RE: "Plantation" PDA (originally Eastridge PUD - R-84-29)'
On Tuesday, Apri 15, 1988, I conducted a site visit to land rezoned as
the Eastridge PUD, accompanied by Joe Boggs and Steve Erek of Bruce
Green & Assoc. They had requested that the Natural Resources Management
Dept. assess a small section of the parcel with respect to a possible
error in nomenclature in the Eastridge PUD document. The area in
question is located in the southwest corner of the project, and is
described in the EAC minutes (John Cardillo) and the resulting PUD
stipulation as a "cypress head" (Ordinance 84-72, Section 5.7.a) .
Although the dominant vegetation in the Southwest corner appears to consist of
.-� second-growth pine with a graminoid groundcover, a small wetland area
(approximately 80' diameter) containing scattered cypress with a
groundcover of swamp fern/satellite bush is present. According to Mr.
Boggs and Mr. Erek, this is the area described as the "largest (1.25
acres) cypress stand" found on the parcel (Ray Link, EIS document) . In
my opinion, this "cypress stand" is indeed a wetland, albeit a
transitional one, but I have reservations as to whether any
biologist would consider it a "cypress head". I would therefore have no
objection to an alteration in the wording in the above-noted PUD section
during the PDA process (see attached) ; this discrete wetland area should be
incorporated into the plan, i.e. , into a single family lot, for
instance, but should not be removed or paved. Furthermore, the EIS
prepared for the original rezone appears to have been adequate (i.e. , no
communication to the contrary from Mark Benedict) , and I believe that an
additional EIS would be superfluous at this point.---•
