EXECUTIVE SUMMARY
Recommendation to provide after-the-fact-approval for the submittal of the U.S. Department of
Agriculture Local Food Promotion Program planning grant application in the amount of a
$100,000 for the Immokalee Culinary Arts & Production Campus. (Total anticipated fiscal impact
$125,087.52 with a Federal Share of $100,000 and local match 25,087.52)
OBJECTIVE: To obtain after-the-fact-approval from the Board of County Commissioners to submit a
U.S. Department of Agriculture (USDA) Local Food Promotion Program (LFPP) grant application to
fund a Market Analysis and Feasibility Report that provides in-depth data related to land-use planning,
economic development impact and financial viability for the Immokalee Culinary Arts & Production (I-
CAP) Campus.
CONSIDERATIONS: On September 10, 2013, Agenda Item 11.C, the Board approved the Office of
Business & Economic Development’s FY14 Business Plan, which included a goal of developing a
business accelerator program. Policy direction from the November 26, 2013, and December 10, 2013,
BCC meetings culminated in the May 13, 2014, approval of the Collier County Innovation Accelerator
Business Plan, and authorized its implementation. A critical component of the accelerator development
process was obtaining a $2,500,000 State of Florida Collier County Soft-Landing Accelerator Grant to
develop a soft-landing accelerator project. Only about $740,000 of the original appropriation was spent
on the accelerator project, part of which was used to pay for the Immokalee culinary accelerator design.
An additional State appropriation was obtained by Economic Incubators Inc., in the amount of
$2,000,000 in FY 2017, for the accelerator project, which included $250,000 for FGCU programs. On
May 10, 2016, the Board approved a $112,536 USDA Rural Business Development Grant (RBDG)
grant application for the Florida Culinary Accelerator @ Immokalee (Immokalee Accelerator)
equipment purchases. On December 12, 2016, ID# 2442, Item # 16.F, the Board approved resubmittal
of an Economic Development Administration grant application in the amount of $1,000,000 for facility
improvements to the Immokalee Accelerator.
The Immokalee Accelerator will offer an agribusiness-focused culinary food accelerator equipped with
commercial kitchen equipment, food product development and testing equipment, which will meet all
FDA, USDA and state-applicable requirements and be completed by July 2017. The Immokalee
Accelerator will play a critical role in providing opportunities for food entrepr eneurs and in diversifying
the type of companies in Collier County, as well as create new employment and career opportunities for
our workforce.
The purpose of the I-CAP Campus is to provide access to a world-class, high-tech shared commercial
food and beverage facility that will provide hands-on developmental and production assistance to
businesses and their products, promoting innovation by offering educational programs, student mentoring
and a wide range of internship opportunities across a broad spectrum of the culinary arts and high-tech
food production systems. The Immokalee Accelerator is designed to transition culinary professionals
from cottage status to a commercial level capable of executing contracts with mainstream distribution
channels. However, the facility is constrained by its 5,274-square-foot space. Therefore, the keystone of
the I-CAP is a 50,000-100,000-square-foot shared multi-focused kitchen, production and education and
research facility that will serve as a hub for private sector investment and build-out of the campus park.
Graduates of the Immokalee Accelerator may still need assistance with establishing their production
capabilities within Collier County. Additionally, Immokalee has various local food businesses.
However, there are still low linkages within the local agriculture economy. The I-CAP Campus will
create additional production capabilities, stimulate collaboration within the local agriculture economy and

encourage new market opportunities for food entrepreneurs and farm operations in Collier County. Under
this application, to be submitted on or before March 27, 2017, Collier County is requesting funding for a
Market Analysis and Feasibility Report that will provide in-depth data related to land-use planning,
economic development impact, and financial viability for the I-CAP Campus. The project will hire an
expert(s) to provide technical assistance for implementing a local/regional food system, planning,
construction, and site development of the I-CAP, and provide training in managing a local/regional food
storage or processing facility. This Project qualifies for priority consideration or preference points under
the State of Florida’s Rural Area of Opportunity (RAO) program and the U.S. Department of Housing &
Urban Development’s Rural Promise Zone (PZ) initiative.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board action at the next available board meeting to ratify the approval “after-the-fact.”
FISCAL IMPACT: The total grant application is estimated to be $125,087.52. The maximum USDA
LFPP planning-grant request permitted is $100,000. The County will be requesting that staff expenses,
partial financing of the agricultural marketing & production consultant and publication expenses, in the
amount of $25,087.50 be utilized as the local match. Sufficient funds supporting the in-kind components
of the match are available in the Economic Development budget (001-138790).
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan, which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry, as wel l as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: Legal Considerations: The Board will have the opportunity to accept or
reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legality
of this request, which is appropriate for Board action and requires a majority vote for Board action. - JAB
RECOMMENDATION: That the Board of County Commissioners provide after-the-fact approval for
the submittal of the USDA Local Food Promotion Program planning-grant application in the amount of
a $100,000 for the Immokalee Culinary Arts & Production Campus.

The Business and Economic Development deparunent is submitting a 2017 Local Food Promotion
Program Application in the amount of 5100,000 to hire a consultant to develop a Feasibility Report that
will provide in-depth data on land use planning, economic development impact, infrastructure and site
development, financial viability of the l-CAP campus.
There is a 25% match requirement for this grant application in the amount of 525,087.52.
The funding opportunity was announced on January tt, 2Ot7 with a due date of March 27, 2077. Stafl
was not aware of the grant opportunity until the end of February. Due to the short turnaround, we are
requesting that the County Manager approve the application for submittal followed by after the fact
approval by the Board of County Commissioners at the March 28, 2017 BCC meeting.

The Imrnokalee Culinary Arts & Production (I-CAP) Campus will encourage economic and business
development through a high-tech, shared commercial food and beverage facility that promotes innovation,

profitably access the I .2 million residents of Southwest Florida. The I-CAP campus will offer educational
programs, mentorships and intemships in the culinary arts and high-tech food production. The keystone

which has managed various successful grant applications over the past 50 years, will oversee the
compliance of this project. The project qualifies for priority consideration or preference points under
Florida's Rural Area of Opportunity (RAO) program and the U.S. Department of Housing and Urban
Development's Rural Promise Zone (PZ) initiative.
Describe the Specific Issue, Problem, or Need that the Project will address, in

The Immokalee Regional Airport, located in Collier County, is the proposed site for the I-CAP Campus.
Collier County government is committed to diversifoing the economy by linking agriculture, industry and
educational opportunities. The concept is to create a first-of-its-kind Culinary Arts and Production
Campus in Immokalee, Florida, with a keystone 100,000-square-foot, multi-focused shared kitchen, food
storage, production, education and research facility that will serve as the hub for later private sector
investment and build-out of the campus park. The Immokalee community is an extremely rural and
agricultural area with many economic and social distress factors. As a result, Immokalee in 2016 was
designated a Southwest Florida Promise Zone area, and was previously designated and renewed as a state
of Florida Rural Area of Opportunity. Immokalee has various local food businesses, as defined in section
1.2 ofthe Local Food Promotion Program Request for Application. However, there are still extremely low
connections with the local agricultural economy. The Strolling of the Heifers 2016 Locavore lndex
ranked Florida No. 50 out of 52 states. Since the ranking's inception in 2012, Florida has consistently
demonstrated low local food consumption. In 2016, Florida's local food businesses contributed only 20
percent of the farm-to-school budget (vs 83 percent for No. I ranked Vermont); $l per capita local farm
spending (vs $44 in Vermont); and 42 cents per capita for USDA Know Your Food spending (vs $21 in
Vermont). Therefore, the project will address Iow domestic consumption and access to locally/regionally
produced agricultural products, and develop new market opportunities for food entrepreneurs, farm and
ranch operations by developing a market analysis, feasibility report and business plan that provides in-
depth data on land-use planning, economic development impact and the financial viability of the I-CAP
Campus. An expert will be hired to provide technical assistance on how to implement a local/regional
food system, provide training in managing a local/regional food storage or processing facility, as well as
planning, construction and site development.

Currently, there are five intended beneficiaries of the I-CAP Campus. The county has partnered with
Economic Incubators Inc., University of Florida's Institute of Food & Agricultural Sciences, Taste of
Immokalee, the Greater Naples Chamber of Commerce, Florida Gulf Coast University, Collier County
School District and the private sector, including Alternative Laboratories, which specializes in food
technolory and production, to develop a thorough source of knowledge and expertise in key sectors ofthe
proposed culinary campus.
The project joins together non profits, govemment, the school district and vocational college, the private
sector, farmers and the community to work with agricultural and culinary arts students and provide them
with hands-on experience in all aspects of business, mentorship, leadership opportunities and scholarships
in all aspects of the food industry and global food marketplace. Collier Couty's Office of Business &
Economic Development and its accelerators will provide high-end technological business development
opportunities through state-of-the-art facilities, mentoring, networking, financial and operational
assistance. Educational institutions will provide a curriculum, proof-of-concept analysis, research and
development assistance, food analysis and testing, intemships, collaborative development and
experimentation. The private sector will provide production, education, product development, marketing,
intemship, jobs and testing opportunities. Together, they will create a plan for cooperatives related to the
purchase of high-tech, high-value equipment, marketing and volume purchasing, and identifu value-add
local farmers.
What are the expected short- and long-term impacts to the beneficiaries of this
project?
In the short term, the project will provide hands-on developmental and production assistance for business
plans, product development and innovalion. Educational programs, student mentoring and a wide-range
of intemship opportunities in the culinary arts and high+ech food production systems will be offered. A
feasibility study and a bankable business plan will govem the implementation of lmmokalee's I-CAP
Campus.
Long term community development, a key factor, will improve the social, economic, and cultural
conditions of lmmokalee through a major investment in state-of-the-art technological and production
equipment and expertise. The feasibility of cooperatives will be studied and a site development plan will
allow for a build-out of other facilities to enhance the agricultural economy. The project's intent is to
diversifu Immokalee's agricultural, food service and educational opportunities by creating a first-of-its-
kind Culinary Arts and Production Campus to expand and transform agribusiness jobs, enhance local
economic activity, improve educational opportunities, reduce crime and improve community
infrastructure. It will complement other proposals - the Immokalee Adventureland and ATV Park and the
Glades Regional Training Facility - by providing culinary services at Adventureland and a professional
launch pad for Glades Regional Training Facility graduates and other students in the Promise Zone. As a
result, it will promote greater culinary innovations, business recruitment and retention in the Promise
Zone and provide higher-priced options for many of Florida's depressed agricultural commodity markets.

the I-CAP Campus is to provide access to a world-class, high-tech shared commercial food and beverage facility that will
provide hands-on developmental and production assistance to businesses and their products, promoting innovation by
offering educational programs, student mentoring and a wide range of intemship opportunities across a broad spectrum of
the culinary arts and high-tech food production systems.
The gant would be used to develop a Market Analysis and Feasibility Report to provide in-depth data on Land Use
Planning, Economic Development Impact and the Financial Viability of the I-CAP Campus to assist in the project's
implementation. The project will address the area's low domestic consumption and increase access to locally and
regionally produced agricultural products by encouraging the development of new market opportunities for farm and
ranch operations that serve the local market. The Southwest Florida Regional Planning Council has conducted a REMI
Policy Insight Model analysis on the construction and operation ofthe Immokalee Culinary Arts and Production Campus,
which is expected to add llTjobs by the fifth year of operation, an average increase in gross county output of$25.46
million for the first five years of operation.
This project qualifies for priority consideration or preference points under the State of Florida's Rural Area of
Opportunity program and the U.S. Department of Housing & Urban Development's Rural Promise Zone initiative.
Therefore, we commit to participating in and supporting the 2016 LFPP Planning Grant funding for the I-CAP Campus, as
well as any related subsequent applications by Collier County.

aglicultural products by encouraging the developrnent of new matket oppo$unities for farm
and ranch opelations that serye the local market. The Southwest Florida Regional Planning
Council has conducted a R-EMI Policy Insight Model analysis on the construction and
operation of the lnmokalee Culinary Arts and Production Campus, which is expected to add
1 17 jobs by the fifth year of operation, an average increase in gross county output of $25.46
million for the first five years of operation.
This project qualifies for priority consideration or prefer€nce points under the State of
Florida's Rural Alea of Opportunity program and the U.S. Depafiment of Housing & Urban
Development's Rural Promise Zone initiative. Thcrefore, we commit to paticipating in and
supporting lhe 2016 LFPP Planning Grant funding for the I-CAP Campus, as well as any

The southwest Florida Regional Planning council (swFRPC) has conducted an analysis on the construction and
operation of the lmmokalee culinary Arls and production (i-cAP) campus, which would employ 50 workers.
SWFRPC utilized its REMI Policy lnsight model to generate the employment forecasts'

The year 1 project total personal income equals 510.86 million (Year 1 includes the construction of a 54.75
million facility and an additional 56.255 million in government spending). By Year 5, the accelerator will
employ 50 workers creating 67 indirect jobs for a total of 117. The jobs created by i-cAP generate an average
of 59.15 million annually in personal income in its first 5 years of operation.
