(Commissioner Solis' request) Time Certain Items: Item 13A to be heard at 10:00 a.m. Item 10A to be heard at 1:00 p.m. Item 12A to be heard immediately following Item 5B 4/18/2017 3:30 PM Add On Item 10B April 11, 2017 EXECUTIVE SUMMARY Recommendation to accept a Multi-Way Stop Warrant Study and approve the installation and operation of a 4-way stop control at the intersection of St. Andrews Boulevard and Wildflower Way at an installation cost of approximately $300, with an annual maintenance cost of approximately $100 (Cost Center 163630). OBJECTIVE: To request the Board of County Commissioners (“Board”) accept a Multi-Way Stop Warrant Study and approve construction, activation and maintenance of a 4-way stop control at the intersection of St. Andrews Boulevard and Wildflower Way in accordance with any and all applicable federal, state, and county standards and specifications governing such traffic control devices. CONSIDERATIONS: Florida Statute §316.006 provides that the County “may place and maintain such traffic control devices which conform to the manual and specifications of the Department of Transportation upon all streets and highways under its original jurisdiction as it shall deem necessary…to regulate, warn or guide traffic.” A traffic engineering study, performed and approved by a Professional Engineer registered to practice in the State of Florida, has concluded with the determination that the subject intersection meets the minimum warrants for a multi-way stop, as set forth in the Manual on Uniform Traffic Control Devices (MUTCD). Installation of a 4-way stop at this location is within Collier County Access Management Guidelines. The traffic engineering study was performed at the request of the Lely Country Club Property Owner’s Association. The study report was completed March 31, 2016, in accordance with guidelines promulgated by the Florida Department of Transportation and the MUTCD. The investigation of the need for a multi-way stop includes an analysis of various factors related to the operation and safety of the intersection and determines if specific warrants identified within the MUTCD are met. FISCAL IMPACT: We estimate the cost of this work to be $300, with an annual maintenance cost of approximately $100. Funds are available in Traffic Operations General Fund 101. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. The Florida Department of Transportation has adopted the MUTCD as the State standard and it governs the placement and design of traffic signals, signs, and pavement markings on public and private roads within the state. MUTCD Warrants for Multi -Way Stop Signs: The MUTCD states the following support statements for the use of multi -way Stops: "Multi -way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi -way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi -way stop control is used where the volume of traffic on the intersecting roads is approximately equal" The MUTCD provides the following guidance statements: The following criteria should be considered in the engineering study for a multi -way Stop sign installation: 3 A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. A crash problem, as indicated by 5 or more reported crashes in a 12 -month period that are susceptible to correction by a multi -way stop installation. Such crashes include right -and left - turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volumes entering the major street approaches (total of both approaches) averages at least 300 vehicles per hour (vph) for any 8 hours of an average day, and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) average at least 200 units per hour for the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds per vehicle during the highest hour, but 3. If the 85 -percentile approach speed of the major -street traffic exceeds 40 mph, the minimum volume warrant is 70% of the above values. When the 85 percentile speed exceeds 40 mph, the traffic volumes on the major street should be at least 210 vehicles per hour for any 8 hours and the traffic volumes on the minor street should be at least 140 vehicles per hourfor the same 8 hours. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80% of the minimum values, Criteria C.3 is excluded from this condition. STUDY DETAILS Existing Road Characteristics St Andrews Boulevard is a two-lane, median separated urban roadway with a gore separated bike lane on both sides of the road and Wildflower Way is a two-lane urban roadway. St Andrews Boulevard is functionally classified as a collector roadway and Wildflower Way is functionally classified as a local road. Traffic volumes from Lely Ct were not considered as part of this study due to the minimal volume from this cul-de-sac. This intersection is within the Lely neighborhood south of Rattlesnake Hammock Road. The posted speed limit on St Andrews Boulevard is 30 mph and the posted speed limit on Wildflower Way is 35 mph. Traffic Volume Warrant A 24-hour traffic volume count was performed on March 23, 2016. The data collected includes traffic approaching from three directions at the intersection. The information with the highest hourly traffic volume has been abstracted in the following (Figures 3 and 4): The warrant for vehicular volumes for both St Andrews Boulevard and Wildflower Way are met for the same eight hours. Multi way stop control is to be used where the volume of traffic on the intersecting roads is approximately equal. During this three year period, there were six recorded crashes near the intersection. To meet the crash warrant for a multi -way stop, the MUTCD requires 5 or more crashes in a 12 -month period that are susceptible to correction by a multi -way stop application. In 2015, there was one right angle crash that was susceptible to correction by a multi -way stop application. The crash history of this intersection did not meet the warrant for a multi -way stop sign installation. Intersection Sight Distance The Traffic Engineering Handbook identifies that motorists approaching intersections should have a sufficient, unobstructed view of the intersection and approaches. The American Association of State Highway and Transportation Officials (AASHTO) provide standards and guidelines regarding intersection sight distance. The AASHTO model for sight distance (Figure 5) provides a method to determine the sight distance available for a given intersection. For this location, using Case B 1 -Left turn from the minor road, letter "a" is recommended as a distance from 14.4' to 17.8' (I used a safe stopping distance of a=14.5') and letter "b" uses the formula (ISD = 1.47V,»aj,tg) or ISD = 1.47*35*7.5=386', where Vmajor is the design speed of the major road and tgis the time gap taken for a passenger car from Exhibit 9-54. Therefore, letters "a" and "b" would be approximately a= 14.5' and b= 386', respectively. An engineering field review has shown that the study intersection does provide adequate sight distance for the turn movements. At this intersection, drivers are to stop at the stop bar/stop sign on Wildflower Way and Lely Court before entering the intersection. There are no significant safety issues regarding sight distances at the intersection or approaches to the intersection. A row of hedges is on the northwest coiner of Lely Court and will need to be maintained properly to keep adequate sight distance. St Andrews Boulevard and Wildflower Way traffic operational characteristics and safety could be improved by multi -way stop control.
