EXECUTIVE SUMMARY
Recommendation to approve the First Amendment to the Subrecipient Agreement with Catholic
Charities Diocese of Venice, Inc. dba Catholic Charities of Collier County and the Second
Amendment to the Subrecipient Agreement with Naples Equestrian Challenge, Inc. to expand U.S.
Department of Housing and Urban Development (HUD) funding years and clarify outcome goals.
This item has no new fiscal impact.

OBJECTIVE: To perform development and construction activities to complete activities as declared in
the County’s applicable HUD consolidated action plans.
CONSIDERATIONS: HUD provides Community Development Block Grant (CDBG) funds to address
program-specific needs in the community.
On October 11, 2016, the Board approved a CDBG Subrecipient Agreement with Catholic Charities
Diocese of Venice, Inc. dba Catholic Charities of Collier County (Agenda item 11E). The agreement
established funding for renovation activities at the Judy Sullivan Family Resource Center in Naples.
The proposed amendment merely revises the underlying funding years to utilize older funds first. Each
funding year will be identified with a new Federal Award Identification Number (FAIN), which is a
requirement of the federal regulations.
On May 12, 2015, the Board approved a CDBG Subrecipient Agreement with Naples Equestrian
Challenge, Inc. (Agenda item 16D2). The agreement established funding for site development and
landscaping associated with an expansion at the Naples Equestrian Challenge facility in Naples. The
proposed amendment adjusts the outcome goals within the agreement’s quarterly progress report to be
consistent with outcome goals within the agreement.
The amendments are consistent with the applicable HUD consolidated Plans, do not change the scope of
the projects and are allowable under the grant. The amendments will not increase or decrease the amount
of grant funds or impact the approved budgets for these projects.
FISCAL IMPACT: The Catholic Charities Diocese of Venice Inc. funds will be budgeted in the
Housing Grant Fund 705, projects 33024, 34500, 34515, 33176, 33289, 33364 and 33479; the budget will
have a net zero effect. The Naples Equestrian Challenge, Inc. agreement will have no new fiscal impact;
the funds will remain in the Housing Grant Fund 121, project 34515, 34520, 34525, 44500, 44505 and
Housing Grant Fund 705, project 33088, 33176, 33236 and 33289.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: This project furthers the Goals, Objectives, and Policies of the
Housing Element of the Growth Management Plan.
RECOMMENDATION: To approve the First Amendment to the Subrecipient Agreement with Catholic
Charities Diocese of Venice, Inc. dba Catholic Charities of Collier County and the Second Amendment to
the Subrecipient Agreement with Naples Equestrian Challenge, Inc. and authorize the Chair to sign the
agreements mentioned above.
