that no additional consultant support is necessary at this time.
Mr. Peter Duggan commented that the Mangrove Action Group has decided to finance up
to $10,000 for a PEM research test (alternative beach renourishment) to try to motivate the TDC,
PBF and others to take similar action. He extended an invitation to join Dr. Tonya Clayton
(author of"How to Read a Beach") for a walk on South Beach on March 22 at 7:30 a.m. and at
Clam Pass Park at 9:30 a.m.
INTERVENTION STRATEGIES
The committee agreed that no intervention strategies are warranted at this time.
CLAM BAY MONITORING IN 2017
Ms. Jacob commented that the new two year Clam Bay monitoring contract, awarded to
Earth Tech, will be brought to the BCC on March 14 for approval, and then commence at the end
of the month.
DREDGING FOLLOW UP (ADD-ON)
Mr. Dorrill commented on post-dredging permit requirements: Between March 15 and
April 15, our engineers will be performing compaction testing to determine whether beach tilling
will be necessary. All turtle nesting requirements will be completed by the County.
Dr. Dabees commented that no escarpment issues have been observed and monitoring
will continue.
WATER QUALITY MONITORING
COPPER RESULTS
Ms. Jacob commented that monthly copper results will be available from the County Lab
by next Friday.

2016 WQ REPORT
The 2016 Water Quality Report was discussed by Dr. Trecker under "audience
comments." Based on the recommendation by Dr. Tomasko, staff will add "hardness
measurements" at six berm sites to monthly water quality testing by the County lab.
2017 WQ REPORT
Staff provided a draft of the RFQ for 2017 Clam Bay Water Quality Monitoring &
Analysis. The committee made the following suggestions: (1) the 4 quarterly reports should
focus only on total nitrogen and total phosphorus, (2) the annual report should include all
parameters including TN, TP, copper and dissolved oxygen, (3) the annual report should include
an exhibit of sampling sites and tables showing highlighted exceedances, (4) report deadlines
should be 30 days following the receipt of County lab monthly data, and (5) the expectation is
that these reports will be prepared by a site specific water quality expert.
SEDIMENT TESTING FOR TP
Ms. Jacob is in the process of preparing an RFQ for sediment testing for phosphorus and
copper at 11 Clam Bay locations. The committee suggested and staff agreed to add the Vizcaya
lake as a 12th site.

By consensus, the committee agreed that the next meeting of the committee would be
held on April 6 at 1:00 p.m.

Definitions
Mean Tide Ratio:ratio of tide amplitude of gages over the tide amplitude from the Gulf of Mexico,averaged over a month.
This ratio is representative of the pass's effectiveness in flushing water from the bay. The lower the ratio, the less
efficient is flushing,indicating material accumualting in the pass.
Mean Low Tide Lag:time difference between low tide in the Gulf of Mexico and at the gage's locations,averaged over
a month in minutes.The time lag is also represenattive of the pass's effectiveness in flushing water from the bay.The higher
the lag the less efficient is flushing,indicating material accumulating in the pass.
Background
Clans Pass is a small wave dominated inlet on the southwest coast of Florida that provides a tidal connection to 500 acres of the wetland
preserve of Clain Bay Natural Resource Protection Arca(NRPA).This preserve includes several interconnected bays surrounded by extensive
areas of mangrove wetlands.The preserve is a pristine environmental resource that is collectively known as Clam Bay.Clam Pass has gone
though periods of inlet migration es well as closure,because the relatively small tidal prism for Clam Bay provides critical balance between
tidal energy and littoral process at the inlet channel.Humiston&Moore Engineers provides professional engineering services to Pelican Bay
Services Division of Collier County,Florida for Clam Pass and Clam Bay.Humiston&Moore Engineers provided engineering services to
assist Turrell Hall&Associate in the development of the Clam Bay NRPA management plan of 1998 and the updated plan of 2014. The
engineering services included the development of design criteria for the inlet stability and conditions for maintenance dredging to
maintain hydraulic efficiency and avoid potential inlet closure including.The implementation of the NRPA management plan includes
various monitoring to maintain the health of the eco system.In addition to the ecological and biological monitoring of the bay system and
its function as a protected environmental resource,the monitoring program includes hydraulic and physical monitoring of the inlet and bay
system to monitor the stability of the pass and assess maintenance requirements.Monitoring of the hydraulic and physical conditions of
the Clam Bay system continues according to the updated NRPA management plan.The hydraulic monitoring indudes continuous water
level and tidal data collection at 4 locations within the bay system. 4/3/2017

ANNUAL CLAM BAY WATER QUALITY MONITORING & REPORTING SPECIFICATIONS
Purpose:
The purpose of this request for service is to maintain water quality within the Clam Bay Natural Resource
Protection Area(NRPA) by analyzing laboratory data and evaluating compliance with referenced site
specific alternative nutrient criteria(SSAC)adopted by the U.S. Environmental Protection Agency(EPA)
and Florida Department of Environmental Protection (FDEP) as indicated in the Florida Administrative
Code 62-302.
Background:
The overarching goal of the Clam Bay NRPA Management Plan is to establish the basis for management
activities that will be undertaken to protect the health of the Clam Bay estuary. In October 2012, FDEP
classified Clam Bay"impaired for copper"and gave Pelican Bay 5 years to develop a plan to deal with
the problem. In August 2013,PBSD stopped using algaecides containing copper in its 45 storm water
lakes. Although water quality data shows that copper levels are declining, high copper levels remain a
concern.
Project Manager's Responsibilities:
• PBSD staff will collect water quality samples on a monthly basis at fifteen (15) sampling sites
located within the Clam Bay NRPA and deliver these samples to the Collier County Pollution
Control Laboratory
• Project manager will provide contractor with monthly laboratory data, field notes, and chain of
custody forms as they become available.
Scope of Services:
BASE BID—Provide pricing for task 1 in the compensation schedule below. The quote will be awarded
to the responsive quoter with the lowest line 1 total.
Task I—Clam Bay Water Quality Monitoring & Analysis (Lump Sum)
• Preparation of four quarterly(4)technical memorandums (TM)and one (1)annual TM that
evaluates Clam Bay water quality(WQ) laboratory data and analyzes compliance with referenced
water quality site specific alternative nutrient criteria(SSAC)as indicated in the Florida
Administrative Code (FAC) 62-302
• Each TM should include:
o An exhibit that identifies areas where water quality is impaired

Purpose:
The main purpose of this testing is to analyze sediment copper levels in Clam Bay to serve as a
comparison to sampling already completed in Pelican Bay stormwater lakes.
Background:
In October 2012,the Florida Department of Environmental Protection (FDEP) classified Clam Bay
"impaired for copper"and gave Pelican Bay 5 years to develop a plan to deal with the problem. In
August 2013, Pelican Bay Services Division (PBSD) stopped using algaecides containing copper to
treat algae and duckweed in its 45 storm water lakes and since that time,water quality data shows that
copper levels are dropping in both the storm water lakes and in Clam Bay; however, high copper levels
remain a concern.
Scope of Services:
BASE BID—Provide pricing for tasks 1 in the compensation schedule below. The quote will be
awarded to the responsive quoter with the lowest line 1 total.
TASK 1 —Clam Bay bi-annual sampling and reporting (Lump Sum)
Each bi-annual sampling event(April and October)requires collection and analysis of both sediment
and water samples from each of the twelve (12) already-identified sampling locations in Clam Bay
indicated on the provided map and should include:
• Collection of one (1) sediment"grab" sample tested for copper, aluminum, &total phosphorus
• Collection of one (1)water quality sample tested for copper and hardness
• Measurements of water depth and silt depth at the sample location.
• Analysis of soluble copper and sediment-based copper from a certified laboratory capable of
copper detection levels less than 3.0
• Prepare report following each sampling event analyzing the findings and compare to provided
sediment reports from 2013 and 2016 of the Pelican Bay stormwater lakes
For quality assurance/quality control purposes, Florida Department of Environmental Protection
(FDEP) standard operating procedures for sampling collection, handling, and laboratory analysis
should be followed.
Sampling Locations,Access to Properties, & Scheduling Field Work:
Sediment samples and water quality samples should be collected from the already-identified locations
in Clam Bay. An exhibit identifying these locations is provided.Access to Clam Bay will be from
Clam Pass Park at the south end of the system. Contractor shall coordinate with project manager to
gain access to properties and schedule field work.

• Plot dominated by white mangroves (39/45 trees)
• 2015-2016 saw 35.4% mortality of trees (mostly white mangroves <4cm)
• 2016-2017 saw 8.1% mortality of trees (3 new dead whites <4cm)
• Further 24%of trees showing some stress, again nearly all whites (23% stressed 2015-2016)
• Plot contains abundant white mangrove recruitment and some red mangrove recruitment (not
reflected in #'s due to size)
